382/01ALLOCATION OF S137 GRANTS - It was agreed that the following donations will be made in May:-

Much discussion took place over the Tennis Club grant with a vote taking place over the amount of money to donate. There were 4 votes for £500 and 2 votes for £300. Cllr Lady Hooson declared an interest and did not vote. Cllr Mrs Lynne Evans declared an interest in Millennium Garden donation and did not vote.

Llanidloes Lawn Tennis Club-£500.00

Llanidloes Bowling Club-£100.00

Llanidloes Millennium Garden-£100.00

Friends of North Powys Youth Band-£ 50.00

Llanidloes Youth Club – Duke of Edinburgh Awards-£150.00

It was agreed to discuss grant allocation to 2015 Montgomeryshire and the Marches Eisteddfod at the November meeting

It was agreed that £2,100 will be held over to the November grant allocation session

382/02PRESENTATION BY KRISTINE MOORE AND DOMINIC COSTA AGAINST WINDFARMS/TURBINES Dr Costa made a presentation (attached) and proposed that Councillors attend a meeting in Welshpool tomorrow (28th May) to give opinions, object to the Tan 8 proposals, write objection letters in to the press and explain to people that this is not the only way to solve global warming.

382/03INTRODUCTION OF NEW PCSO PCSO Kerry Powell introduced herself to Councillors and has recently started working in Llanidloes and will share shifts with PCSO Tanya Jarman. Councillors asked the PCSOs about the Toilets on Gro, PCSOs explained that they are waiting for more witness statements. Cllr Edwardes asked if they could keep an eye on the youths on Tuesday and Thursday evenings when the noise is more noticeable around the Youth Club.

382/05DECLARATIONS OF INTEREST Forms were distributed and filed with the minutes. Cllr Lady Hooson & Cllr Mrs Lynne Evans declared an interest in items relating to s137 donations.

382/06MINUTES The following minutes were read and confirmed:-

Minutes of Council Meeting held on 28.04.14 381/07 Cllr Whittal Williams was not happy with the wording and wished for “questioned Police advice regarding leaving the room” to be inserted. 381/10 Cllr Whittal Williams was not happy with the wording and wished for it to read “ that rubbish falling from lorries is adding to the problem”. It was agreed that the minutes would be altered. True Record - Unanimously agreed

382/08TO RECEIVE LETTER FROM NATIONAL EISTEDDFOD COMMITTEE RE PROCLAMATION CEREMONY ON SATURDAY 5TH JULY AND TO NOMINATE TWO REPRESENTATIVES FROM COUNCIL TO TAKE PART IN THE CIVIC PROCESSIONIt was agreed that the Mayor and Deputy will attend if possible.

382/09TO DISCUSS LETTER RECEIVED FROM PCC RE LLANIDLOES CHARTER MARKET It was agreed to discuss at the next Environment Panel meeting when the file will be available for past reference

382/10TO DISCUSS “POLICE NO PARKING” CONES AROUND COMMUNITY CENTRE Clerk informed Councillors that she had requested legal information from PCC but had not received a reply as yet but suggested that it was not a matter for Town Council to discuss but that the yellow lining has been suggested to PCC as the highways authority and therefore there is nothing for the Town Council to discuss. Cllr Edwardes agreed and suggested that the correspondence should be forwarded to PCC highways department. Cllr Breeze stated that Council had agreed to wait for a response from the Monitoring officer and that is what should happen. Councillors agreed.

382/11TO DISCUSS SIGNAGE AROUND OLD MARKET HALL AND ON PAVEMENTS IN GREAT OAK STREET AND MORE SIGNAGE FOR PUBLIC TOILETS (Cllr Crisp) Cllr Crisp gave examples of the general public entering Restaurants and Pubs just to use the toilets and asked that the signage for the Public Toilets at the rear of the Town Hall is improved. Clerk will contact PCC to request larger signs and ask that a sign stating when the toilets are out of order that there are alternative toilets in the town.

A boards – Cllr Crisp thought that the A boards on Great Oak Street and around the Old Market Hall are making the town look untidy. Cllr Breeze didn’t agree with Cllr Crisp and stated that as we are a market town then A boards should be allowed. Cllr Edwardes counted 10 boards around the Old Market Hall last Saturday and the OMH committee are in the process of finding out who owns the aprons. Cllr Davies offered to speak to the Market Manager and will ask him to remind the stall holders on Saturdays that the shops are here 7 days a week and Market officers should make sure that there is enough room for pedestrians/wheelchair users/pushchair users to safely use the pavements. Cllr Davies suggested that Town Council could work alongside the Chamber of Trade to fund large maps with all shops/restaurants etc marked on. Cllr Edwardes mentioned that there is a similar board in Rhayader.Cllr Davies agreed to look into the possibility and it was agreed to discuss at the next meeting.

382/12TO DISCUSS TOWN WALKS (Cllr Crisp)Cllr Crisp stated that the Town Walks started today and will go on through the summer from Tuesday to Saturday until 27th September. The walks have been advertised on the web site and flyers have been distributed to all hotels, and accommodation providers

382/13TO DISCUSS ROUNDABOUT ON BYPASS (Cllr Whittal Williams) Cllr Whittal Williams described the roundabout as a disgrace and explained that the roundabout in Welshpool is manicured. Clerk was asked to write to PCC and ask why.It was agreed to Discuss further at the next meeting

382/14TO DISCUSS E MAIL FROM FFION FARNELL VINE PROJECT Clerk informed Councillors that the position of the toilet has had to change as the original previously agreed position was not suitable. Clerk suggested passing the letter on to the next friends of the woods meeting which will be held on July 10th. Councillors agreed that 10th July is too long to wait for a meeting. Clerk was asked to set up a meeting at Allt Goch with Steph Butler and Ffion Farnell.
