MINUTES OF RIGBYCITY COUNCIL MEETING

Present were the following:

Mayor:Art Goody

Councilmen: Lawrence Blackburn, Ryan Brown, Darwin Dinsdale,Keith Smith,George Marriott, Connie Keller

Chief of Police: Larry Anderson - Absent

City Clerk: Jeanne Kerbs

City Attorney: Shan Perry

Pledge of Allegiance: LawrenceBlackburn

Prayer: Ryan Brown

FOLLOW UP ON NAME CHANGE OF STREET:

Mayor and City Council received a letter from the business’s that would be affected by the change of the street name. Councilman Blackburn felt that he could not justify the change when it affects the local business. Councilman Brown asked why not change the name of the street that was in front of the Court House from Call Heir Drive. Mr. Perry stated that the Court House was given a Rigby Lake Drive address. After further discussion the Council decided that Mr. Perry would send a letter to the Jefferson County Commissioners recommending that the address of the Court House be change to Call Heir Drive and that a section of Call Heir Drive be changed to meet their needs.

MATTER OF MORGAN LAKEPROPERTY:

Mr. Morgan Lake presented to the Mayor and Council the deed to the property that he had gifted over to the City. Mayor Goody and the Council thanked Mr. Lake for his generosity.

MATTER OF SOLID WASTE COLLECTION:

Shan Perry stated that he had received three drafts of contracts from Eagle Rock Sanitation’s attorney. Mr. Perry has been in contract with Eagle Rock’s attorney and hopes to have a contract draft drawn up soon.

MATTER OF APPOINTING NEW P&Z, CRIMINAL ATTORNEY:

Mayor Goody stated that with attorney Steve Clark leaving the city was now in need of a criminal attorney. At this time Mayor Goody presented the name of John Osai to be the City’s Planning and Zoning and Criminal attorney. Councilman Blackburn asked why Dunn and Clark were not considered. Mayor Goody stated that Robin Dunn was the County’s prosecuting attorney. Councilman Brown stated that he had talked to Chief of Police Larry Anderson, who had stated that he had talked to Robin Dunn and that they had an attorney who could cover the City’s criminal cases for the same cost as Steve Clark was charging. Councilman Marriott made the motion to appoint John Osai as the City’s Criminal and Planning and Zoning’s attorney. Councilwoman Keller 2nd the motion and the vote was as follows: Councilman Marriott – Yes, Councilman Blackburn – No, Councilman Brown – No, Councilwoman Keller – Yes, Councilman Dinsdale – Yes, Councilman Smith – No. Mayor Goody Voted yes and the motion passed.

MATTER OF MERIT RAISE:

Councilwoman Keller then made a motion to increase Ann Trent, and Paula Packer’s wage to $12.00 per hour. Councilwoman Keller stated that both ladies had taken a pay cut to come and work for the City. And that City could not afford to lose them. Councilwoman also made motion to increase the City Clerk’s, Jeanne Kerbs, salary to $39,000.00. Councilman Marriott 2nd the motion. All approved.

Councilwoman Keller made the motion to pay the bills and Councilman Dinsdale 2nd the motion, all approved.

Councilman Dinsdale made the motion to accept the minutes, and Councilwoman Keller 2nd the motion, all approved.

PUBLIC COMMENT:

Paul Hepworth: asked who the new P&Z attorney was and if he could have his address and phone number. This information was given to Mr. Hepworth.

Carol George: Was concerned with the new cost for copies and CD. Mrs. George read the state regulations concerning the cost for copies for public requests. Mrs. George was told that the cost for paper has gone up and that the average cost for paper copies is $.15 to $.25 per sheet. Mrs. George felt that the cost for CD was high. Jeanne Kerbs, City Clerk, stated that she would look into that matter and make any necessary changes.

Paul Hepworth: Commented that he would like the CD divided into tracts for each new subject or speaker.

Councilman Blackburnmade the motion to go to executive session Councilwoman Keller2nd the motion, all approved.

Executive session adjourned at 9:00 pm.Councilwoman Keller made the motion to adjourn the open meeting at 9:05 pm. Councilman Smith 2nd the motion, all approved.
