Minutes of Llanbedr Community Council Meeting 2.2.17 at Airfield 7.00 pm.

The Chairman Goronwy Davies opened the meeting, and thanked all for their presence. Taking note that it will be a shorter meeting than usual.

Minutes of last 2 meetings of 5.1.17 and 20.1.17 had been circulated via e.mail and were accepted as true versions. (AJ and seconded by GP).

Matters arising from the minutes:

Financial Report – addition to the minutes of 20.1.17

  • The need to pay £600 to Guthrie Jones and Jones (£500 + £100 VAT) as part of the work on title deeds and land registry for Village Hall.
  • That £480 has been cancelled out from the budget for salt bins for this year. Budget for next year has been included at £240. This swopping and changing is proving difficult in providing accurate financial budgets and accountabilities.
  • Still waiting for an invoice for cutting footpaths.
  • In meeting 20.1.17 decided to raise the Precept to £14193. Because:-

Need £3798 for HamddenArdudwy Leisure

Allowing £2000 to cover translation costs of committees. Especially if a non-Welsh speaker is elected after May elections. This does not apply to the Village Hall/Charity Meetings.

Also supporting the New Village hall start up running costs £3000.

Raising the Clerk’s wages/costs by £500. Since now responsible for translating monthly minutes.

Also put in place a small fee of £100 for GD in respect for handling the webpage.

Also IJ said he would be gladly help the Clerk with financial work if not elected in the May elections.

Money in the bank at end of January = £13240.31

Also specify that allowing £1200 for possible Election Costs.

Thus accepted to raise the Precept to £14193 to allow for these new expenses.

Matters Arising from Minutes

The Cemetery

The tree has been removed from the grave at cemetery.

The Clerk noted that work needs to be done on the path leading from the Victoria Car Park to the Cemetery. AH volunteered to do the work with MLL.

Also the brown compost bin – will not be cleared by Gwynedd Council. In the new cemetery there is a compost heap. Need more signs relating to this, and also the Church Warden will circulate the need for everyone to use the compost area in the new cemetery. Saving on money for the Council and Rate payers.

Matters involving Cyngor Gwynedd

AH was included in GC Cabinet regarding the access road or Llanbedr by pass. Has also written in response to letters in the Cambrian News.

Memorial – bench

Request to erect a memorial bench by Glanffrwd Bridge. Request from the family of the late Mr Burrow (from Barry Davies Econ and Cmnd GC). Enquiring about ownership of land etc. It was agreed that in principle that the CC did not object. There had been a community bench on the site in previous years but because of wear and tear had to be removed for safety reasons, and no finance to replace it. Need to certify that the CC cannot be responsible for the upkeep of the bench in the future, and also that a solid type bench would have to be placed there due to a lot of usage.

Also that the land may belong to the Victoria or to Glanffrwd Hall. Not clear?

MaesArtro Village

This matter was raised again by AH – received an e mail from Aled Lloyd Head of Development Management and Compliance Snowdonia national Park – he noted that the site cabins are holiday let only, not to be lived in throughout the year. Therefore will look into the matter. Planning application was in 2006 (for 15 holiday let and 1 for the owners).

Post Office

The consultation time has ended, and the move to provide post office service in the Victoria will go ahead. Only 4 replies to the consultation. One from the CC and one from AH.

Do not know when they will start. But service on Wednesday afternoon from 1.00 – 3.00 pm only.

E.mails and other letters received in the last month

  • E.mail from Harlech and Ardudwy Leisure regarding the need to send them the necessary precept money early in April. This was agreed since the money has been allocated.
  • e.mail from Ann Picton MBE. Final M4 Black Route in South Wales. Need support against this. Money that could be saved would have a better overall benefit for Wales.
  • Press Release – community Councils across the board need to improve financial management and governance.
  • The Welsh Government Marine and Fisheries Stakeholder Survey.
  • Wales Audit Newsletter .
  • Tracy Gilmartin Ward – Embargoed – investment in the third sector funding.
  • Reform of school governance regulatory framework.
  • Next meeting of Cambrian Coast Railway Liaison Committee will be held at 11.00 am 3.3.17 at Y Ganolfan (near Harbour) Porthmadog. Any queries directed to Glenda O’Brien GC.
  • One Voice Wales – Area Committee Meeting on the 23.2.17. Free Library Dolgellau at 7.00 o’clock (same night as Village Hall meeting)
  • Kidney Wales – need for Communities to organise a sponsored walk in aid of this charity 23.4.17
  • Harlech/Ardudwy Leisure organising a free fun day for the family 18.3.17 from 10 am – 3.00 pm. Includes free swimming, and climbing wall. Discount on refreshments in the cafe. Bring along Tax Paperwork for free membership from 1.4.17 (due to increase of community funding via precept – rates).
  • Cyngor Gwynedd Planning Process Investigation – Questionnaire. Needs completed by end of February.
  • Draft Harlech Leisure ArdudwyQuestionnaire. This is to be discussed in their meeting next week according to Ed Richards. Who is the CC representative, and he was thanked for his presence in these meetings.
  • BCUHB Stakeholder Events for people aged 50 +. Health board has embarked on the development of a framework for delivery for the health improvement, healthcare and well being of people aged 50 +. Will form a key part of the long term Health Board Strategy – Living Healthier – Staying Well. Meeting at Wrexham, Colwyn Bay, Celtic Royal Caernarfon.
  • Consultation on the White Paper Reforming Local Government – access via

New Airfield Access Road and By Pass of Llanbedr

That AH was addressing GC Cabinet last week regarding the route. Also has been answering many letters sent to Cambrian News.

Snowdonia National Park

  1. Planning application for removal of section 106 clause from 2 Tan y Coed, Llanbedr.

The CC had no relevant comments.

  1. The removal of clause 5 from planning application Gweynydd, Pentre Gwynfryn has been successful.

On the spot translation and possible election in May

Due to the unforeseen, £2000 has been set aside to cover Monthly Council Meetings, this however will not cover Village Hall meetings. A need also if a non-Welsh speaker is elected in May onto the Council, that the person will let the Clerk know in sufficient time if he or she is unable to attend any meeting in order to cancel the translator.

Apparently the Council electorate papers should be returned to Caernarfon by the 4th April.

Thus hoping that the matter can be resolved next month.

Payments due in April

Since the Harlech/Ardudwy Leisure have asked for their contribution early in April, Llanbedr Council have agreed to this settlement. Half amount paid in April and further payment in August. Send Heidi Williams conformation of this.

Also the Village Hall will probably ask for their contribution as well early in April for the running costs of the New Village Amenities.

HARLECH LEISURE ARDUDWY –

Their correspondence and most of their signs are all in English. They are working to rectify this.

They are also trying for grants in order to purchase a defibrillator. Ed Richards has said that he would train anyone interested regarding the defibrillator. The CC thanked him for representing Llanbedr Council on these meetings and reporting any issues back to the Council..

Other Matters

Avon Store – That this site is very unsightly in the middle of the Village. The Building itself is in a sorry state, and also the accumulation of rubbish bins left on the courtyard. These should be cleared by the neighbouring householders. Also health issue, since rats have been spotted on or near site. Let the National Park and Environmental Health know of the situation.

Huchenfeld– The Church Warden had raised this issue with GD. The possibility of re kindling the exchange visits. However CC had tried to bring the ATC on board, but failed. Not suitable any more for Primary Children. Better for older pupils or adults. Need further meeting in the village regarding this. (Need a committee formed – last committee has dwindled).
