Minutes of the Full League Meeting Held

At Penryn College on Thursday 7th February 2013.

Peter stated that as this is the only full league meeting and that it was mandatory that all clubs were present that any that did not attend would be fined.

Peter introduced the guest speakers, Andy Mitchell the County Development Manager and Simon Snell the County Welfare Officer.

Andy introduced himself, as the youth development manager and he gave a youth review, he stated that as we asked what the county view was on us allowing the U13 next season to play 9v9, was optional, but was a good idea, he would like all our clubs to feed back to them at county on how we felt the 9v9 went this year in both age groups. The up take on the funding from the football foundation was good, even though the admin at the start was difficult.

He advised us that there would be more funding available again, between 01-03-13 until 31-05-13 and again between 01-07-13 and the 31-08-13 for any clubs who had not applied before, but again this would be only for goals for 9v9. The County only went with one supplier but more are available.

Coach Education, Grace Dent is the new contact at the CCFA.

There is a programme in place at the moment for Level 1, in conjunction with Cornwall College running until May 2013, they are looking at the possibility of running again next season.

The FA have in place funding available of £50 per person reductions, with up to £1000 allocated for level 1s, there is no deadline on this, but once its spent that’s it, the only criteria is that the minimum age is 16.

Youth modules are at Brannel at present, as this is central for the county, but if the demand is generated either in the East or West they can be allocated there.

MacDonald’s are sponsoring the youth modules at present so they are funding the facilities at Brannel in March, between 21-24. There is an FA tutor available for 12-15 July; the venue has not been allocated yet, so this could be in the West if the demand is good.

Anyone interested in attending the level 2, should contact Andy, but the course takes 10 days, which includes 2 support days and 2 assessment days, this can be done at Cornwall College.

Level 3 is done regionally and there is at present no demand for this.

Andy thanked the clubs present for supporting their coaches/managers to complete these courses.

In-service, Andy asked clubs for their thoughts on specific ideas for in-service training, to work around the new review.

This would also develop the work within the development programmes within the centres run with Plymouth Argyle Centres around the area; this will consist of coaching amongst all centres, there will be an open coaching session on the 4th March at the Brannel Centre where anyone is welcome, but must notify the County first, if they wish to attend. Another open session is booked with Jack Walton on Wednesday 14TH March from 6.30pm until 9pm; again anyone wishing to attend must contact the County first.

Andy also reminded everyone that there is help available with admin, member services were available through their website, and several clubs had experienced difficulties with the member services site, so he agreed to look into this.

On the 21st March Nick Baker will be presenting a Support Session at the County Office at Bodmin, from 6.30pm, again this is an open invite, but you must notify the County if you intend going.

The FA are investing a lot of money in a new website system the Whole Game, and Cornwall have been selected to be one of the twelve pilot counties, Andy will be going to the set up meeting.

Andy asked for any questions, Sam from Perranporth, queried the funding for 9v9 goals, whether or not they could claim for more funding once they have already claimed, possibly for 7v7 goals, Andy stated that the funding was only available for 9v9, but if clubs had more than 1 team, they could possibly claim again!!

Jonathan from Wendron asked if the same amount of funding for 9v9 goals was available, 50% off, Andy said it was.

Peter from Grasshoppers asked how the player pathway worked. Andy explained that the players with potential are sent to the academies on Monday Nights for extra coaching, to develop them further, clubs can nominate those players who have potential, to attend their closest centre, this system is not perfect, but it is improving.

It was agreed that the structure now is more professional and that the coaches are more approachable, everyone sent to the centres would be given a chance.

Andy stated that there were no set trial dates, but that anyone with potential could go along to the centres to see Jake, Kevin or Dan.

The main age groups were 14s to 16s.

Simon Snell introduced himself as the New Welfare Officer, he is in place at the County Office 2 days a week at the moment, as he is still employed as a Police Officer, and he is looking to retire in August/September this year. His experience with football over the years has been high level, being involved with Exeter Academy, level 2 coach, so he has lots of experience to bring to this job.

He is at present trying to change the culture in the CCFA with regards to Welfare Issues, also the CRB disclosure system is changing and he is presently contacting all clubs with regards to this, it means that all managers/coaches must have completed the disclosure forms, as it will be a criminal offence to work with children without one.

If any of the clubs members do not have them or if they are over 3 years old then it is down to the club welfare officer to sort new ones out.

Anyone under the age of 16 cannot complete a CRB disclosure form, so this will affect those clubs that have young referees, or coaches, Simon stated that this area was still not sorted and was still a concern and complication.

Simon stated that in his short time as W/O the behaviour of parents and coaches was poor, and that he receives several calls a week about touchline incidents and issues, he stated that all reports will be monitored more thoroughly and that he will be attending and advising clubs on their behaviour, he will be liaising with club welfare officers closely with those problematic clubs.

Simon is looking to run 3 welfare sessions for club welfare officers to attend to update them on all the changes about to take place with the CRBs, as they will all be done via the internet. As for the young 14 year olds who are currently involved in the mentor schemes within the FA structure, these will be up dated as soon as details are sorted, but any clubs using young referees should be aware to be careful and they should be monitored and clubs should be aware that they are liable for any mishaps.

The on line safe guarding course is still the same and is accessible via the CCFA website, anyone who has difficulty with access to the site should contact the CCFA, all the new CRB forms will be completed on line, so will be cheaper and quicker to do.

Simon stated that he had already made contact with clubs, giving them details of the new updates via emails to club secretaries.

Welfare Officer training workshops are planned for 14th May 2013 and 13th August 2013, at Bodmin, but this venue can be moved if needed, the course cost £15 or £20 per person, Simon asked clubs to nominate people to attend them, as this is a statutory requirement for all clubs.

David from Penzance questioned the time scale for CRB to be completed or up dated, Simon explained that they last 3 years, so clubs should be checking their members and ensuring that they are all up dated.

Simon also stated that from June/July all CRB should be transferable between organisations too.

Peter thanked both Andy and Simon for attending the meeting, and hoped that it was beneficial to all.

Chairmans Report

Peter spoke about the increased clubs struggling to get matches played due to the bad weather at the moment.

Also that at our monthly meeting far too many complaints are being received on discipline both on and of the pitch, the respect campaign does not seem to be having much effect at the moment, he hopes things will improve.

Premiership Kit Funding has now closed, the following clubs were successful with their applications, Grasshoppers, St Agnes, St Day and Threemilestone Tigers, it seems most areas of Cornwall are looked upon as needy.

Secretary Report

All Committee meeting minutes are on the website to view.

All issues which have been forwarded to the County Office, have been investigated and the outcomes have been forwarded to the committee.

All fines should be paid within 14 days of receiving them, if not you will be sent another one, with the outcome of suspension for failure to pay, these should not be sent out in the first place.

There are still clubs who have not submitted their invoices for their 9v9 goal reimbursement.

Player Id payments, there are still several clubs which owe for IDS, the deadline for all registrations, transfers, deregistration is the 28th February 2013, I will then be sending out invoices to all clubs who owe, which must be paid within 14 days.

Treasurer Report

Sharon informed everyone on the healthy accounts

Deposits Account £3,191,50 as of 03-01-13

Main Account £10,889,52 as of 28-01-13

Sharon explained that in the last 6 weeks she had paid in £200 in fines alone, which was unnecessary if clubs abided by the rules.

Sharon would only reimburse clubs on receipt of their signed invoices for 9v9 goals.

Proposed Rule Amendments

Girls playing in mixed teams up to the age of 14, this is currently acceptable in the FA rules, everyone agreed to this to be added to our rules, but all registrations will be noted and forwarded to the County Girls Development Officer Warren Parker, also that a female with a current CRB must be present and separate changing facilities available too.

U13 being allowed to play 9v9, this was discussed at great length, it was agreed that an email would be sent out to all clubs to get their consensus on this, we don’t need to call an EGM.

Match times, this was also discussed at great length too, this will be included in the email to get every ones view on it.

All the above will be submitted onto the website, which will automatically enter your fixture pages, all under 9s, 10s, and 11s will be played at Newquay Sports centre on the 24-03-13, all others matches will be played at the first team drawn out pitch, hopefully with appointed referees, with the cost of the referee been shared between both teams.

AOB

Simon from Perranwell discussed the issues with notification to team opponents, as late notifications were still occurring which doesn’t help with team notification, facilities etc, the rules state that all should be given 5 days notice.

This was also discussed within the u16 leagues, but with the County appointing referees it is vital that the referees are kept up to date with match details, if not we will lose them altogether, the committee will discuss more, as to whether or not we start to fine clubs who do not abide with the above.

Jason from Falmouth discussed the issue with postponements being approved, when they have not been discussed between both teams involved, it was stated that all proposed dates should be agreed by both parties before being submitted, and that both teams must submit the request too.

Peter from Wendron asked what would happen with their match points against Newquay U18, when Newquay didn’t turn up to play the match, this would need to be investigated by the committee before a decision could be made.

Someone asked if it was possible to apply for additional funding from the league towards more goals, if the club had several teams who required them, it was agreed the committee would discuss this further.
