The Clerk informed the committee that SKDC would be writing to all Parish Councils concerned

with advice and information re options.

b)(i)Local Resident - concerns about traffic/highways safety in Manning Rd/HerewardStreetand condition of the pathway especially for mobility scooter and walker users

(ii)Directors of Browning Court – raising concerns about the condition of the pathway from Browning Court to Hereward Street and.

(iii) Manager of Browning Court - concern as above 2

The Chairman reported that further letters on the above subject had been received.

Resident of Browning Court: Re-iteratedhis points of concern; Browning Court residents are

mostly in their 80s and are scooter users and path along Manning Road corner is very unsafe for

scooter users. The condition of the road is very bad. This route is also used by many children and

parents. The resident reported that he had a letter from LCC that they would look at it. However,

he feels a survey should be carried out to establish the footfall. He feels that the traffic will

increase once all other development on this road is completed. He suggested the road should be

turned into a one way system. He also reported that the Ambulance and SKDC waste collection

vehicle has difficulties in that location.

The Chairman reported that the council had also received a response from LCC which stated that

LCC would try to acquire privately owned land along the footpath as it goes around the bend.

Manager of Browning Court – reported that several incidents of near misses had already

happened and this obviously was a great concern for the winter months. He also raised the issue

of the camber causing difficulty when negotiating the corner.

Resident of Browning Court claimed that the problem was also due to parked vehicles

After lengthy discussion it was

RESOLVED:To inform LCC that Bourne Town Council supports the local residents who have expressed concern about the danger of surfaces and camber of footpaths and something needing to be done; and to request that LCC re-considersManning Road and Hereward Street being turned into one-way streets.

c)Lincolnshire Police – Chief Constable Richard Crompton – LGVs travelling through the town centre of Bourne - response to BTC’s letter. Realistically the Police Force is not always going to be present all the time, to either stop or prosecute LGV drivers. This does not mean that officers would not respond sympathetically to any ongoing breaches if it were required. Arranging for Inspector Gary Stewart and Sergeant Emma Crisp to contact the council in order to discuss the council’s intentions and to offer any support appropriate to the circumstances (copy sent to members)

The Clerk read out the letter – after lengthy discussion it was

RESOLVED:To invite Sergeant Emma Crisp and Inspector Gary Steward

The Chairman apologised for forgetting to invite the resident to speak prior to the committee’s discussions.

Resident felt that only few LGVs were going through West Street but one local firm had recently had 3 journeys through the town centre which could have used the Relief Road.

The Clerk – informed the committee that SKDC would start with electronic submissions for planning applications and other consultation documents.

Due to there being no further business the Chairman declared the Meeting closed at 7.29pm
