MINUTES OF LLANDYFAELOG COMMUNITY COUNCIL MEETING

HELD AT THE HALL ON 2 JUNE 2016 AT 7.30PM

1. Present: Cllrs Shan Rees (Chairman), Elfyn Williams, Hugh Anderson, Janet Knott, Mair Stephens, Melanie Phillips-Rees, Eifion Jones and Arfon Davies (Clerk).

Apologies: Cllrs Mike Phillips, Rheinallt Jones, Paul Temple and Ronald Thomas.

2. Declarations of interest
No declarations.

3.Minutes of the Annual Meeting and meeting of Council held on the 12thMaywere confirmed and signed.

4. Matters arising
1.Information from Local Police Officer – Council awaited information from the local Police Officer that could be placed on the Council Website.

2. Vehicle Speed and Traffic concerns on the Llwyn yr Eos Junction with the A484 and the Bancycapel to Idole (Heol y Lan) road – Council awaited the results of the County Council Engineering design brief into options for the Llwyn yr Eos junction of the A484 in Cwmffrwd.
3. Footway between Pibwrlwyd and Idole – Council awaited completion of the footway project to Cwmffrwd and commencement towards Idole.
4. Speed Limit at Cwmffrwd and effect on Croesyceiliog – Council received confirmation from the County Council that once works were completed with the highway improvements through Cwmffrwd, monitoring of the impact of the 30mph speed limit on rat-running through Croesyceiliog would be undertaken. Noted.

5. Prohibition of waiting at any time, Llandyfaelog - Council received confirmation that an objection had been made to one of the other proposals included in the rural order. A decision on approval had therefore to be made by the Executive Board Member responsible. Council now awaited confirmationof this decision.
6. Council Handyperson and Amenity maintenance works – The Clerk reported that the Handyperson remained unwell and had apologised for the back log of work. However he was continuing to arrange for his duties to be covered in the main.
7. Stolen post boxes, Ffynnon Wen and Capel Rama - The Clerk confirmed that he continued to chase replacement. Noted.
8. Planning Application W/33310 land at Idole – The Planning Application was still under consideration. Noted.

9. Solar powered public lighting column at Idole – Cllr Mair Stephens will make further enquiries on the issue.
10. Enforcement in relation to the Stables, Bolahaul Road – Council received confirmation that the County Council Planning Enforcement Officer was trying to make arrangements to meet with the landowner. Noted.

11. Drains problems experienced at Maesdolau, Idole – Council received confirmation that the County Council would be carrying out a camera survey of the drains in the coming weeks. Noted.

12. Ponding of water on the Llandyfaelog to Pontantwn road – Council received confirmation that the works required had been agreed with local landowners and would be carried out over the summer. Noted.

13. Highway repairs required on the Llandyfaelog – Llansaint road near Penyrheol – The Clerk informed Council that work should be being carried out in the area in the coming weeks. Noted.

14. Waste Bin near Constant Farm – It was confirmed that the bin had now been emptied. Noted.

15. Rubbish Bins within the Community – It was noted that rubbish bins within the Community remained very full. The Clerk confirmed that the County Council had assured him they were carrying out collections of waste. The Clerk will however raise the issue again.

16. Her Majesty the Queen’s90th Birthday – It was noted that a street party would be held in Llandyfaelog on the 19th June. It was agreed that Council would purchase a cake for the celebration with a maximum cost of £100.

5. Correspondence
1. One Voice Wales – Request for motions for debate at the organisation’s Annual General Meeting in October. Noted.

2. Carmarthenshire County Council – Confirmation that the Council had agreed to make Public Spaces Protection Orders for Dog Control. These would include the Llandyfaelog Community Play Area, Tir Gof and Idole Play and Amenity Area. When implemented the order would have the following effects:

  • Llandyfaelog Community Play Area – Dog exclusion order.
  • Tir Gof –Requirement to remove any dog fouling and to place a dog on a lead when requested by an Authorised Office.
  • Idole Play and Amenity Area - Requirement to remove any dog fouling and to place a dog on a lead when requested by an Authorised Office.

3. Centenary Fields – Information on the Centenary Fields Project. Noted.

4. The Community Land Advisory Service Wales – Information on an event to discuss the future of food production and security in Wales. Noted.
5. Independent Remuneration Panel for Wales – Notification of the need for Council to publish any payments made to members during the 2015-16 Year. This information will be provided to the Panel and published on the Council website as required.
6. Age Cymru - Information on the Charity’s Advice Service. The Clerk to request a version that can be advertised on the Council website.
7. Barclays Bank – Statements. Noted.
8. Clerks and Councils Direct Magazine – Noted.
9. Green Switch Solutions – Confirmation that the company were currently looking at financing the Bryncyrnau Solar Panel Park Project in Cwmffrwd. Noted.
10. One Voice Wales – Confirmation of the Clerk Salary Award for 2016-17. Council agreed to implement the salary award and noted the Clerk salary on point 29 of the scale being £6,944.32.

6. Idole Field

It was noted that the grassed area fronting the Amenity Area had not yet been cut. This will be raised with the County Council.

7. 2016 Garden Competition
It was agreed to hold the vegetable garden judging on the week commencing 20th June. Flower garden judging will be held in August.The Presentation evening was suggested for the 23rd August at the Red Lion. Prizes were agreed as £50.00 for overall winner and £25.00 for each category.
8.Council Policies
The Clerk presented the following draft policies for Council consideration:

a) Training and Development Policy – The draft was agreed as Council policy.

b) Equality and Diversity Policy – The draft was agreed as Council policy.

9. Planning
a) W/33860 - Reserved Matters- All reserved matters for plot 1 (to outline planning permission W/31450 housing development of 28 plots to include 4 affordable units). Plot 1 at Maesglasnant, Cwmffrwd, Carmarthen, SA31 2LR. Mr D Phillips. No objections.

10. Application for Financial Assistance

a) Age Cymru – Council will consider the application at the September meeting where Financial Assistance is next to be discussed.

12.Any other business

1. The possibility of the County Council carrying out a waste amnesty within the Community was discussed. The Clerk to discuss this with the County Council.

2. The Clerk to report fly tipping around Croesyceiliog to the County Council.

3. The Clerk to report roadside erosion at both entry directions to Croesyceiliog to the County Council.

The next meeting of Council will be heldon Thursday 14thJuly 2016.
