ITEM No 1 – APOLOGIES FOR ABSENCE
/ 1/10Cllr W Webb & Cllr D Wilson gave their apologies and Council RESOLVED to accept them. Apologies were also received from District Cllr Marthews.
ITEM No 2 – DECLARATIONS OF INTEREST / 2/10
Cllr Waters declared an interest in item No12 as he has a planning application in this section. Cllr Waters & Cllr Hargreaves declared an interest in item 17 as they are both allotment holders and Cllr Hutchison declared an interest in item 15 as her husband works for Call Connect.
ITEM No 3 – SIGNING OF THE MINUTES
/ 3/10Notes from the last meeting held on 8th December 2009 were read, approved by the council and signed by the chairman.
ITEM No 4 – POLICE MATTERS
/ 4/10The police were not present at the meeting so no matters were reported.

ITEM No 6 – QUESTIONS ON DISTRICT COUNCILORS REPORT
There was no report this month
ITEM No 7 – CLERKS REPORT
All correspondence has been dealt with from the December meeting including a reply to Mr Hands e-mail regarding the Queen Mother Nature reserve.
SLCC subscriptions are due once again and as last year have been split with Sutton St Edmund Parish Council.
SHDC are holding a Code of conduct Training event at the council offices on 20th January. Clerk requested that the two new members attend this event.
Tomorrow night at SHDC offices is a demonstration on electronic planning consultation, which will be applied to parish councils in the near future.
Gedney parish council submitted its consultation reply on the SMP 2 in December.
Two items have been requested by Cllr Marthews in his absence:
A resolution from the council & written supporting evidence from affected residents re the change of name from Dawsmere Rd to Thompson Long Rd. Following discussion council established that work was under way to reposition the correct name signs in the correct positions and that no re naming was necessary. Council RESOLVED to keep names as they are.
Re conservation area in Gedney Dyke, clarification of where this area should be established. Following a discussion council RESOLVED to abandon this project.
Council were most concerned with the area of the mill, house and outbuilding as being of great danger due to their dilapidated state.

ITEM No 14 – QUEEN MOTHER MEMORIAL PARK NATURE RESERVE
It was reported that hedging and trees will be collected from Horncastle this week
The clerk read out two letters in support of the nature reserve and No dog ruling as printed in the local newspaper.
ITEM No 15 – TO DISCUSS OPTIONS FOR A CAR SCHEME FOR GEDNEY PARISH
Many thoughts and ideas were discussed; council deferred this topic to the next meeting to allow further enquiries to be made.
ITEM No 16 – To Resolve on whether the council should move into closed session for discussion
of the following agenda items, on the grounds of confidentiality.
Council RESOLVED to go into closed session
ITEM No 17 - UPDATE ON ALLOTMENT TENANCY MATTERS
The clerk gave the council the latest information on the tenancy situation at the allotments and the latest legal advice. Council RESOLVED to serve notice on the two tenants in question as per statutory requirements in April 2010.
Cllr Hargreaves and Cllr Waters did not take part in this vote.
