MINUTES OF A MEETING OF BROUGH WITH ST GILES PARISH COUNCIL

HELD ON 11 September 2014

COLBURN FIRE STATION MEETING ROOM

Melva welcomed members of the public and thanked them for attending the meeting.

PC 30 PUBLIC SPEAKING

Bob Mack informed the meeting that there were unused buildings in the parish that were causing public concern this was because they were not secure and not only becoming a health and safety issue but also an eyesore. Possible suggestions to reduce these problems would be to create a list of such properties in the area and to share the information with the police and the RDC planning department.

Mr Bray informed the meeting that there was remaining rubble to the rear of the Jet garage following the face lift of the garage and that children where reaching over the fence and taking the rubble to use on the estate.

PC 32 MINUTES OF 17 July 2014

The minutes of the meeting of the 17 July 2014 had been circulated to Councillors prior to the meeting.

Resolved:

That the minutes of the meeting of the 17 July 2014 be agreed and approved.

PC 33 DECLARATIONS OF INTEREST

There were no Declarations of Interest received.

PC 34 REVIEW OF THE ACTIONS AGREED AT THE LAST MEETING

A schedule of the actions agreed at the last meeting had been forwarded to Councillors after the meeting.

PC 35 POLICE AND NEIGHBOURHOOD WATCH ISSUES

PCSO Di Smith was unable to attend due to volume of work, a report was forwarded to the clerk after the meeting and subsequently forwarded to Councillors.

PC 36 PLANNING APPLICATION

Reservoir; Works Comprise of the Import and Stockpiling of Clay and Topsoil Excavated from the Adjacent A1 Works for the Construction of Reservoir Embankments at Land South East Of Brough Park Farm, Catterick Village, North Yorkshire, DL10 7L Full Planning Permission for Enabling Works for the Catterick Flood Storage N.

Full Planning Permission for Conversion of Existing Garage to a Utility Room and Store Room at 12 Beecher Stowe Drive, Brough with St Giles, Catterick Garrison, DL9 4XP.

Full Planning Permission for Conversion of Garage to Form Storage Area, Remove Garage Door and Replace with Window and Brick Surround at 34 Cookson Way, Brough with St Giles, Catterick Garrison, DL9 4XG.

No Objections were received for the above planning applications.

PC 37 COUNTY AND DISTRICT MATTERS

Carl Les reported that Highways have only cut verges 6 times in a year and from October 2014, they will no longer cut verges, this will become the responsibility of the Parish Council.

Carl Les gave an update on the A1 Works saying that it was all going well and that he had received good news that plans had been changed with the Tunstall dog leg and this would no doubt encourage the traffic away from the rat run along Brough lane, although the A1636 will get busier.

PC 39 TDF FUND

A further discussion between Councillors with regard to the agreement with Ellerton Lakes for the planting of and continuing maintenance of the roundabout at BWSG in return for placing 4 of their signs permanently on the roundabout. As Councillors are not happy with the contents of the contract. Melva will raise these concerns with Ellerton Lakes and report back at the next meeting.

PC 40 FINANCIAL MATTERS

Councillors considered a brief financial statement and agreed the payment of the clerk’s salary. The following invoices were also considered for payment.

·  That the payment in respect of the clerk’s salary be approved.

·  Payment to British Legion for Poppy Cross Remembrance Sunday.

·  County Print for printing of Summer Newsletter.

That the above mentioned Invoices be paid.

PC41UPDATE ON LORRIES PARKING OVERNIGHT AT LIDL CAR PARK

The Clerk and residents reported that the lorries were no longer parking At Lidl car park, over night and that Lidl Head office had replied to letters from residents and The Parish Council. The matter remains with The Planning Enforcement Officer of RDC and the Clerk will contact Mairi Featherstone to find out the outcome.

PC42 UPDATE ON THE PLANNING PERMISSION FOR PIG FARM AT COLBURN

As the Parish Council had not heard from RDC,the clerk will contact the planning officer Mr Peter Featherstone of RDC to ask if there have been any further developments on this issue.

PC 43 GRASS VERGE SIGNS NO HORSES

Melva will visit a sign maker in Richmond to make enquiries to making suitable signs to discourage riders with horses from using the footpaths along the road from the racecourse up towards BWSG, alternatively to use the road.

PC 44 TO CONFIRM THE DATE OF THE NEXT MEETING

That the date of the next meeting is Thursday 13 November 2014 7pm at Colburn Fire Station.
