MINUTES OF THE ANNUAL PARISH MEETING OF ANDERBY PARISH COUNCIL

HELD AT 6.15pm ON 19th MAY 2014 AT ANDERBY VILLAGE HALL

Present:

Councillors Carole Mason (Chairman) Shirley Crow, Gill Henshaw, Tony Cox, Andrew Harris, Jennifer Forbes (co-opted)

Also present was County Cllr Colin Davie, Dist Cllr Hazel Newcombe, and Dist Cllr Fiona Brown and two members of the public

  1. CHAIRMAN’S REPORT

Welcome to the Anderby Annual Parish meeting. Many things have happened during the past 12 months. We were very sad to hear of the death of Cllr Kay Mowbray who was a long serving valuable member of our parish council. Two months later our parish clerk Sara Marshall passed away. Sara was not only our parish clerk but also my good friend.

My thanks go to Linda Croft Alford Town Clerk for helping me to sort out the Annual Precept for 2014-15.

We have been fortunate to welcome Kath Hayes as our new Parish Clerk and I would like to thank her personally for all the hard work she has done and is continuing to do in sorting out the paperwork and bringing us up to date.

We were pleased to welcome Tony Cox and Jennifer Forbes as our new Parish Councillors and I hope they enjoy working alongside with us.

CAR PARK

During the past 12 months we have been involved with other services including L.C.C who have been improving the Anderby Creek Car Park which has been very successful. The front car park area has been re-surfaced and there are now two disabled car spaces and a path leading to the disabled toilets. A new enclosure for the refuse bins is in place, the grassed area of the car park re-seeded and a new car park sign welcoming visitors to Anderby Creek. The cycle racks, picnic tables and benches will hopefully be forthcoming in the near future.

DOGS ON THE BEACH

We are still having problems with dogs on the beach. It was agreed that, as last year a banner would be displayed and signs showing where dogs are allowed on the beach for the summer season. During the Spring bank holiday week-end The parish councillors and clerk will take it in turns to meet and greet visitors explaining where they can walk their dogs and why the central area is a child free zone. This proved to be very successful last year and we had many favourable comments.

EMERGENCY VEHICLES ONLY

Concerns about vehicles been driven up the pullover and along the sea front path, which is a sea defence and for emergency vehicles only. One driver went along the path and the passengers walked to the bird hide and lit a BBQ on the deck. Fortunately there was only minimal damage but it could have been much worse. The police were eventually informed after numerous attempts to contact them.

I spoke to the Environment Agency and they agreed that the only way to stop it happening again was for them to install a lockable barrier at the top of the pullover. Emergency services would have keys for access. This will be installed when they are doing work at the outfall.

BENCH AND SIGNPOST

The Parish Council received a letter from an elderly gentleman requesting a bench to be sited at the top of the pullover. He pointed out that some residents and visitors with health and walking difficulties can walk up the disabled ramp but have nowhere to sit and look out to sea and enjoy the view. We have contacted the Environment Agency and Lincoln County Council and I have had a site meeting with Emma Kirk from the Environment Agency who after talks with her superiors said they could not see any problem. We also need permission from Lincoln County Council. In the meantime we are now in the process of filling in forms, taking photographs and buying a bench, for which £600 has been donated by County Councillor Colin Davie, and district councillors Hazel Newcombe and Fiona Brown. We now need a quote for fixing. Hopefully we will have a new bench in situ before too long. We have also requested permission to site a new post on the dunes for the Child Friendly Beach sign.

RWE

In July RWE set out their intentions to bring the Triton Knoll wind farm cables on shore at Anderby Creek. Cllr Henshaw and I attended a meeting where we stated other more suitable options were available and left them in no doubt that we did not want them at Anderby Creek.

CEMETERY

I have contacted the drainage board to discuss the possibility of filling in the drain between the road and the cemetery to make access safer for residents and particularly for funerals. They are going to contact me to arrange a suitable time for a site meeting. We will also need to contact Lincoln County Council.

FLOODING

The tidal surge early this year had been a very close call in the area. The Emergency Flood Plan worked well and after a meeting with our emergency flood wardens the plan was put into action. The wardens visited residents in their zone and discussed with them the possibility of evacuation if necessary. Vulnerable people were checked to find out if they would they need help if they had to evacuate their property. Cllr Carter opened the village hall and had the heating and hot water ready in case of a breach at Anderby Creek.

The flood wardens and volunteers helped us to fill 250 sand bags to protect properties. It was very encouraging when workmen and other passer’s by joined in helping to fill the bags and deliver them to certain properties. We were ready for action but fortunately the surge went past us to further down the coast. Although the plan worked well it does need updating and we must ensure this is done in the near future.

COUNCIL INVOLVEMENT

There are many more everyday Parish Council activities such as planning, transport, finance, complaints and parish residents’ concerns that are brought to our attention. We look at them in detail and do our utmost to sort them out wherever we can.

Presentation included what had been achieved and the plans for the future of regeneration of the beach.

  1. COMMENTS FROM PUBLIC

Cllr Davie reported that the roll-out of Broadband was going extremely well and was ahead of schedule.

It is anticipated that 97% will have connectivity by 2017.
