1. DECLARATIONS OF INTEREST
There were no declarations of interest on this occasion.
2. MINUTES OF THE MEETING HELD ON 7th JUNE 2010
Resolved: That the minutes of the meeting held on 7th June, subject to the following amendments, be signed by the Chairman as a correct record;
(1) That the reason for the refusal of 09/1548 Coop Street was
’The proposal would be over-intensive and out of keeping with the character of Foxhall VictorianVillage, due to the proposed resultant concentration of flats in the locality and its appearance in relation to surrounding properties. It would therefore be contrary to Policies LQ1, LQ2, LQ4, RR8 and BH3 of the Blackpool Local Plan 2001-2016.’; and
(2) That Miss P Greenway be added to the list of attendees and MrG Johnstonbe removed.
3. PLANNING/ENFORCEMENT APPEALS LODGED AND DETERMINED

4. PLANNING ENFORCEMENT UPDATE - MAY 2010
Resolved: That the outcomes of the enforcement cases be noted and that the actions of the Assistant Director of Enforcement and Quality Standardsin authorising the notices be approved.
5. 1B DICKSON ROAD AND 34 QUEEN STREET - APPLICATION 10/0500
The Committee considered application10/0500 for theuse of the premises as a hot food takeaway (Use ClassA5) and installation of external ventilation duct and grille to Dickson Road elevation, at 1B Dickson Road and 34 Queen Street.
Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.

6. 76 PALATINE ROAD - APPLICATION 10/0507
The Committee considered application10/0507 for theuse of the premises as three self-containedflats, at 76 Palatine Road.
Mr Watt addressed the Committee and spoke against the application.
The Head of Development Controlacknowledged that whilst an enforcement notice had been served against the premises 12 years ago, the area, housing stock and holiday area had changed in that time. He explained that a previous application had been refused in 2009 for five permanent flats. He stated that the application before Committee was for three permanent flats, therefore of better quality and larger, which would appeal to families and less so to single people.
Some of the Committee expressed disquiet that the application did not comply with Policy RR9 of the Local Plan.
The Head of Development Control explained that theowner had been prosecuted for non compliancewith the enforcementnotice, that there were notices to quit on theflats. One flat was already empty, another was in temporary use, and the others would be vacated in the near future.
Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.

7. MOTION MOVED, SECONDED, VOTED UPON AND LOST
During consideration of the preceding item the following motion was moved, seconded, voted upon and lost;
That the application be refused as it was contrary to policy RR9
8. 47-49 HOLMFIELD ROAD - APPLICATION 10/0544
The Committee considered application10/0544 for theuse of the premises as a cafe/restaurant and hot food takeaway andinstallation of extraction flue to side elevation, at 47-49 Holmfield Road.
Canon Sage addressed the Committee and spoke against the application.
The Head of Development Control reported an additional letter of objection to the Committee, and advised that theapplication was for a mixed use of a cafe/restaurant with a takeaway facility.
Resolved: That the application be approved, subject to the conditions, and for the reasons, set out in the appendix to the minutes.

9. LAND BETWEEN 37 AND 39 CRANBROOK AVENUE - APPLICATION 10/0657
Resolved: (1) To agree, in principle, to application10/0657 for the erection of two, two storey dwellings with associated accesses, car parking and landscaping (amendment to planning permission 09/1581; and
(2) To authorise the Head of Development Control to determine the application, subject to the conclusion ofthe public notice period, if no new significant issueswere raised.
Reasons for the Decision, Subject to the Above: The application has been considered in relation to policiesBH3, BH10, LQ1, LQ2, LQ3, LQ4, LQ6, HN4, HN6, AS1 and PO1of the Blackpool Local Plan 2001-2016 and is in accordance with those policies and there are no other material considerations that weigh sufficiently against the proposal such as to warrant refusal.
