410/05TO INFORM THE MEETING OF PROGRESS MADE AT A MEETING HELD WITH NEIGHBOURING COUNCILS ON THURSDAY 13th OCTOBER AT RHAYADER COUNCIL OFFICES AND TO DISCUSS ANY FURTHER DEVELOPMENTS ON THE LIBRARY/MUSEUM MERGER Clerk explained the diary of events she had produced and circulated, as well as an e mail from Kay Thomas to Cllr Morgan and Cllr Davies. As information on the legalities of spending the monies had not been received from OVW, Councillors were not happy to proceed any further until the information is received. Councillors agreed that if OVW give the legal ok we can then go ahead. Councillors agreed that the suggested letters from Rhayader Town Council on behalf of the surrounding Councils are sent on to PCC.

410/06 TO DISCUSS PUBLIC MEETING AND ANY FURTHER DEVELOPMENTS ON OLDER PEOPLE SERVICES Clerk informed the meeting that Cllr G Morgan and Cty Cllr Graham Jones wished for more discussions involving neighbouring Community Councils to take place further to the public meeting. Cllr Margot Jones suggested that further to the public meeting, Option 1 (remain as is) was the preferred Option and Council agreed that she will help Clerk to draft a letter to PCC. Cllr Crisp stated how pleasing it was to see such a large attendance at the Public meeting and asked why can’t PCC, who are going to form a company to run Maesywennol, run the day centre too? It was agreed that as was suggested at the meeting, NHS need to get on board as with leg club where the district nurse can see 60 people in one place rather than travel around to 60 different properties.

410/07TO RECEIVE LETTER FROM LLANIDLOES BURIAL JOINT COMMITTEE, A COPY OF 2016-17 BUDGET AND BANK RECONCILIATION STATEMENT SEPTEMBER 2016 Cllr Edwardes wished to send thanks to the Clerk to the Burial Board for producing comprehensive figures. Council accept that Burial Board need the full amount of monies requested and will look at it again next year.

410/08TO RECEIVE BANK RECONCILIATION JULY – SEPTEMBER 2016 Received

410/09TODISCUSS PLANS FOR THE CHRISTMAS CONCERT Cllr Breeze explained that the concert will take place on Thursday 8th December at 7.00 pm at Llanidloes High School. Tickets will cost £8 each. Primary School PTA will run the raffle, High School PTA will run the refreshments during the interval. 5 acts have been secured and Posters and tickets need to be printed as soon as possible.

410/10TO DISCUSS COMPLAINTS ABOUT OFFENSIVE ODOURS FROM BRYN POSTEG LANDFILL SITEFurther to a recent meeting held by Potters it has come to light that the site has been poorly run. Cllr Davies was not happy that the meeting was by invitation only and was held on a Friday morning which was not suitable for many people to attend. He has suggested that “Drop in” sessions should be held in a central location during the evenings so that more people with complaints could attend. Councillors had received notes from the meeting from Russell George AM. Potters have arranged a follow up meeting to be held on 9th December at 10.30 am, and it is hoped that “drop in” sessions will be held in the meantime.

410/11TO DISCUSS THE FOLLOWING PLANNING APPLICATIONS

BT PROGRAMME OF INTENDED PUBLIC PAYPHONE REMOVALS It was agreed that there are no payphone removals scheduled for Llanidloes and therefore no comments to make.

Councillors wished for the following to be brought to the attention of PCC

i)Overgrown hedge on the entrance to Caegwyn,

ii)Overgrown hedge on Mount Lane near the youth centre,

iii)Trees near Long Bridge have still not been cut back

iv)Lights are not working on the Van Road

v)Lights are not working on the Zebra Crossing outside the School

vi)Lights are not working in the Severn Porte

vii)Lights are not working in New Street

Councillor Davies informed Council that the Biomass hoppers will installed on Friday 4th November
