MINUTES OF THE 985th WHEELTON PARISH COUNCIL MEETING
HELD ON MONDAY 5 SEPTEMBER 2016
AT WHEELTON VILLAGE HALL, WEST VIEW, WHEELTON
PRESENT: Councillors Berry, Dickenson, Harper, Scambler and Wheale.
Borough Councillor M France.

APOLOGIES FOR ABSENCEApologies for absence were received from Councillor Hayes, Councillor Fowler and Borough Councillor M France.
DECLARATIONS OF INTEREST
Councillors Berry and Scambler declared a non-pecuniary interest in item 261/09/16 Cheque for S Berry and Councillor Wheale declared an interest in item 261/09/16 Cheque for Ronald Wheale.

Councillor Dickenson advised that the Village Hall’s licence application had been approved allowing bookings on Fridays and Saturdays until 12.30am. Borough and County Councillors were thanked for their support.
POLICE REPORT
There were no reports from the Police.
COMMENTS FROM THE PUBLIC
The Chairman hoped that the meeting with Cuadrilla prior to the meeting had been useful for councillors and suggested that a meeting with the public, Frackfree and a Fracking company be held to gather the publics opinion. It was noted that it could be difficult having both Frackfree and Cuadrilla in attendance.
Councillor Hayes had reported that the water leak outside No 2 Victoria Terrace was still a problem and that there were blocked gullies on Victoria Street.

259/09/16 / ENHANCING WHEELTON
a) Traffic Matters
Councillor noted the letter from Lancashire County Council advising that at a meeting of the Speed Tasking Group on 11 February 2016 it had been agreed to remove Blackburn Road from the priority list for mobile enforcement.
Councillor Wheale advised that he had made enquiries about the sale of the SPiD trailer. The trailer had not been suitable.
Councillor Wheal advised that a resident had requested that dropped curbs be installed on the paths on Victoria Street/Kenyon Lane to enable prams and wheelchairs to cross the road. Borough Councillor M France reported that she had requested dropped curbs for another area and had been advised by the County Council that there was no funding for this work.
It was RESOLVED that the Clerk should write to the County Council to request that installing dropped curbs on Victoria Street/Kenyon Lane be considered when funding was available.
b) Recreation Area Enhancement
i) Victoria Street Fencing
There was no update on this item.
ii) Walkway Lighting
The Chairman advised that Chorley Borough Council had sent details of industrial dome lighting for the walkway. Councillors agreed that this had not been what had been requested and it was agreed that the chairman should continue to consult with Chorley Borough Council to obtain a suitable conclusion to the project.
iii) Benches
The Clerk advised that a quotation had been received for restoring the six Parish Council benches at a cost of £40/50 per bench.
Following discussion, Councillors agreed that the benches should be refurbished to prolong their lifespan.
The Clerk reported that a letter had been received from Mr Mason advising that the bench that had been donated for the Queen’s Jubilee in 1977 and sited at Rycroft had been removed. Mr Mason was questioning whether the Parish Council were aware where it had been moved to.
Councillors note that this area was Heapey Parish and that Heapey Parish Council had not consulted Wheelton Parish Council with regards to the bench. Councillor Berry reported that she thought that the Bench had been moved to the area near to the Meeting House backing on to Millbrook Road but was under trees so would deteriorate if not looked after. The Clerk agreed to write to Mr Mason to inform him.

It was RESOLVED that the Parish Council make no objections to the application.

CHORLEY BOROUGH COUNCIL’S CONSULTATION REGARDING THE 2016 IRON MAN COMPETITION.
Councillors noted the letter from Chorley Borough Council regarding the 2016 Ironman’s impact on Wheelton Parish.
262/09/16 / Following discussion, it was RESOLVED that the Parish Council had no negative comments regarding the 2016 Ironman relating to the Parish.
PLAY AREA R.o.S.P.A. REPORT
263/09/16 / Councillors noted the previously circulated R.o.S.P.A. report and were disappointed that the new equipment that had been installed in conjunction with the Borough Council was already requiring repairs.
It was RESOLVED that the Clerk should write to the equipment providers to advise that the Parish Council were disappointed that the tree stumps were already requiring replacement.
COPPULL PARISH COUNCIL’S SUGGESTION REGARDING THE CLOSURE OF CHORLEY A&E.
The Clerk reported that Coppull Parish Council had requested whether other Parish Council’s would be interested in joining forces in regard to objecting to the closure of Chorley A&E department and supporting the re-opening.
Councillors noted that they had already raised their concerns but could be interested in joining forces and requested that they be kept informed of any meetings etc.
