Minutes of a meeting of Sawtry Parish Council held on November 9th 2016

Present: Cllrs Riddle (Chairman), Tuplin (vice-Chairman), Custance, Elliott, Mynott, Alexander, Brown, Scott, Laxton, Ashley, Mulcrone and 1 member of the public.

Prior to the start of the meeting Cllr Riddle asked if anyone was recording the meeting, no-one was.

164/16 / Matters Arising From Previous Minutes (for information only) – Cllr Laxton asked if two more quotes had been received for the flailing of the hedges at St Judith’s – not yet.
165/16 / Members’ Declaration Of Interest for items on the Agenda – Cllr Scott planning agenda item 5.1.
Cllr Riddle reminded Councillors that it is their responsibility to declare any interests.

Sawtry Sports and Leisure Association:
Cllr Tuplin advised that the fee structure had changed depending on the number of members in a team. Overall fees have increased.
The firework display went very well, it was a good show.
Sawtry Show:
Cllr Tuplin advised that this year’s show ran at a slight loss. There is sufficient money in the funds.
Sawtry Internal Drainage Board:
Cllr Laxton advised that he and the Clerk had completed the flood questionnaire and it had been returned to the County Council.
District Council – Cllr Tysoe – not present.
District Council:
Cllr Tuplin advised that the devolution debate will take place next Wednesday. The government information is now available. Various pots of money will be available for the local infrastructure, affordable housing, rented homes for Cambridge and to set up the Mayoral office. For each pound received it will generate at least £45 to invest in Cambridgeshire and Peterborough.
County Council – Cllr Bywater – not present. Update previously emailed to Councillors.
167/16 / To Receive The Chairman’s Report:
The table top and car boot sale held in October raised £150 for the Chairman’s Challenge Fund. The next challenge will be in February 2017 and is a sponsored bike challenge due to be held at the Leisure Centre.
Cllr Riddle was honoured to be asked to light the bonfire for the display at Greenfield. She congratulated the members of the Sports and Leisure Association on their hard work in achieving a wonderful evening and thanked them for their hospitality.

The Clerk advised that:
The County Council could not accept the Parish proposals for the re-directing of footpaths 23 and 26 as be diverting to the public highway they would in effect be extinguishing them which they are not prepared to support.
Parking issues – Rumbles Fish Bar – response received from County Council advising of Jointly Funded Minor Improvements and reporting highways issues on line.
HDC – Orphan Land – a response has been received acknowledging that the Parish Council will take over responsibility for the agreed grass area in Rockingham Road.
Community Infrastructure Levy – a payment of £1228.23 has been received for the new bungalow built at 16a Manor Drive.

5 / PLANNING APPLICATIONS (can be viewed online at
5.1 16/01089/FUL – 56 Green End Road – erection of building for animal physiotherapy and hydrotherapy – request from HDC to review recommendation of refusal following advice from tree experts – it was agreed to respond that the minimal disturbance to tree roots was noted and approved. However, the committee still has very grave concerns that any building and the people in it that is situated under a tree canopy is in a potentially dangerous position in relation to falling branches.
5.2 16/01990/FUL – 73 Fen Lane – change of use of existing domestic residence with some children’s nursery use to be entirely used as children’s nursery – recommend refusal. The comments of the neighbour are noted and supported. The application form states that the extended hours will be from 20.30 until 7.00. This would mean a 24 hour facility which is not acceptable. If the whole building was used for a business that would remove a complete dwelling from available housing stock which is already in very short supply within the District.
5.3 16/1666/HHFUL – 21 Fen Lane – demolition of existing utility area and replaced with new two storey extension to the rear of the dwelling – amended. It was noted that the planned extension has been reduced in size. Recommend approval as the previous application was supported and the new design is an improvement. It will not impact on the neighbours, the site is large enough for the proposals.

6.2 16/01747/HHFUL – 11 Farfield Close – extension to side and rear of bungalow – approved
6.3 16/01687/TREE – 26 Chestnut Close - Horse Chestnut: Crown raise to 4.5 metres laterally reduce limbs over new extension by 2.5 metres to give clearance from the roof – approved
6.4 16/01154/FUL – 36 Fen Lane - Erection of two 2 bedroomed affordable rented dwellings – approved
6.5 16/01297/HHFUL – 31 Shawley Road - Construction of a second storey side extension over existing – approved

5.1 16/02224/HHFUL - 38 Gidding Road - Single-storey rear extension and cosmetic alterations to the exterior of the house – recommend approval. It is in keeping with the streetscene and does not impinge on neighbours.
5.2 16/02275/HHFUL - 9 Glatton Road - Two storey side extension and garage conversion – recommend approval – in keeping with houses in the road.
6 / Community Infrastructure Levy – to agree annual statement – to be completed by December 31st 2016 – agreed.
7 / To consider requesting that HDC ensure new hard landscaping include SUDS (Sustainable Drainage Systems) – Cllr Laxton raised concerns that driveways and paths are being installed without suitable drainage and that Huntingdonshire District Council (HDC) are not enforcing this. It was agreed to write to HDC and ask for the legislation in relatiing to driveways also if they have any local SUDS guidelines and whether these are enforced.
8 / NOTICES & CORRESPONDENCE:
8.1 HDC – re: 56 Green End Road – for information. It was noted that the District Council had sought clarification from the Clerk in relation to the overhanging branches. The Clerk confirmed that the Parish Council would not support the application due to concerns regarding the safety of users of the building.
