S E C T I O N –A (INTRODUCTION)
1.0.On the first day of GM/PNM,Shri G.R.S.Rao, Dy.CPO/Rectt., welcomed Shri S.S.Soin, Additional General Manager, Shri S.K. Albela, Chief Personnel Officer, Shri R. R. Naik, President/SWRMU, Shri A. M.D’ Cruz, General Secretary, SWRM Union and all the Office Bearers of SWRMU and Officers and Officials present for the 30th PNM but first in the New GM Office building and also first PNM Meeting with SWRMU for the year 2017.
1.1.The Dy.CPO then requested GS/SWRMU to address the forum.
2.0 / GS/SWRMU’s address2.1 / Shri A. M. D’ Cruz, General Secretary/SWRMU welcomed Shri S.S. Soin, AGM, Shri S.K. Albela, CPO: Shri K. Sivaprasad, CCM, Dr. Vilas KG, CHD and Shri G.R.S. Rao, Dy.CPO/Rectt. and other officials, Shri R.R. Naik, President/SWRMU and other esteemed Officer Bearers of SWRMU for the 30th Zonal PNM Meeting of GM/SWR with SWRMU and first meeting of the year 2017.
2.2 / GS mentioned that the administration had conducted only one Zonal PNM Meeting during March, 2016. He also mentioned that the current PNM should have been conducted long back and not conducted due to various reasons from either side. He hoped that the remaining three PNM Meetings for the year 2017 will be organized as per schedule.
2.3 / GS observed that cordial relationship is being maintained between the Administration and the Organized Labour & further , hoped that the same will continue to be maintained. He also mentioned that the Officers are responding well in discussions and solving the issues whenever they are being brought to their notice.
Then, CPO requested AGM to address the forum.
3.0 / AGM’ s address:
3.1 / AGM in his address, welcomed Shri S.K. Albela, CPO, Shri R. R. Naik, President/ SWRM Union, Shri A. M.D’ Cruz, General Secretary, SWRM Union and all the office bearers of SWRM Union and Officers and Officials present for the 30th GM’s PNM Meeting with the SWRM Union and also first PNM Meeting for the year 2017.
3.2 / AGM informed the forum that SWR is performing quite well on passenger amenities front. 10 Escalators and 12 lifts are being provided to take care of ladies, old and sickly people. AGM also mentioned that 7/8 Escalators have already been commissioned and the remaining will be commissioned within a short period of time.
3.3 / AGM further mentioned that the target for current year’s loading is fixed at 45 MT and SWR is slightly lagging behind on this. Further, he mentioned that efforts will be made to reach the specified target.
3.4 / AGM mentioned that the overall earnings of SWR is over Rs.6000 cores and this is marginally less thanlast year,even though the no. of passengers have increased. AGM further observed that SWR will try to pull up the earnings.
3.5 / AGM mentioned that 1513 recruitment papers from RRC and 639 papers from RRB have been received during this financial year. He further observed that Personnel Department has shown good performance in this regard.
3.6 / AGM also mentioned that a lot of medical reimbursement cases which were pending for a long time, have been cleared by the administration and the role of Medical Department is note-worthy in this regard.
4.0 / Then CPO addressed the forum.
4.1 / CPO in his address welcomed Shri S.S.Soin, Additional General Manager , Shri R. R. Naik, President/ SWRM Union, Shri A. M.D’ Cruz, General Secretary, SWRM Union and all the office bearers of SWRM Union and Officers and Officials present for the 30th and also first PNM Meeting with SWRMU the year 2017.
4.2 / CPO mentioned that this is also his first PNM with SWRM Union and hoped that the discussions will be fruitful and cordial, as the union is very constructive.
5.0 / GM’s Address:
5.1 / The General Manager addressed the PNM meeting on the second day i.e. on 2nd February, 2017. CPO welcomed GM, AGM, P/CHODs, President, General Secretary and representatives of SWRM Union to the first PNM of the current year. CPO also mentioned that discussions have taken place in a cordial and fruitful manner with PHODs/CHODs.
5.2 / GM mentioned that the PNM meetings could not be conducted earlier due to various reasons and hoped that all the four PNM meetings will be conducted this year as per schedule.
5.3 / GM hoped that the discussions with the Union have been constructive and successful.
5.4 / GM mentioned the following points in regard to performance of SWR:-
- The freight loading for the month January-2017 is 3.930 MT. It is 4.2% more than last year (3.773 MT) and -0.8% less than the Board’s target of 3.96 MT. Cumulative loading up to January – 2017 is 36.13 MT. It is 5.1% more than last year (34.35 MT) and 3.12% lessthan the Railway Board’s target of 37.29 MT.
- 08 New train services have been introduced in this year. SWR has carried more than 146 million passengers during the first 9 months of the year, which is 2.14% more than the corresponding period of last year. However, as expenses are also rising, Railway Board have set stiff targets for the current financial year and we have to respond to the challenge.
- Rayadurg-Kalyanadurga new line has been commissioned in December-2016.
- During the year, more than 1,500 staff have been appointed in Group-D category through RRC. [843-Trackmen, 150-Porter/Hamal, 121-Helper(C&W), 96-Helper (TMO), 54-Helper (S&T) , 48-Helper (Works/Engg) etc. ]
- Similarly, 416 staff have been inducted in Group-C through RRB.
- In South Western Railway, during the current financial year, 111 compassionate ground appointments were offered to wards/widows of deceased employees.
- A new Kalyana Mantapam (Community Hall) was inaugurated recently at Dharmapuri of Bengaluru Division
- Rs.12,00,000/- has been allotted from CSBF for hiring of Holiday Home for N.G. Staff at Colva (Goa).
- Holiday Camps and other activities under CSBF are being conducted by all the units.
- A Drive was launched all over SWR to publish seniority lists and it has been advised to issue the seniority lists on annual basis, instead of on 3-yearly basis. Similarly, Divisions and Workshops have been advised to draw their Selection calendars.
- For expediting MACP and promotions at Divisional & Extra-Divisional Offices for N.G Staff, it has been decided that Vigilance Clearance from SDGM/SWR/O/UBL will no longer be required.
5.5 / GM thanked the SWRM Union for their wonderful support in various spheres of Railway working and for harmonious relations.
GS/SWRMU’s Opening address
6.0 / Shri A.M. D’Cruz, General Secretary, SWRM Union , welcomed Shri A.K. Gupta, General Manager, Shri S. S. Soin, AGM, Shri S.K. Albela, CPO: P/CHODs, President and representatives of SWRM Union to 30th GM’s PNM with SWRM Union and first PNM of the year 2017.6.1 / GS mentioned that the discussion has been very cordial and fruitful.
6.2 / GS further mentioned that the General Budget inclusive of Railway Budget, for the first time, has been introduced in the Parliament on 1st February, 2016 and expressed happiness for having allotted more funds on safety measures, as a first priority.
6.3 / GS opposed the action taken by the Railway Board by way of issuing a letter saying that the personnel who are in GP Rs.4200 and above from Safety categories should not be the Office Bearers; but, can continue as Members only in Federations and Unions as a measure to reduce accidents in Railways. GS further mentioned that it is the right of Railwaymen to take part in the Federation/Union as Office Bearers and also this kind of action is against the Constitution. He further mentioned that the administration should take safety measures, instead of issuing letters of this type. Further, he mentioned that the Union has decided to go on protest on 06.02.2017 against this kind of action taken by the Railways and demanded to withdraw the letter and requested GM to inform this to Railway Board and Honourable MR that the Union is not at all happy in this regard.
6.4 / GS mentioned that safety is of utmost priority as told by the General Manager; and, the Union also will conduct seminars on the subject, and will request GM to issue Special CL and Passes to the personnel involving as and when required.
6.5 / GS then requested GM’s intervention on the following subjects/items: -
- Sports Quota Recruitment:
a)Every year a total of 55 posts have been allotted to recruit under Sports Quota; but, the administration is not initiating recruitment in time to utilize the quota fully and only a few posts are being recruited out of 55 every year. This year also only 20 posts have been notified.
b)The concerns of Sportspersons are not being addressed by the administration. They are not being relieved at 15.00 hours daily to practice their games. They are not being granted Special CL and relieved in time to participate in the games.
c)The Officers nominated for Sports, are not visiting the grounds and no improvements have taken place for sports.
d)They are not being allowed to meet the Sports Officer to address their problems.
e)Trade Union involvement should also be there in regard to selection under Sports Quota.
f)Instead of recruiting different personnel from each sport every year, a stretch of half a dozen sportspersons should be recruited to fulfill the need of individual sports events.
g)There is no Welfare Inspector to look after sports activities.
- Opening of new branch for TMO:
CPO mentioned that the issue of opening of new branch for TMO staff will be examined.
- GS brought out the incident which had happened in CWM/MYSS Office during GM’s Annual Inspection in 2014 wherein a case was filed against the Union and its members. He also mentioned that some of the people against whom the above case was filed, had retired from the service and the settlement benefits have been held up for want of case clearance.

6.7 / In reciprocal, GM mentioned that the issues highlighted by GS/ SWRM Union are taken note of and appropriate necessary action will be taken.

S E C T I O N –B (PREAMBLE SUBJECTS)
Preliminary discussions were held on each of the following items with the respective HOD. These issues will be replied to GS/ SWRMU separately on receipt of position from concerned PHODs/CHODs.
(1) / OPENING NEW BRANCH OF SWRMU FOR TRACK MACHINE ORGANIZATION (TMO).(Ref: GS/SWRMU’s ltr. to GM/SWR/UBL with Copy to CPO/SWR/UBL dated: 09.01.2017)
This Track Machine Organization (TMO) started functioning from the year 2003, day by day the staff strength is increasing. Till date, there is no separate branch for TMO Staff and above 700 staff are working under two major depots i.e, Zonal Based Depot/YPR (ZBD/YPR) and Satellite Track Machine Repair Depot/UBL (STMRD/UBL) under the control of CE/TM/HQ/UBL & Dy.CE/TM/YPR respectively. This Union is facing inconvenience to attach the TMO branch with any other existing branches of UBL/YPR and unable to give due attention to genuine grievances of TMO Staff. This Union requests the administration to allow one separate branch with 10 Office Bearers for TMO staffs of both UBL & YPR then this Union will be able to function properly & bring genuine grievances to notice of the administration.
Therefore, seeing all the above conditions the administration (GM & CPO) may please agree to permit to open a new branch separately with 10 office bearers for TMO Staff, which is very essentially required.

(2) / POSTING OF AN ORTHOPAEDIC DOCTOR AT RH/MYS.
Post of orthopaedic doctor which existed as per sanction at RH/MYS, was cancelled during 2016 and transferred to RH/SBC. Many cases reporting to RH/MYS from Division and Workshop are related to damage to bones, it is highly minimum requirement that a permanent orthopaedic doctor should be available at RH/MYS. Further, it is pertinent to note that as per the requirement under Factory’s Act, an orthopaedic doctor should be available near any factory. Hence, this Union urges the immediate attention of CMD and CME to ensure the posting of permanent orthopaedic doctor at RH/MYS.

CMD mentioned that “On call arrangement“has been made. Further, a Honorary Visiting Specialist at MYS is being proposed to Railway Board.
(3) / IMPLEMENTATION OF RBE NO. 72/2016 AND PAYMENT OF WITHHELD AMOUNT TO RETIRED EMPLOYEES OF CWS/MYSS.
As per RBE No. 72/2016, any excess payment made erroneously to any Group ‘C’ and ‘D’ employee should not be recovered. But this is not being implemented in many branch offices. Hence, this Union urge the administration to give clear direction to branch offices to stop any such recovery in future and for the payment of withheld amount in the following cases at CWS/MYSS.

SWRMU has been informed that the instructions contained in Board’s circular RBE No:72/2016 would be followed, as per provisions.
(4) / RESTORATION OF ONE JR. CLERK AND TWO SR. CLERK POSTS SURRENDERED AT CWS/MYSS VIDE CPO LETTER NO. SWR/P.135/CP/CO-ORD/2016 DT. 13.01.17.
One Jr. Clerk and two Sr. Clerk posts of Mechanical Branch, MYSS is surrendered unilaterally by CPO and advised CWM/MYSS to issue necessary memorandum to transfer the posts to “Pool of Surrendered Posts”. At present, only 53 clerks are available out of a sanction of 74. This Union is regularly demanding to fill up the vacant posts since many of the shops are managing the office and related material stores with artisan staff. Hence, this Union urge to cancel the surrender of above 3 posts and fill up all vacant posts to maintain records up to date and to keep the inventory intact since these are subjected for auditing and inspection.

(5) / SENIORITY & FIXATION (INCREMENT) OF SMS IN MYS DIVISION.

2. GS/SWRMU’s ltr. to CPO/UBL dated: 05.01.2017
Sri.P.Shivaprakash, SM/MYS, Smt.T.P.Dimu, SM/KRNR and C.Ramalinga Gowda, SM/MYS & five others selected as Tfc.Apprentice, panel approved on 19.12.2005. Due to shortage of hands the above SMs were not relieved in time and after a gap of five months they were relieved. But again due to acute shortage of staff the training programme was cut short from 24 months to 16 ½ months but seniority and fixation was done after 24 months which was highly injustice to these employees. Whereas, their colleagues at MDU division (S.Rlys) who underwent same training for same period at same institute were given both seniority and financial up-gradation soon after completion of training. The SMs of SBC division also given both seniority and financial up-gradation. The Union urges the administration to extend their seniority and financial up-gradation from the date of completion of the training.

(6) / ALLOCATION OF MORE FUNDS FOR COLONY/RLY QTRS MAINTENANCE AT MYSS.
A total of nearly 270 Rly Qtrs are available at Railway Colony at Ashokapuram. For the annual maintenance of these quarters/colony, allocation of fund is not available. Every year less than Rs.30 lakh only is being allotted. However, it is worth to mention here that more than Rs.90 lakhs is recovered from the salary of the staff those who are staying in quarters as HRA and rent. All quarters available at Ashokapuram are more than 60 years old and require attention for roof,door,windows etc.Hence this Union urges to allot a minimum of Rs. One Crore every year from revenue (Zonal Contract) for the maintenance of Railway Colony/Rly Quarters at AP/MYSS and this year, in addition to the allotted amount, another Rs.50 lakhs to be allotted.
