377/05 BRIEF PRESENTATION FROM LYNDA COOK REGARDING ALLT GOCH WOODS PROPOSAL – Ms Cook gave a brief presentation outlining their previous proposal. Clerk stated that Tir Coed has now received the lottery funding they had requested and will be putting their proposal to Councillors on 13th January

377/06 TO DISCUSS LETTER RECIEVED FROM RESIDENTS IN IDLOES TERRACE RE CUTTING BACK OFFENDING BRANCES FROM TREES ON THE EMBANKMENT – It was unanimously agreed to allow Mr Townsend to cut back the branches.

377/07 TO DISCUSS LETTER RECIEVED FROM LLANIDLOES WITHOUT COMMUNITY COUNCIL RE BRYNDU ROAD Cllr Whittal Williams stated that further to site meetings, PCC have declined to admit that the area is dangerous. It was agreed to write again to PCC asking for a site meeting. The new portfolio holder for Highways, Cllr Geraint Hopkins, Mr Andrew Thomas, the new owner of Jermans’ yard and the Chair from Llanidloes Without Community Council will also be invited to the site meeting.

377/08 TO DISCUSS HEDGE CUTTING AT HAFREN TERRACE (Cllr Davies) Due to the absence of Cllr Davies it was agreed to postpone to a future Council Meeting

377/09 TO DISCUSS BROWN TOURIST SIGNS - It was agreed to Postpone until a future Council meeting

377/10 TO DISCUSS ROYAL MAIL DELIVERY TIMES Clerk stated that the post is not arriving at the Town Hall until roughly mid day. This is not because of Christmas Post. Garden Suburb sometimes don’t get their post until 3.00 pm. Cllr Lady Hooson stated that the system of Parcels being returned to the Newtown Office if they are not able to deliver them is unsatisfactory. Clerk was asked to arrange for a representative to meet with Council as agreed when the new system began.

377/11 TO DISCUSS CARAVAN CLUB SITE BETWEEN LLAGURIG ROAD AND CWMBELAN (5 caravan site). Move to a future meeting

377/12 TO DISCUSS PLANNING APPLICATIONS:-

P2013 1079 Installation of a single wind turbine (18.737 m to hub height, 21.487m to blade tip and 5.5m to rotor diameter) at Belan, Glyn Brochan Llanidloes Powys - No objection 8 votes , 1 Objection, and 3 abstentions

P2013 1082 Installation of a single wind turbine (18.5 m to hub height, 22.96m to blade tip and 8.5 m rotor diameter) at Glyn Farm Van Llanidloes Powys – No objection 8 votes, 1 objection and 3 abstentions

Councillors requested a policy statement from PCC on single wind turbines

377/14 DATES FOR JANUARY MEETINGS

Environment/Planning Panel 13th January at 6.30 pm

Town Hall/Finance Panel 13th January at 7.30 pm

Full Council Meeting 27th January at 7.00 pm

Cllr Mills read an e mail from Headmaster at Llanidloes High School who have been “re banded” and gone up the scale from low band 4 up to a high band 2 which is the highest banding position since 2011. Cllr Jones stated that Llanidloes High School was the highest performing school last year. Clerk was asked to write a letter of Congratulations to the Headteacher

Councillors gave permission for the following important and time sensitive items to be discussed:-

377/15 AGREEMENTS FOR THE BUILDINGS AT THE REAR OF THE TOWN HALL It was unanimously agreed that the agreements would be signed by Cllr Mills and Clerk

377/16 AGREEMENTS FOR THE CHARTER MARKET GROUP Councillors read through the agreement prepared by Cllr G. Morgan and unanimously agreed with it. Clerk explained that the Market Group now wish to have a further area in the large shed. Cllr Edwardes made a proposal to stick to the area marked out on the original arrangement. Cllr Rees gave an Amendment, which was – Councillors to meet with the Markets group first before signing the agreement, with those Councillors able to make the decision. The amendment was agreed on with 11 votes. There were 2 abstentions. Councillors will meet on Thursday 19th December at 1 pm
