Minutes of Cowbit Parish Council Annual Parish Meeting.

24th April 2017 at 7.30pm Cowbit Village Hall

Present: CllrsTyrrell (Chairman), Simpson (Vice Chairman, Sharman, Kendall and Elliott. 13 members of the public.

  3. Chairmans comments on the past year and our plans for the next year.

The new financial year started off the resignation of the Clerk and finding a replacement, this proved quite difficult until the current Clerk took up position last August.

During the year we received the resignation from Cllr Andrew Back, after going through the normal recruitment process with South Holland District Council, we were finally able to co-opt and Cllr Chris Elliott took up position.

Speeding through the village and along the A16 is an ongoing problem. The Parish Council set up a meeting with Crowland Parish Council to see what can be done, but in the meantime the average speed cameras were installed but made speeding through the village even more a problem. We have now installed a Speed Indicator Device, this will be in different locations throughout the village, and feedback will be given to the police/road safety partnership.

We are working closely with the new PCSO Naomi Newell, who you may have seen at one of our meetings. Naomi has set up meetings in various locations throughout the area for members of the public to voice their concerns.

Planning applications have been received and thoroughly thought through and replied to accordingly. One major application was the new Ashley King development in Backgate of 39 dwellings, the Parish Council received notification of the name for this development, but thought Mill View was more appropriate and in keeping with the location. Other applications have been received and the majority of them approved by the Parish Council.

The newly purchased Defirillator has finally been installed, this is now on the front wall of the Village Hall, it has also been activated with the emergency services. Should this be required at any time, then you must follow instructions from the 999 call.

Playing Field/Pavillion. As you are aware the last committee all resigned and looking after it returned to the Parish Council. The Pavillion has been used by a football team, but sadly they have found a closer location so the Council have been actively looking for new occupants. There are plans to refurb the swings etc and perhaps be able to get some new equipment. Again, the Parish Council are eager to get a playing field committee in place. Minor repair works have been done to the pavilion and a fire extinguisher is now in place. The fly tipping issue was cleared away. Please report any you see but most is done during evening when the light is low.

THE YEAR AHEAD.

To help set up a Playing Field Committee again and encourage more use of the Pavillion. To endeavour to source funding to be able to purchase more play equipment and maybe extend the Pavillion to make it more user friendly.

We will still work closely with the local PCSO to try and stop speeding through the village. But, the public must start and report incidents to 101, the more these get reported the more of a profile the police can get on our village to help combat crime.
