Minutes of Hilmarton Parish Council Meeting held on Tuesday 1st September 2015 in Hilmarton Community Room at 7.30pm.

Item 1 Apologies for absence
1.1 Apologies were received from Cllrs: Mastin-Lee and Hays.

Item 2 – Declarations of Interest in items on the Agenda
2.1 There were no declarations of interest to items on the agenda.


Item 3 – Minutes of the last meeting

3.1 Minutes from the meeting dated 5th May 2015 were approved by all present and signed by the Chairman

Item 4 – To discuss Items on the Clerks Report previously circulated to members

4.1 Sent comments to Wiltshire Council regarding planning applications discussed at the May meeting.
4.2 Completed paperwork and submitted the Annual Accounts to the External Auditors.

4.3 Liaised with Hungry Lab Electrical regarding advertising in the Neighbourhood News and Parish web site.
4.4 Contacted Homes 4 Wiltshire and asked them to confirm the s106 agreement is being implemented regarding the allocation of the affordable homes in Hilmarton. A request has also been made under the Freedom of Information Act, that once the homes are occupied, the Parish Council be informed of how many are allocated to people with a local connection. Housing Options Advisor from WC responded to confirm, those with a local connection would be given priority.

4.5 Robbie Fry will attend to the Willow Tree which has fallen across the brook.

4.6 Liaised with Jo Pointer and Wiltshire Libraries regarding the mobile library service in Hilmarton. Completed the survey about the planed reduced visiting schedule.

4.7 Circulated planning applications 15/04644/FUL and 15/04676/FUL and sent in comments to Wiltshire Council. No objections to either.
4.8 Displayed the audited Accounts in the Parish Notice Board.

4.9 Circulated planning applications 15/05841/FUL, 15/06509/TCA, 15/06497/FUL and 15/07511/FUL and sent in comments to Wiltshire Council – No objection to any.
4.10 Cllr Files requested the road in Lammas Close be repaired following the installation of sewage pipes for the new houses in Poynder Place. Ref No: 348575. A patch repair has now been made and the area will be monitored.

4.11 Responded to WC regarding notification of application 15/07828/PNCOU – The Parish Council strongly object to the change of use of this site to residential and do not believe these buildings have been used as a permanent residence for the last 4 years.

4.12 Attended a Liaison Group Meeting on 29th July.

The following subjects were discussed:

Progress from all Parishes on Neighbourhood Plans
Planned Large Developments – Pound Farm and Edmonds Garage in Lyneham.
Lyneham MOD site – It is thought the site will now only be occupied by REME and not RAF or Navy. Arrival of the Museum and small café is planned.

Road Problems – Temporary weight restriction has been lifted from Dauntsey Banks and is very noticeable; two serious accidents have been reported recently. WC are considering a permanent weight restriction on the road but need to consider the impact to other routes before doing so.
Work has started on the temporary road which will be used whilst Skew Bridge is closed.
4.13 The new homes in Poynder Place will not be released to new occupants until a drainage problem has been resolved and the access road adopted by Wiltshire Council.

Item 5 – Finance

5.1 Account balances inclusive of all cheques written and deposits made up to 26th August 2015 Current Account £1407.87 Deposit Account £15007.37

5.2 Cheque no 00349 paid to Kevin Iles House & Garden Service for £66.00 for Grass Cutting.
5.3 Cheque no 00350 paid to M Wilkins for £151.31 for reimbursement of materials for the upkeep of the Parish phone boxes.
5.4 Received the Annual Accounts back from the External Auditors.

Item 6 – Planning

6.1 Updates of planning application had previously been circulated to members.
6.2 Planning Application 15/07996/TCA – Reduce two Yew trees – 33 Church Road Hilmarton. There was no objection to this application.
6.2 Planning Application no 15/08472/FUL had been received after the Agenda was sent out but was added as a late item. There was no objection to this application.


Item 7 – Exchange of Information
7.1 Cllr Files reported a resident had complained there was a static caravan at a property in Hoppingstones and it is thought it is occupied. An application for the siting of a mobile home was refused some time ago, the Clerk was asked to report the situation to the Planning Enforcement Team.
7.2 Cllr Wilkins reported that there are now new Tenants in the Duke. There was a very well attended open day/family barbeque and so far lots of positive reports have been received.
7.3 Cllr McFadzean asked if her action, to write to James Gray about the selling off of rented properties, could be passed onto Cllr Mastin-Lee, who probably had a better understanding of the points that need to be raised. It was agreed she should contact Cllr Mastin-Lee to discuss.
7.4 Cllr Jeary raised a concern about overgrown hedges and plants from gardens that obstruct the pavements in Compton Road and Poynder Place. A list was given to the Clerk with a request to contact the owners, asking them to cut back excessive growth where required.

7.5 Cllr Jeary also raised a concern over cars parking on the pavements in Poynder Place and Compton Road. Cllr Wilkins said he would contact the local neighbourhood police team.

7.6 Cllr Wilkins suggested an agenda item at the next meeting, to discuss options for tidying up the area surrounding the 4 silver birch trees outside of the Church. He will have prices available for tidying up and re-painting of the iron tree guards and a suggestion for the replacement of the lavender bushes in the gardens.

7.7 Cllr Crisp has proposed that Hilmarton Parish Council be invited to send a representative to be present at the Noise Monitoring Group meetings for the MOD site at Lyneham.

7.8 Cllr Wilkins reported the next Area Board Meeting will be held on 6th October. Councillors were asked to check the dates of the next scheduled meetings and respond to the Clerk, and confirm what meetings they could attend.

7.9 Cllr Crisp asked if anyone would like to join the Calne Area Transport Group. Cllrs once again, are asked to respond to the Clerk.

Item 8 – Date of the Next Meeting
8.1 The date of the next Parish Council Planning meeting is Tuesday 3rd November 2015 (if required) and Full Parish Council meeting Tuesday 1st December 2015 both meetings will start at 7.30pm in the Community Room, Hilmarton.
