MINUTES of the Annual General meeting of the Parish Council held in the Village Hall,

Little Downham, on Thursday, 11th May 2006 commencing at 7.00pm.

Councillors present: KI Norton, in the chair, and Mrs A Bailey, Mrs CM Frankland, Mrs P Golding, Mrs CE Hall,

Mrs ML MacCaulliffe, EW Hall, CE Heaps, RS Martin, R Pearl and AJ White.

In attendance: Mrs J White and five parishioners.

Chairman’s Opening Remarks – The Chairman welcomed everyone to the meeting and expressed a special welcome to Cllr and Mrs White. The Clerk presented a painting to Cllr White and a bouquet of flowers to Mrs White on behalf of the staff and members of the Council to commemorate Cllr White’s 50th anniversary in 2005 of being a parish councillor. Mrs White left after the presentation. Cllr White stayed for the meeting.

1/06APOLOGIES FOR ABSENCE

Apologies were received from Dist. Cllr Mrs B Daters and County Cllr P Bailey.

2/06ELECTION OF CHAIRMAN

1. It was proposed by Cllr EW Hall, seconded by Cllr R Pearl that Cllr KI Norton be nominated as Chairman. There were no other nominations. A vote taken was unanimous in favour.

It was resolved that Cllr KI Norton be duly elected as Chairman for 2006/07.

Cllr Norton signed a declaration of acceptance of office as Chairman.

3/06ELECTION OF VICE CHAIRMAN

1. It was proposed by Cllr Mrs ML MacCaulliffe, seconded by Cllr EW Hall, that Cllr Mrs CE Hall be nominated as Vice Chairman. A nomination for Cllr Mrs CM Frankland was not seconded. A vote taken was unanimous in favour of Cllr Hall.

It was resolved that Cllr Mrs CE Hall be duly elected as Vice Chairman for 2006/07.

4/06TO APPOINT MEMBERS TO SERVE ON THE FOLLOWING COMMITTEES:

It was resolved that the Parish Council Committees be made up of the following members:

1. Admin & Finance Committee – Cllrs Mrs CM Frankland, Mrs CE Hall, EW Hall, RS Martin, KI Norton and R Pearl.

2. Play Area & Recreation Committee – Cllrs Mrs A Bailey, Mrs P Golding, Mrs CE Hall, CE Heaps, Mrs ML MacCaulliffe and KI Norton

5//06TO APPOINT REPRESENTATIVES ON THE FOLLOWING BODIES:

It was resolved that the Parish Council representatives should be as follows:

1. Book Café Subcommittee (3) – Cllrs Mrs CM Frankland, Mrs CE Hall and Mrs ML MacCaulliffe.

2. Downham Parish Conservation Volunteers (6) – Cllrs Mrs CM Frankland, Mrs ML MacCaulliffe,

RS Martin, KI Norton, R Pearl and AJ White.

3. Village Hall Committee (2) – Cllrs Mrs CE Hall and Mrs ML MacCaulliffe.

4. Parish Website – Cllr R Pearl.

5. Youth Action Group (2) – Cllrs Mrs ML MacCaulliffe and R Pearl.

6/06TO APPOINT STAFF APPRAISAL OFFICER

1. Cllr KI Norton was re-appointed as Staff Appraisal Officer. He was praised for his reports to meetings.

7/06TO CONSIDER REVIEW OF RISK ASSESSMENT AND MANAGEMENT PAPER

1. It was agreed that the paper should include the Clerk’s credit card and state that quarterly discs are bring held at Cllr Norton’s house out of office. Proposed by Cllr EW Hall, seconded by Cllr Mrs P Golding.

It was resolved that the Risk Assessment and Management Paper should be adopted following the inclusion of the Clerk’s Credit Card and external computer backup arrangements.

8/06TO CONSIDER ADOPTION OF YEAR END ACCOUNTS MARCH 2006

1. The Accounts were presented to the Council. Proposed by Cllr R Pearl, seconded by Cllr CE Heaps.

It was resolved to adopt the Accounts for the Year ending 31 March 2006 and the Chairman and Clerk to sign the Annual Return for year ended 31 March 2006.

There being no further business, the meeting was closed at 7.30pm.
