MINUTES OF THE BRITFORD PARISH COUNCIL MEETING

on 16th November 2017 at the Memorial & Community Hall

Apologies: John Smart (JS), Richard Clewer (RC - Unitary Councillor for Downton & Ebble)

17.6.1. ELECTION OF CHAIR FOR THE MEETING - JR proposed TB to chair the meeting, this was seconded by CH, all agreed.

17.6.2. There were no Declarations of Interest

17.6.3. VACANCIES IN OFFICE OF PARISH COUNCIL – TB to investigate several possible candidates.

17.6.4. MINUTES OF MEETING 14-09-17 - Agreed by all and signed by the Chairman of the meeting

17.6.5. MATTERS ARISING

  • Flooding / Drainage / Water Management – Brian Wheeler gave a short progress report. BW reported that a dangerous tree had been pollarded and a ditch dug around it. At the last Operational Flood Working Group meeting the question was raised about who would be contacted in an emergency. This used to be Malcolm Hitchings. It was decided that the contact details on the website could be used if necessary. No action had been taken regarding the letter sent to a local landowner requesting that they clear a length of ditch – it was agreed to send a second letter. DF asked if the main Navigation was silting up again – BW said that this was an EA matter. BW then left the meeting.
  • Community Governance Review - nothing new to report
  • Parish Steward – TB to liaise with Parish Steward – list of jobs to be drawn up
  • Tom Bray, Litter Picking – MA has received a response stating that there had not been enough interest from local councils
  • Bridle Path to hospital – Nick Gowan needed further clarification regarding the location of the Bridle Path Action: MA to e-mail required information
  • Overgrown hedge – Discussed next action re: this issue Action: TB to ask Parish Steward if he can clear this problem

  • Southern Area Planning Committee 16/11/17
  • South Wilts Area Board 07/12/17
  • CATG – date changed from 29/11/17 to 14/11/17
  • Operational Flood Working Group 07/12/17 – Brian Wheeler will attend
  • Salisbury Transport Strategy Working Group – 07/12/17

17.6.7. CORRESPONDENCE

  • Adrian Hampton's Newsletter - this had been sent to all Councillors prior to the meeting - no comments
  • Wiltshire Mobile library – has received a complaint from homeowner regarding where vehicle parks in the village. Action: MA to e-mail mobile library asking them to continue parking in the same place and a representative from the Parish Council will talk to the homeowner.
  • Invite to Carol Service – nobody able to attend
  • Wiltshire Local Plan Review – JR will read and ascertain if a comment is required from the Parish Council
  • Redevelopment of Wiltshire College – An invitation has been received to view plans.

17.6.8. FINANCE

  • Accounts y/e 31st March 2017 – MA has received the completed audit. MA to ensure all relevant paperwork is displayed on the website
  • Payments – Cheques signed for Clerks salary & HMRC
  • Precept 2018/19 – a discussion took place regarding the amount to be requested – there needs to be sufficient funds to cover potential ditch clearing, weed clearing from Navigation, payroll and possibly the purchase of a speed indicator device – it was decided to ask for £2,650 Action: MA to e-mail back relevant paperwork to Wiltshire Council
