Minutes - June 9, 2003
I. PLEDGE OF ALLEGIANCE, CALL TO ORDER, AND ROLL CALL
The duly advertised Lancaster Township Board of Supervisors¡¦ meeting was held on June 9, 2003 in the Township Building at 1240 Maple Avenue, Lancaster, PA. Chair Anthony J. Allen called the meeting to order at 7:30PM. Vice Chair Thomas H. Schaller and Treasurer Helen S. Adams were present. Others in attendance included Township management staff and interested parties. Allegiance to the flag was pledged.
II. PUBLIC COMMENT ON AGENDA ITEMS
Peggie Miller, Valley Road, commented that there were 122 speeding citations issued by the police, a number that is considerably more than issued in the previous month.
III. SECRETARY¡¦S REPORT
Minutes of the May 12, 2003 Board of Supervisors¡¦ meeting were approved by general consent.
IV. TREASURER¡¦S REPORT
Treasurer Adams presented the Treasurer's Report showing the following amounts as of May 31, 2003:
General Fund $ 953,952.83
Parks and Open Space Fund 12,672.67
Capital Reserve Fund 546,622.63
Highway Aid Fund 537,802.02
TOTAL $ 2,051.050.15
The Treasurer's Report will be filed for audit.
V. PAYMENT OF BILLS
On a motion by Mrs. Adams, seconded by Mr. Schaller, the Board unanimously approved the payment of bills:
General Fund $ 172,843.43
Park and Open Space Fund 387.37
Capital Reserve Fund 4,844.33
Highway Aid Fund 1,663.50
TOTAL $ 179,738.63
VI. REPORTS
A. Little Conestoga Watershed Alliance: Richard Shoup,Township resident and Alliance member, presented the results of a watershed-wide assessment. The assessment established a baseline against which to compare future data, documented impaired areas, and set a plan of action to remediate problems.
B. Lafayette Fire Company: There was no report.
C. Lancaster Township Fire Department Report: There were 36 emergency calls for the month of May for a year-to-date total of 194.
D. Police, Sewer, and Subsidiary Reports: These reports are available for public inspection before and after this meeting and during regular business hours.
E. LASA 2002 Annual Report: Available for public inspection.
F. Lancaster Recreation Commission 2002 Financial Report: Available for inspection.
G. Recycling Report: April 2003 ¡V 17.54%
H. Lancaster Inter-Municipal Committee: David L. Clouser reported on the review and selection of a consultant for the Regional Comprehensive Plan.
I. Questions & Comments for Community Police Officer: Officer Klete Griffin advised residents to keep their vehicles locked and remove all items from cars. Summer is a time of increased thefts, burglaries, and vandalism.
VII. ANNOUNCEMENTS
A. Community Get-Together
On June 16, 7:00PM at the Maple Grove Community Building there will be a panel discussion on emergency services/homeland security after which questions and comments on any subject will be addressed.
B. Closing of Schoolhouse Road Bridge on June 9, 2003
The bridge will be closed for approximately six months for reconstruction.
C. PA Governor¡¦s Office Proclamation
The governor of Pennsylvania has proclaimed June 2003 as Rivers Month, reaffirming a commitment to the value and beauty of Pennsylvania¡¦s river resources.
D. The next regular Board meeting will be held July 14, 2003 at 7:30PM.
The public is invited to attend the Workshop at 6:00PM.
The Lancaster Township Supervisors are committed to the goals
as established by the adoption of the Strategic Comprehensive Plan
and the following actions are consistent with the directives of that document
VIII. OLD BUSINESS
A. Maple Grove Pathway and Footbridges
Mrs. Adams moved, Mr. Schaller seconded, and the Board unanimously agreed to re-bid this project to include a footbridge over the Little Conestoga Creek connecting the old gristmill with Maple Grove Park. Further, a written agreement shall be ratified by and between Lancaster Township and Ecklin Group, owner of the mill, setting forth the responsibilities of each entity.
B. Sheriff¡¦s Sale Authorization
Mr. Schaller moved, Mrs. Adams seconded, and the Board unanimously authorized the Township Manager to proceed with arrangements for a Sheriff¡¦s Sale of the property known as 213 North President Avenue.
IX. PLANNING/ZONING BUSINESS
A. 1350 New Danville Pike Land Development
Mr. Schaller moved, Mrs. Adams seconded, and the Board unanimously granted modifications to the Subdivision & Land Development Ordinance as follows:
1. Section 305.01 ¡V Preliminary plan approval;
2. Section 602.01 H ¡V Improvements of existing streets and intersections;
3. Section 602.01 K ¡V Applicants asked for withdrawal of the request for dedication of additional right-of-way;
4. Section 603.02 ¡V Sidewalks; and,
5. Section 603.03 ¡V Curbs.
X. NEW BUSINESS
A. Demolition Permits
Mrs. Adams moved, Mr. Schaller seconded, and the Board unanimously recommended that the Lancaster Township Zoning Officer grant approval of two demolition permits: 1. Structure at 177 River Drive, and 2. old, unused structure at the Lyndon Pump Station, New Danville Pike.
XI. GUEST RECOGNITION AND PARTICIPATION
„TBill Worley, Bean Hill Road, asked what is to be built at 1350 New Danville Pike. James Mellinger, the new owner of the property, described the project, which will be self-storage facilities housed in five separate buildings.
