MINUTES from the MEETING of SCAMPTON PARISH COUNCIL HELD at 7.30Pm on THURSDAY 2Nd JUNE

MINUTES FROM THE MEETING OF SCAMPTON PARISH COUNCIL HELD AT 7.30pm ON THURSDAY 2nd JUNE 2011, AT BSA HALL, AISTHORPE.

Present: Councillors J. Cobley (Chairman), R. Patterson, T. Williams, C. Nicholson, S. Bird, P. Tomlinson, R. Wood and Mrs B. Coleman (Clerk).

A member of the public, Mr Steve Ulyat and PCSO Julie McFaul were also present.

Apologies – There were no apologies.

Minutes of the Meeting of the of the meeting of the 19th May 2011 were proposed by CN, seconded by PT and signed by the Chairman as being a true record.

Register of Member’s Interest. Members of the Council were reminded that at any time during the meeting they could declare an interest. There were no declarations at this point in time.

PCSO Julie McFaul reported that there had been no problems in the village but there had been some anti-social behaviour on the estate, which was being addressed. A gent’s bike had been found behind an empty property in Lancaster Drive; please contact the Police if you have lost one. There is a letter, from the Chief Constable, outlining the new way of working for the police, which we should see. Julie urged members of the public to report crime on the 0300 111 0300 number and not to leave messages on her mobile number, as if she was on a rest day the information would not be acted upon until she returned to duty. PT reported that a pump on the farm had been vandalised over night but the police would not respond until the weekend. If there is persistent parking of vehicles on the verges the PCSO would come out and put a warning notice on the vehicle.

At this point PCSO McFaul left to resume her duties.

Millennium Project. The Chairman and the Clerk had held a site meeting with Chris Belshaw, from Groundwork Lincolnshire and Stuart Gordon from Marshalls. After much debating, Marshalls had agreed to rectify all the faults that had been pointed out to them, ie. put caps on the protruding screws, replace the panels with the gouges, smooth the rough shaped edge, sort out the rust patches and the flattened trim, grout the paving slabs and replace the notice boards. The work will take place on Wednesday and Thursday 8th and 9th June. The Councillors will carry out an inspection on Friday and providing all the work has been done to their satisfaction then the Opening Ceremony can go ahead on Monday 13th at 2.30pm. If not the ceremony and the fly past by the Red Arrows will be cancelled.

District Councillor Roger Patterson reported that he had attended his first District meeting and that following questions from a District Councillor the effects of coal fired power stations was being looked into. He would report back as soon as there was any news. There was to be a training on Saturday 11th June on the subject of “Shaping the Future for the ex-MOD Communities in West Lindsey.” He would be holding a surgery in the V Cafe next Thursday and was planning one for next month in the BSA Hall.

Parish Plan

RP would ask if anyone was available from WLDC to come to talk to the Parish Council about how to start producing a Parish Plan. This is a community led planning tool kit.

The Old Telephone Box The clerk would speak to Community Payback to see if it was possible to get some assistance with refurbishing the phone box as a public notice board and also with a litter pick.

Correspondence

  • WLDC –Notice of forthcoming meetings.
  • LCC – The clerk had been contacted by LCC regarding discrepancies in the verge areas we cut for them. She and RW had met up with Ian Ward and walked all the areas and were awaiting an updated plan, which might affect the amount of funding we get.
  • DirectLinc – sent details of how we could log into the new service, for reporting community matters, they were providing. This can be done at
  • LALC – There were trainings for new Councillors arranged for 6th July at Wragby Town Hall and on 11th July at Cranwell Village Hall. There was also a training on Thursday 1St September on “Preparing an Emergency Plan”. The Clerk would ask if we could look at Brattleby’s Plan as theirs seemed very comprehensive.
  • Community Lincs – information about the help available for switchover to digital TV.
  • Letters had been received from Scampton C of E Primary School thanking us for the Royal Wedding mugs they all received.

Planning. – There were no planning matters this month.

Finance –

There was a resolution to makepayments to the Caretaker at Pollyplatt School and Green Grass Contracting. It was proposed by RP and seconded by TW and resolved unanimously that the following payments should be made:

Mr Lancaster £20.00

Green Grass Contracting£205.08

It was proposed by Cllr J Cobley that on receipt of an invoice the Clerk be authorised to make routine payments up to £250 by telephone banking subject to reporting any payments so made to the next Parish Council Meeting for information. This was seconded by Cllr R Patterson and agreed unanimously.
