The Chairman congratulated Cllr C Radford on her re-election as County Councillor.

Cllr P Grainger thanked the Town Council for it’s get well messages and wishes during his recuperation.

2206ELECTION OF CHAIRMAN – DECLARATION OF ACCEPTANCE OF OFFICE

It was proposed by Cllr R Ewing, seconded by Cllr G Timson, that Cllr C Poole be elected as Chairman for the ensuing year.

Proposed by Cllr C Radford, seconded by Cllr J Savage, that Cllr W Bebbington be elected as Chairman for the ensuing year.

RESOLVED by the Chairman’s casting vote, that Cllr C Poole be elected as Chairman for the ensuing year.

The Chairman read out and signed her declaration of acceptance of office.

2207ELECTION OF VICE CHAIRMAN

Proposed by Cllr J Poole, seconded by Cllr R Ewing, that Cllr J Lennie be elected as Vice-Chairman for the ensuing year.

Proposed by Cllr C Radford, seconded by Cllr J Tassell, that Cllr W Bebbington be elected as Vice Chairman.

2214PLANNING APPLICATIONS RECEIVED

The following planning applications had been received and it was RESOLVED to forward comment to the relevant authority as detailed:-

P/17/0670/2 Variation of condition 2 of application P/16/2303/2 to incorporate new drawings, covering minor amendments including materials, layout and elevation changes AT Ivy Cottage 197 Ashby Road West – No comment

P/17/0807/2 Variation of condition 9 of P/14/1604/2 to amend the approved plans relating to highway works at junction of Hallamford Road/Tickow Lane//Belton Street/Oakley Road AT Land off Tickow Lane – Shepshed is aware that a new highway scheme is awaited, as they were not satisfied with the previous proposal of 2 mini roundabouts, therefore, await the consultation of the proposed new scheme, when available

2215CHAIRMAN’S REPORT

a) Open Day at Hind Leys Swimming Pool – Come and make a splash! Sunday 28th May 2017 An invitation had been received to attend the above event between 10 a.m. – 3 p.m.

b) CBC – Review of the statement of Licensing Policy 2017 Members had been circulated with a copy of the above document, however, as the closing date for receipt of responses is fairly short, concern is to be relayed to CBC at the frequent short consultation dates offered to Town/Parish Councils.

c) George Walker – Tree Care It was RESOLVED to accept the following tree works:-

O/S 26 Nursery Close – Reduce cherry and crown lift/cut back to clear street light a Field Maple adjacent to the path immediately behind the property.

Remove fallen Willow and remove damaged branches from the adjacent Willow, also heavily reduce the large low branch from a further Willow that’s restricting grass cutting. Remove all arisings from site = £475 + VAT

The Clerk is to seek the advice of the Tree Surgeon as to whether it would be more cost effective and beneficial to completely remove the Willow tree.

d) Persimmon Development – Land off Hathern Road Concern was expressed at the actions being taken by Persimmon Homes at land off Hathern Road, who appear to be disregarding the planning law and wildlife act.

Shepshed Borough Councillors were asked if they would be willing to liaise with local residents, who would report any activity occurring on the site, therefore, enabling the Borough Councillors to keep CBC Planning Department updated.

A lengthy discussion was held relating to the illegal removal of the hedge and the fact that any evidence of birds nesting was no longer available, as the hedge had been shredded on site.

A meeting with Shepshed CBCllrs and CBC Roy Campsall (Charnwood Wildlife) had taken place and evidence of ground nesting birds (skylarks and grey partridges) was visible. Door mouse are a protected species, therefore, this area has been cordoned off.

Cllr W Bebbington as CBWard Councillor for the area, had been speaking to the site manager, who had advised that in order to prevent the road from collapsing, the Brook Street culvert is being extended. As the area is prone to flooding, part of it is being piled and a water removal system introduced.

In her capacity as County Councillor, Cllr C Radford has requested from LCC details of the traffic routing for the site traffic into the development.

CBC Planning Officer, Andrew Thompson, is liaising with Highways England to establish what is desirable in terms of creating a bund up to the motorway. After care of the bund/fence is to established and confirmed to ensure that it is properly maintained.

Shepshed Town Council’s disquiet at the inappropriate and unacceptable behaviour by Persimmon Homes is to be registered with CBC’s Planning Department.
