A.Reading Of The Reconciliation Statement And Prayer
Fabienne Thewlis, Manager Governance & Corporate Support, read the following reconciliation statement:
We acknowledge that we are meeting on the traditional land of the Boonwurrung and Wurundjeri people and offer our respects to the elders past and present. We recognise and respect the cultural heritage of this land.
The meeting began with a prayer at 7.02pm.
The Mayor, Cr Klisaris, introduced Councillors and the CEO, Warren Roberts. The CEO introduced Council Officers.
B.Apologies
The Mayor, Cr Klisaris, noted that Cr Stefanopoulos had been granted leave of absence at the previous Council meeting.
C.Adoption And Confirmation Of Minutes Of Previous Meeting(S) In Accordance With Section 63 Of The Act And Clause 423 Of General Local Law 2008 (No 1)

The Mayor, Cr Klisaris, declared an Indirect Conflict of Interest, Close Association, in relation to Item 4 – 6 Sycamore Street, Malvern East, as members of her family own property in close proximity to the subject site.
E.Questions to Council from Members of the Public
The Mayor, Cr Klisaris, read the following statement:
During Council’s previous Ordinary Meeting one set of questions to Council was received from members of the public.
Five questions from Jenny Lawlor relating to:
- Percy Treyvaud Park and potential indoor stadium sites; and
Five questions from Denise Wallish relating to:
- The Orrong Romanis Reserve and potential indoor stadium sites and funding.
At the time, I used my discretion available to me under Council’s General Local Law not to answer the questions at the meeting. As required under the Local Law, written answers were subsequently provided to the submitters and a copy of the responses are as follows.
- In 2015, Council identified 51 sites for the proposed indoor stadium, was Percy Treyvaud Park one of the 51 sites?
Response
Percy Treyvaud Memorial Park was initially identified as one for the 51 sites for investigation.
- If Percy Treyvaud Park was identified as one of the 51 sites why did Council formerly reject it?
Response
The park was viewed as a whole and as it contains large areas of open space was ruled out because of Council’s Strategy for Creating Open Space.
- If Percy Treyvaud Park was not identified in the initial 51 sites why is it now the preferred site?
Response
None of the 51 sites met all of the criteria applied to the initial investigation. The site of the Chadstone Bowls Club within Percy Treyvaud Memorial Park was considered during subsequent investigations.
- On what grounds did Councilreject the 51 sites previously looked at?
Response
The criteria applied to the assessment of the 51 sites were:
Space for 4-court building and car park / Large enough to accommodate a 4-court stadium and has existing car parks or space to allow for approximately 60 spacesAccessibility / On a main road and easily accessible by public transport
Amenity / The amenity of the nearby residents or the environment would not be compromised
Open space / The development would not result in the loss of open space
Displacement / Current sporting users would not be displaced
PNA catchment / Within PNA catchment area – west of Tooronga Rd
- In 2015 Councillors agreed to rule out the use of open space and sportsgrounds as potential sites for theproposedindoor stadium - has Council changed its mind?
Response
The Chadstone Bowls Club site is encumbered outdoor space that is not publically accessible and for those reasons is not included in Council’s open space classification.
- If Council is now rulinginthe use of open space and sportsgrounds as potential sites why isn’t a feasibility study being done on Romanis Reserve, home of the Prahran Netball Association?
Response
Council remains committed to finding a suitable site for a four court stadium without building on open space including sportsgrounds.
- What is planned for the RomanisCentreis Prahran Netball Club relocates to Malvern East?
Response
The options for the future use of the Orrong Romanis Recreation Centre will be considered during the feasibility study.
- Why has Council endorsed the entire Percy Treyvaud Park as the preferred site of the proposed Indoor Sports Stadium?
Response
The site that will be subject to the feasibility study is the land currently occupied by the Chadstone Bowls Club within Percy Treyvaud Memorial Park.
- Stonnington Council set aside $100,000 in its 2014/15 budget for an indoor stadium feasibility study at Orrong Romanis Recreation, was this money spent and if so are Council spending a further $100,000 on thefeasibilityof Percy Treyvaud Park site?
Response
The 2014-15 Budget included the allocation of $100,000 to support the implementation of the various actions within the Recreation Strategy, adopted by Council in December 2014. One of the actions of the Recreation Strategy is to “Conduct a feasibility study into the construction of a new multi-court indoor stadium to service the needs of indoor court users”. The first stage of the feasibility was to establish the need for indoor courts and has been completed. The second stage of the feasibility study could only be undertaken once a site was identified.
10.Is Council seriously considering spending $5.8 million dollars on car parking for the proposed stadium?
Response
Any stadium proposal will need to include the provision of car parking to service the needs of the stadium users. Two preliminary concept plans have been developed to illustrate what could be achieved on the Chadstone Bowls Club site if it were repurposed as an indoor stadium. The indicative costs of these options include $5,810,000 for the construction of the carpark. This cost will be considered as part of the feasibility study.
For tonight’s Ordinary Meeting of Council seven (7) sets of Questions to Council have been received for response.

Council will answer the questions, but I use my discretion under Clause 424 (3) (b) of the Local Law to not provide the responses this evening but to provide written responses to the submitter within 14 working days.

Cr Davis tabled the following correspondence:
- An email (19.12.16) from a resident with an attached letter asking a series of questions in relation to the proposed Gardiner Park redevelopment. As the resident was present at the meeting, Cr Davis read out the questions.
- Correspondence in relation to the proposed indoor stadium and Chadstone Bowls Club:
An email (18.12.16) from a resident and long-time member of Chadstone Bowls Club (CBC), protesting the decision to spend $100,000 on a feasibility study in relation to the proposed indoor stadium to replace CBC on grounds including: lack of consultation; the success of the CBC; CBC’s contribution to Stonnington’s Older Persons Strategy; and resulting increased traffic pressures.
An email (19.12.16) from a resident of Castlebar Road, Malvern East, opposing the proposal on grounds including: the proximity of existing basketball and netball courts; increases in severe traffic congestion; the importance to the community of Chadstone Bowls Club; and downsizing of Percy Treyvard Park.
Cr Griffin tabled the following correspondence:
- An email (19.12.16) from the Coordinator, Toorak Road South Yarra Business Association Inc. on behalf of businesses in Avoca Street, South Yarra, between Toorak Road and Station Street, with an attached letter delivered to businesses on 19 December 2016 notifying them of the closure of Avoca Street on 21 December 2016. The email notes that businesses are very upset about the closure of the street at a crucially important time for retailers and asks that the closure be rescheduled.
- An email (19.12.16) from a neighbouring property owner objecting to a planning application for the development of a three-storey apartment in Hill Street, Toorak, on the grounds of serious residential amenity impacts.
- Correspondence in relation to Item 2 - 1160 High Street, Armadale:
An email (4.12.16) from a resident of Seymour Avenue, Armadale, objecting on grounds including: noise from the rear courtyard impacting bedrooms and use of private outdoor areas; serving of alcohol with insufficient food; potential antisocial behaviour; and waiving of car parking requirements.
An email (19.12.16) from residents of Seymour Avenue, Armadale, strongly objecting on grounds including: excessive hours of operation; excessive patron numbers; insufficient provision of food when alcohol is consumed; lack of onsite parking; and proximity to a neighbourhood residential zone.
- An email (15.12.16) from a resident of Fetherston Street, Armadale, objecting to the demolition of the Armadale Deli building on grounds including: heritage considerations; loss of a highly patronised small business important to the local community; and the possibility of restoration at a limited cost.
- An email (15.12.16) on behalf of residents of Chesterfield Avenue, Malvern, with an attached objection, opposed to the proposed demolition of 390 Glenferrie Road, Malvern, and asking that Council expedite its assessment of its heritage qualities and seek interim protection against demolition.

An email (16.12.16) from a resident of Abbotsford Avenue, Malvern East, opposing the feasibility study in relation to the proposed indoor stadium to replace CBC on grounds including: location in a small residential area with little public transport; and exacerbation of existing severe traffic and parking congestion.
An email (18.12.16) from a resident of Bellevue Avenue, Malvern East, objecting on grounds including: lack of transparency about the proposal; exacerbation of existing severe traffic and parking congestion; impact on all clubs located at the Percy Treyvaud Park; removal of a community meeting place; and the cost of the proposed feasibility study.
An email (17.12.16) suggesting alternative options to enable: the continuance of the Chadstone Bowls Club; additional netball courts at Prahran Netball Club which would be possible if an underground car park was built at Orrong Romanis Reserve; and other issues.

An email (14.12.16) from residents of Glassford Street, Armadale, objecting on grounds including: increases in traffic and parking pressures; overshadowing; increased noise; extended hours of operation; and safety issues for residents resulting from the removal of a pedestrian crossing.
An email (19.12.16) from a neighbouring resident of Munro Street, Armadale, objecting on grounds including: issues associated with the change of use; location in a Neighbourhood Residential Zone; lack of noise protections; sub-standard parking and traffic management; and inappropriate density of buildings at the rear of the property.
An email (18.12.16) from residents of Murray Street, Armadale, objecting on grounds including: a change of use with resulting year-round issues for residents; negative impacts on neighbourhood character and neighbourhood amenity; poor design; and exacerbation of existing severe parking and traffic congestion issues.
An email (16.12.16) objecting on grounds including: lack of a comprehensive traffic report; excessive number of childcare placements; location of a business in a residential zone; and lack of sympathy with existing neighbourhood character and streetscape.
An email (19.12.16) from the Armadale Residents Group with an attached Position Statement objecting on grounds including: incorrect information in the application; exacerbation of severe parking pressures in the area; and severe residential amenity impacts, including year round noise.
A letter (13.12.16) with an attached objection from residents of Kooyong Road opposing the development on grounds including: inappropriate size; excessive concentration of childcare centres within 800 metres; aggressive overdevelopment; proposal contrary to NRZ2 Overlay provisions; change of use from a community school to a childcare centre; insufficient car parking; and safety issues associated with removal of a pedestrian crossing.

An email (19.12.16) on behalf of the Residents Group – Gardiner Park listing questions to be asked at the 19 December 2016 Council Meeting, and giving information from the City of Stonnington website in relation to the proposed synthetic surface.
Details of an allegedly flawed consultation process in relation to Gardiner Park.
An email (6.12.16) asking questions about lack of information to residents in relation to: the Gardiner Park redevelopment; the different approach used in other parts of the municipality; and treatment of emails and letters from residents.
A list of points about the project including: lack of opportunity for residents to comment on the project; benefit to residents in other wards; and issues with use of a synthetic grass surface and the relocation of the pavilion.
- Correspondence in relation to Beaver Street, Malvern East, parking restrictions:
An email (12.12.16) from a resident of Beaver Street noting that Monash University students are parking in the street and causing problems for residents. The email asks that Council carry out a survey of residents.
An email (14.12.16) from a resident of Beaver Street noting that the results of a parking survey carried out in November 2016, outside the Monash University teaching period, is flawed. The email asks that the survey be repeated in March 2017 to get a true picture of parking pressures in the street.
- An email (14.12.16) objecting to changes to the No. 8 tram route.
- A letter in relation to the Greville, King and Porter Street Improvement Plan, asking that Councillors consider issues including: the safety of the railway crossing at Greville Street; and impacts of the projected population increase in the area.

- An email (12.12.16) from a resident of Fitzgerald Street suggesting possible changes to that street in order to create a green space.
