121/17 Public Recess
Members of the public made representation on items relating to the changes in the
Nook. These related to the air pollution testing, the bus stops and further
concerns about the works taking place and the responses received.
Further comments were received about the ongoing maintenance of the roundabout and a potential offer to financially contribute to these costs.
122/17 Apologies for Absence
Apologies were received and accepted from Councillors Ball, Grogan, Rowlinson
and Tunaley.
123/17 Declarations of Interest on items on the Agenda
Councillor Jordan declared a pecuniary interest in the approval of payments and the bank balance reconciliation, as a member of Councillor Jordan’s family is employed by the Council.
Councillor Bown declared a non-pecuniary interest in the item relating to trees as she is a volunteer with The Conservation Volunteers.
124/17 Minutes of the meetings
The Council RESOLVED to accept as a true record the minutes of the meeting held on the 29th August 2017.
125/17 Chairman’s Announcements
The Chairman thanked the members of the Council who attended the Gala on
Saturday 9th September 2017, in particular Councillor Jordan for her efforts as
Chairman of the Gala Committee in providing the village with an enjoyable
event.
The Chairman reminded Councillors that he will be away for the next meeting of
the Parish Council due to take place on the 10th October 2017/
126/17 Borough and County Councillors reports
County Councillor Deborah Taylor reported on the following items;
· The Nook Roundabout.
· Highways England scheme to reduce congestion and boost connectivity across the County.
· The business case for the implementation of SMART technology in Libraries.
Borough Councillor John Sutherington reported on the following items;
· The recycled granite kerbstone outside Londis and the row of shops in the Nook to achieve a higher kerb.
· The Loughborough – Hastings by election
· A burglary that took place on Cropston Road
· The ‘Peppercorn Bus’ at Outwoods that has been vandalised.
· John had been to visit the Gibson family following the incident at the Gala
· There is still time to nominate your local sporting hero
· The Royal mail in the future will be only be accepting white envelopes
· 25000 reminders have been sent out to people to register to vote
· An ‘out of house’ emergency number is now available for tenancies services. Telephone number 0333 200 8811 calls are charged at local rates.
Borough Councillor Deborah Taylor reported on the following items;
· A new bench outside the doctor’s surgery.
· The funeral of Tony Kershaw that took place on 4th September.
· The Mayor’s Civic Service she attended on the 10th September.
· Extra Taxi signs introduced for Charnwood Taxi’s
· Charnwood Residents Survey.
· The by election called for the 26th October for the Hastings Ward.
· Problems with the Brown Tail Moth at Edward Street.
· Fly tipping in Gorse Hill
· Information about tree roots.
127/17 Planning
(a) Application number: P/17/0881/2
Proposal: Erection of 46 dwellings
Location: 129 Cropston Road, Anstey LE7 7BR
Parish Comments: OBJECTIONS
Anstey Parish Council objected to the application for development at this site and the points raised remain current.
APC are disappointed with this current proposal as it under delivers on many aspects which are as follows:
Housing Supply
● The only affordable housing offered for the site is a single 3 bedroom bungalow. This proposal would only deliver 2% affordable housing and make no effort to reach the requirements of the CBC core strategy. The Council would further like to know what the price of an affordable house is?
· This under delivers by Charnwood Borough Council core strategy guidelines.
Community Infrastructure
● The proposal offers no community infrastructure contributions.
● This relates to no contribution for schools, doctors, open space or highways.
● Previously a pelican crossing had been agreed across the Cropston Road this has been withdrawn with this proposal.
● The proposal will further increase vehicle movements onto an already busy main road and village centre,
Housing Design and Mix
● The proposal allows for no landscaping of the site.
● Many of the properties have parking spaces directly in front of the houses which will have the effect of a concrete jungle with no front gardens / landscape to break this up.
● The housing has been off set and puts houses in the flood plain leaving properties 8M from the brook.
● The proposal fails to deliver sufficient 2 bed houses to address the Borough wide shortfall recognised in the Core Strategy
The Council conclude that the proposal is poor design. There is overdevelopment of the site which is on Green Wedge, outside the permitted limits of development and is contrary to the recently adopted core strategy.

Proposal: Erection of 2 storey extension to side and single storey
extension to rear to create beauty salon (Sui Generis) at
ground floor and additional bedroom at first floor
Location: 137 Cropston Road, Anstey LE7 7BR

(c) Application number: P/17/1782/2
Proposal: Variation of condition 11 of P/16/0022/2 (erection of two detached dwellings following demolition of dwelling) to enable amendments to layout on plot 1 and fenestration
of dwellings on plots 1 & 2.

128/17 Financial items for consideration
(a) The Council NOTED the income for the month of September 2017 totalling
£4,074.78.
(b) The Council VERIFIED the expenditure for the month of September 2017
totalling £25,579.78.
(c) The Council NOTED the bank reconciliation for the month of August 2017.
129/17 Projects
Mitchell’s Field
To update the Council on the progress that has been made since the last meeting.
· KBG have been instructed to cut the grass each week.
· The Anstey Swifts have paid their invoice for use of Mitchells Field and the recreation ground and have been issued with a key for the maintenance gate for white lining of the pitches.
· An email has been sent to the secretary of the Anstey Nomads to set up a meeting with them to discuss Mitchells Field.
· Sturgess Hyundai are no longer interested in using the Mitchell’s Field car park.
· The gym equipment has been ordered and is expected to be installed
· It will be possible to put a larger petanque court on Mitchell’s Field the Council discussed the matter and RESOLVED to instruct for a 15M x 4M pitch at a cost of £4,580.00.
· Disabled access is required onto the field and a price for this work is being obtained.
130/17 Trees
(a) The Council received the tree warden’s report and RESOLVED the following:
· To NOTE the report.
· For the 3 yearly tree work report to be ordered from the Forestry Department at LCC.
· Councillor Bown to bring back further information on hedgerows that could potential be carried out by The Conservation Volunteers, these hedgerows should be on Parish Council land.
(b) The Council received legal advice about parish trees.
131/17 Health & Safety
(a) Playgrounds inspection Report
The Council received the external Annual Playgound Inspection report and
RESOLVED to work through the recommendations as documented in the report.
(b) Ellis Whittam
The annual Health and Safety visit has been completed with Ellis Whittam and
the Safety Action Plan for APC received. This document will be worked
through to ensure compliance with the requirements is reached.
Councillor Billington raised concerns on how the Council will know that the
points have been actioned further information will come back to Council in 6
months.
132/17 The Nook Roundabout
Councillor Taylor provided the Council with information relating to the works at the Nook Roundabout. Works have currently stopped at the Nook until there is an agreement about the plan for the green top of the roundabout. Councillor Taylor attended an emergency meeting with the Assistant Director of Highways to discuss the item further. The Council RESOLVED Anstey Parish Council support in principle a scheme to ensure there is greenery in the Nook on the roundabout and that it is not tarmacked over. Subject to agreement of the scheme the Parish Council will consider maintaining it in due course. If the scheme to be implemented is per drawing number 2/23/174 the Parish Council can confirm that they will maintain the roundabout’s green top.
133/17 Events Committee
The Council received the minutes of the Events Committee Meetings which was
held on the 5th September 2017. The Council RESOLVED the following to
ADOPT the minutes and recommendations within them which included.
· Adoption of the Community Engagement Policy
· To ‘save the date’ of the 1st July 2018 for a picnic in the park to mark the
100 years since the end of the First World War.
· An opening event for Mitchell’s Field, the Clerk has delegated authority to organise a date for the event with Andy King from the Swifts Football Club.
· The AGREEMENT of the sign for Mitchell’s Field.
· An event will be held to plant bulbs at the recreation ground, Stadon Road with the local Cubs group.
134/17 Members reports
· Councillor Hadfield reported on the Police meeting on Budgets that she recently attended.
· Councillor Sutherington reported on the Gala Service that he attended.
135/17 Clerk’s Report
The Clerk’s report contained the following items:
· Planning decisions from Charnwood Borough Council.
· The feasibility study which the Martin High School have confirmed they will financial contribute towards.
· The first meeting of the feasibility study group will be held on Tuesday 26th September 2017.
