The Secretary welcomed the Mayor, Commissioner and the members of the Finance & Contract Committee.

AGENDA ITEM NO. 1

Confirmation of the minutes of 199th meeting of F&CC held on 23.08.2010 at 3.00 p.m. in the Committee Room of MC, Chandigarh.

The Secretary put up agenda item No.1 before the Committee for confirmation.

Sh. Chander Mukhi Sharma & Sh. Jatinder Bhatia pointed out that their version has not been recorded in the minutes.

The Mayor asked them to give in writing whatever they want to be recorded.

Accordingly, it was decided that the amended minutes of 199th meeting be placed in the next meeting after inserting the version of Sh. Chander Mukhi Sharma and Sh. Jatinder Bhatia.

AGENDA ITEM NO. 2

Rough Cost Estimate for the work of providing and fixing 60 mm thick paver blocks on road berm of V-4 road in Sector 52, Chandigarh.

The Secretary put up agenda item No.2 before the Committee for consideration.

“The Committee considered & approved the estimate amounting to Rs.29.02 lac for the work of providing and fixing 60 mm thick paver blocks on road berm of V-4 road in Sector 52, Chandigarh”.

AGENDA ITEM NO. 3

Rough Cost Estimate for providing and fixing 60 mm thick paver block on foot path along one side of V-5 road in Sector 41, Chandigarh.

The Secretary put up agenda item No.3 before the Committee for consideration.

“The Committee considered & approved the estimate amounting to Rs.25.96 lac for providing and fixing 60 mm thick paver block on foot path along one side of V-5 road in Sector 41, Chandigarh”.

AGENDA ITEM NO. 4

Widening and carpeting of V-6 Roads in Sector 27-B, Chandigarh.

The Secretary put up agenda item No.4 before the Committee for consideration.

“The Committee considered & approved the estimate amounting to Rs.34.55 lac for Widening and carpeting of V-6 Roads in Sector 27-B, Chandigarh”.

AGENDA ITEM NO. 5

Rough Cost Estimate for P/F 60mm thick paver blocks footpath in front of various green belt / park in Sector 32 and 46, Chandigarh.

The Secretary put up agenda item No.5 before the Committee for consideration.

Sh. Chander Mukhi Sharma said that provision of ramp for physically challenged persons be made in the green belts. He also desired that in green belts of 4 acre land ramp on both sides of the park be provided.

Sh. Jatinder Bhatia said that ramp has already been provided in the green belt of Sector-48, but animals enter the park through the ramp and in some case people take their scooters inside the park. He desired that design of the railing be changed.

“The Committee considered & approved the estimate amounting to Rs.30.95 lac for P/F 60mm thick paver blocks footpath in front of various green belt / park in Sector 32 and 46, Chandigarh”.

AGENDA ITEM NO. 6

Parking arrangement for the vehicles of Debts Recovery Tribunal, Advocates and Staff Members outside DRT-I in Sector 8-C and DRT-II in Sector 17-B, Bank Square, Chandigarh.

The Secretary put up agenda item No.6 before the Committee for consideration.

The Committee deferred the matter.

The Mayor asked about the action taken on the decision of F&CC regarding parking of District Court.

The SDE (HQ) apprised that the F&CC had decided to auction the parking at reserve price of Rs. 1.70 lac. Accordingly, it was auctioned at Rs.2.10 lac, but the contractor left after three months. Notice of auction was published keeping Rs.2.00 lac as reserve price but nobody came forward. Second tendering is under process.

“The Mayor said that she will talk to the President of District Bar Association and offer them to run the parking at their own level on old terms & conditions. If the Bar Association does not come forward, then all the members unanimously decided that the parking be auctioned keeping the reserve price as Rs. 1.00 lac.”

AGENDA ITEM NO.7

Notice of termination qua allotment of sites – Community Centres.

The Secretary put up agenda item No.7 before the Committee for consideration.

Sh. Chander Mukhi Sharma said that the agreement has been signed on behalf of Bharti Airtel whereas this representation has been submitted on behalf of M/s Bharti Infratel Ltd. He said that if Corporation allows the request there would be legal complications in future.

Sh. Jatinder Bhatia said that at the time of signing of agreement with M/s Bharti Airtel, the members of F&CC were not apprised that the agreement is for 20 years. He said that Corporation would suffer loss of Rs. 20.00 lac approximately in case the licence fee is not increased.

The Mayor was of the view that before taking any decision in this matter it has to be ascertained, how Infratel came into picture despite that the agreement is with M/s Bharti Airtel. Therefore, all the documents need to be checked in detail to avoid legal complicacy in future.

“The Committee considered & deferred the matter with observation that all the documents be checked again and detailed facts be brought before the committee for consideration and taking appropriate decision in the matter.”

AGENDA ITEM NO.8

Information about Peace Fest-2010 & request for a formal function to receive international guests on September 29, 2010.

The Secretary put up agenda item No.8 before the Committee for consideration.

“The Committee considered & accorded approval for Rs.1.00 lac to be incurred in holding one cultural evening by Municipal Corporation, Chandigarh on 28.9.2010 to welcome the guests who will come on occasion of International Youth Peace Festival to be organized from 27.9.2010 to 2.10.2010 by Yuvsatta, 12, Karuna Sadan, Sector-11, Chandigarh.”

AGENDA ITEM NO.9

Condemnation of Gypsy vehicles No. CH01 G1-0146.

The Secretary put up agenda item No.9 before the Committee for consideration.

“The Committee considered & approved the proposal to condemn the Vehicle No.CH01 G1-0146 ( Gypsy) by open auction and fixed the reserve price as Rs. 65,000/-.”

AGENDA ITEM NO. 10

Extension in time period for hiring of 10 No. of Tractor Trolleys- approval thereof.

The Secretary put up agenda item No.10 before the Committee for consideration.

“The Committee considered & allowed the extension to engage 10 No. of Tractor Trolleys along with drivers and 5 No. of manpower with each tractor trolley plus POL @ Rs. 1930/- per day in continuation on the same terms & conditions till the fresh tenders are finalized..

The Committee further approved the proposal to float fresh tenders for engaging 10 No. of Tractor Trolleys with manpower for one year w.e.f. January, 2011.”

AGENDA ITEM NO. 11

Approval of terms and conditions regarding enhancement of rent of villages shops and other property.

The Secretary put up agenda item No.11 before the Committee for consideration.

“The Committee considered & approved the proposed terms and conditions regarding enhancement of rent of villages shops and other property.”

AGENDA ITEM NO. 12

Extension in time period for hiring of D-5 Chain Dozer approval thereof.

The Secretary put up agenda item No.12 before the Committee for consideration.

Sh. Chander Mukhi Sharma asked whether the engineer has been deputed to verify the inert at garbage processing plant and whether he visits the plant regular.

The Commissioner directed the Chief Engineer to depute a J.E. along with XEN (W&E) to verify the inert at Dumping Ground and submit report regularly.

“The Committee considered & accorded approval to hire the Chain Dozer from M/s Krishan Singh, D-3/21, Mayapuri, New Delhi on the same rates and terms & conditions.

The Committee further resolved that fresh tenders be called for hiring Chain Dozer for maintenance of dumping ground and till then hiring of Chain Dozer be continued.

It was further resolved that instead of new purchase, two Chain Bulldozers be hired as per Manual of Municipal Solid waste Management.”

Sh. Chander Mukhi Sharma pointed out that the Horticulture wing cut the grass from the green area but does not lift the same.

“The Committee resolved that the Horticulture wing will lift the cut grass for which 10 tractor trolleys be hired on the same rate, terms & conditions as already approved for MOH Wing.”

Automatic Access System (Automatic Controller Barriers) for the Parking Lots under Municipal Corporation, Chandigarh – Auction of Paid parking Areas.

The Secretary put up table agenda item No.1 before the Committee for consideration.

The Additional Commissioner explained the agenda and said that contractors are not willing to participate in the tender as the cost of barricade has not been reduced from the bid amount.

“The Committee considered & resolved that the paid parking areas be auctioned first. In the meantime, the Engineering Wing will take further action to install the Automatic/Semi-Automatic Access System.

The Committee further resolved that the contractor shall be bound to operate and maintain the Automatic/Semi-Automatic Access System and be liable to pay penalty at the rate of Rs. 1000/- per day in case of non-functioning of the Automatic Controller Barriers. The contractor shall be liable to maintain the system & hand over the same to the Corporation in good running condition after the expiry of the contract.

“The Committee considered & resolved that the free parking area measuring 5294 square yards in the L-shape shall be maintained by the parking contractor but he will allow free access to the bank employees who produce their identity cards duly signed by the competent authority.”

“The Committee considered & approved the rough cost estimate amounting to Rs. 21.38 lac for Providing Street Light on V4 road Sector-7 A & B, Chandigarh.”

Permission for stacking of construction material for commercial buildings.

The Secretary put up table agenda item No.4 before the Committee for consideration.

Sh. Chander Mukhi Sharma suggested that the area allotted to the contractor for stacking of construction material be fenced.

“The Committee considered & decided that Rs. 1000/- per month for 1000 sq.ft. area be charged for stacking of building, construction material for commercial buildings and Rs. 250/- per month for 1000 sq.ft. area for residential buildings. The payment for whole period shall be deposited by the contractor in advance.

The Committee further resolved that an amount of Rs. 1.50 lac shall be deposited by the contractor for construction of shopping malls, cinema houses, hotels, industrial buildings etc. in advance. ”
