MINUTES OF THE ALGARKIRK PARISH COUNCL MEETING HELD ON TUESDAY 10 APRIL 2012 AT THE VILLAGE HALL AT 7.20PM

1CHAIRMAN’S REMARKS: Councillor Dickinson welcomed all to the meeting and reminded Members the meeting in May would be the Annual meeting.

2APOLOGIES FOR ABSENCE: Apologies received and accepted from Councillors J Tunnard, H Pinchin and D Reid.

3DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE 2000 LOCAL GOVERNMENT ACT: None.

5MINUTES OF THE MEETING HELDON 13 MARCH 2012: It was resolved the minutes be approved and signed. Proposed by Councillor Rylott, seconded by Councillor Surridge.

6REPORT FROM THE MINUTES OF PREVIOUS MEETINGS:

WalnutLakes: Highways had investigated in relation to the dropped kerbs, however, although some of the area has been replaced with kerbstones, the actual access has not been widened. Highways will monitor the area.

Name signs: Church Lane sign has been passed to the contractor and should shortly be installed; Eleys Lane sign has been ordered and is in hand.

Road subsidence Church Lane: Highways are aware of the state of the verge opposite number 1 Church Lane and this is in hand.

Queens Diamond Jubilee: The number of children under 16 years of age in the parish will need to be verified shortly for the commemorative medals to be ordered.

7CLERKS REPORT AND CORRESPONDENCE RECEIVED: General correspondence received included: Anglian Water Drought Matters; Rural Links; Simply Memorials.

Boston Placecheck Rural Engagement Project: Boston Borough Council and South Lincolnshire Community and Voluntary Service have organised a meeting on 19 April at 6.30pm at Black Sluice Conference Centre, 1 South Forty Foot Bank, London Road, Boston. The purpose of the meeting is to introduce the Five Villages Ward to the concept of placecheck; this is a project which has been successfully delivered in 5 neighbourhoods within the town centre of Boston. Its aim is to engage and empower the local community, allowing greater control and ownership over the decisions which shape their lives and neighbourhoods.

The Clerk to request the Parish Council be kept aware of any developments but to give apologies for non attendance at this particular meeting.

Community Wildlife Grant: Details received of the 2012 scheme.

8COUNCILLORS ISSUES:

Councillor Dickinson noted that on the electoral register there are 156 properties and 323 electors.

9FINANCE REPORT:

a)an end of year budget sheet was presented and accepted. There was a slight overspend on parish newsletter, contingency fund and clerks expenses. It was pointed out the figures do not include income and expenditure in relation to the tree surgeons. It was agreed an additional finance sheet will be produced showing the current balance of the accounts at the bank, this will provide a more accurate picture overall.

b)to approve payment of the following accounts:

K Partridge - clerks expenses - £29.35

K Partridge – clerks salary - £79.17

Chris Cook – newsletter - £51.00

Jas Martin on behalf of LDTBF – playing field ½ year rent - £72.50

LALC – annual subscription - £143.90 (£21.40 VAT)

The VAT refund had been received from HM Revenue & Customs; the first ½ year precept payment had been received from Boston Borough Council; £165.00 underpayment in relation to parish paths had been received from Lincolnshire County Council.

The audit return had been received from Clement Keys, this will need to be completed and approved at the next meeting for submission by 18 June.

10PLAYING FIELD: Councillor Surridge reported the tiles have been cleaned and relaid together with new edging; there are some finishing touches to be done. New swing seats will be ordered.

Painting will need to be completed, preferably with Hammerite in red, white and blue. Councillor Brookes to enquire with VRS regarding prices.

4 car boot sales have been agreed with Boston Borough Council and these will take place on the playing field.

Councillor Surridge has completed a repair to the gate at the playing field, however, it will be necessary to monitor it.

It was agreed the Clerk contact Boston Borough Council to ask the Mayor to attend planting of an oak tree later in the year. Also to check with BBC what type of oak tree will be supplied.

11PLANNING MATTERS: To consider the following planning application –

B/12/0108 – installation of ground based 3.5kw photovoltaic solar panels in rear garden at Hawthorn Lodge, Church Lane – no objections.

12DATE OF NEXT MEETING: The next meeting will be held on Tuesday 8 May 2012 and will commence at 7.20pm with a 10 minute public forum, if required. The Annual Parish meeting will take place followed by the Annual Parish Council meeting.

There being no further business to discuss the Chairman closed the meeting at 8.20pm.
