Minutes of a meeting of St Martin Parish Council held in the Parish Hall on Monday 6th November 2017 at 7.30pm

APOLOGIESApologies for absence were received from Cllrs Brindley Hosken, Andrew Bray and Cornwall Cllr Julian Rand.

INTERESTSThere were no declarations.

PUBLIC QUESTIONSAnother shed was reported at Tregidden, down by the fence, above the bund wall. It was reportedly a fairly big domestic shed. Planning enforcement would be advised. Also, cracks were appearing in the arches of Tregidden bridge. This would be reported to Cormac.

MINUTESMinutes of the last meeting, having previously been circulated, were confirmed and signed.

MATTERS ARISINGCaravan at Tregidden nothing further had been heard but the 13 weeks that planning enforcement said it could take would soon be up. The Clerk would chase the matter.

Football goals and nets these were up, in use and a parent had thanked members. The matter was noted and closed.

Basket ball post and backboard these had arrived but were not yet up.

Graveyard scale of fees – proposal to remove clause re double fees attracting single fee 1st interment after some consideration by a couple of members since the last month it was RESOLVED to make it simple in that unless the case fell within the criteria or within the exceptions, then fees should be double. It was a privilege, not a right and there would be no in between. The wording would read thus:

The fees, payments and sums set out in PARTS 1-8 below apply where the person to be interred or in respect of whom the right is granted is either:-

  • An inhabitant or parishioner of the Parish of St.Martin-in-Meneage;
  • Was immediately before their death an inhabitant or parishioner of the Parish of St. Martin-in-Meneage but had to move into a residential or nursing home through illness or infirmity; or
  • In the case of a still born child, where one of the parents is, or at the time of interment such an inhabitant or parishioner.

IN ALL OTHER CASES THE FEES, PAYMENTS AND SUMS SET OUT IN PARTS 1-8 WILL BE DOUBLED.

Exceptions to this will be those cases falling under Parts 1 and 5 below where the exclusive right of burial in issue or the right of constructing the grave or vault was acquired at the single fee rate as set out in Parts 2 and 3.

The costs quoted under the various sections of Part 1 below DO NOT include charges for the digging of the grave or fees for the officiating Minister and/or Sexton.

Electrical installation inspection due to be done on Parish Hall – required every 3 years It was RESOLVED that the inspection be requested and a quote for re-cabling of electric heaters be sought.

PLANNINGThere were no planning applications or decisions received from Cornwall Council.

FINANCENovember pension contribution £33.79 it was RESOLVED that the account of £33.79 be paid.

To adopt 2nd quarter accounts it was RESOLVED that the 2nd quarter accounts be adopted.

C’WLL COUNCILThere was no Cornwall Council report.

CORRESPONDENCEQuery over double fees for second inscription – still out of parishwhilst bearing in mind the new rules created above; it was felt that this original burial and inscription was carried out under the old rules so the second inscription fee should remain single.

Clerks & Councils Direct magazine this was noted.

OTHER BUSINESSThere would be no Remembrance Sunday service at St Martin this year due to there being no vicar and the benefice in vacancy so people would probably go to Mawgan war memorial instead. The Chairman would lay a wreath on behalf of St Martin Parish Council at Mawgan.

The PCC did not want the bier in the church as the spare room at the back was the function area.

Cllr Mike West had called a wheelwright out to look at the bier with a view to getting it repaired. The wheelwright stated it was elegant – the most elegant he had seen. He was retired now but would repair it for £800. Members felt it should be repaired and donated to a museum. The wheelwright would like to have a go as it was a shame to allow it to rot away. The Clerk would look for a heritage grant towards it.

Verges were untidy and ditches required digging out. There was also still speeding in St Martin. Cormac would be advised.

NEXT MEETINGThe next meeting would be held on Monday 4th December at 7.30pm.

There being no further business, the Chairman closed the meeting at 8.32pm.
