Special Board of Aldermen

Call to Order ~ Open Meeting

Mayor Gene Kelly called the meeting to order, followed with roll call taken by City Clerk DeAnna Jacobs

Present were: Alderman Tyler Patterson, Alderman Nancy Seymour Truesdell, Alderman Travis Sutton and Alderman Kevin Abrahamson

PUBLIC HEARING

To received public comments on the submission of a preliminary plat for the Sterling Meadows Subdivision of the City of Sturgeon, Missouri

Sterling Kelley developer/owner of Sterling Meadows Subdivision was present for the Public Hearing for any questions.

Alderman Kevin Abrahamson made the motion to have Attorney Merritt Beck draw up a resolution to approve the preliminary plat for the Sterling Meadows Subdivision, seconded by Alderman Nancy Seymour Truesdell with all four in favor.

Special meeting scheduled for October 14, 2015 5:00 PM to approve a resolution for the preliminary plat.

Parks & Trees Board:

John Gingerich reported that the mulch has been delivered and thanked Kevin Abrahamson and the youth from Sunnydale for distributing it throughout the playground and the trees at the City Park.

Mayor Kelly made the recommendation to appoint Aron Carpenter to the Parks & Trees Board with term expiring May 2016.

Alderman Nancy Seymour Truesdell made the motion to approve Mayor Kelly’s recommendation, seconded by Alderman Travis Sutton with all four in favor.

Planning & Zoning Commission:

Ron Sage was present and is inquired about the updated changes to Chapter 22 section 22.190 (f) of the Zoning ordinance. Mike Jacoby stated that the P&Z has been working on the changes throughout the whole chapter the Board of Aldermen and Attorney Merritt Beck will have a copy of proposed changes to review by the next by next months meeting.

Recommendation from P&Z on business license fee increase has been distributed to the Board of Aldermen and Attorney Merritt Beck for approval. Attorney Beck stated that it would have to be put on the election ballot in order for fees to be changed.

Maintenance Department:

John Gingerich reported that the building over the well has been completed

Police Department:

Chief Halderman introduced the new full time Officer Cody Schmitz.

Update on the progress of the Internal Affairs Investigation Policy- Chief Halderman stated that he’ll have a copy of his recommended corrections in next month’s packet.

He also talked about wanting to put in a shooting range on the south side of the lagoon. Chief Halderman was instructed to draw up a diagram for next month’s meeting.

Officer Cody Schmitz wants to drive the Tahoe home and agrees to have $20/week

payroll deducted.

Alderman Kevin Abrahamson made the motion to allow Cody Schmitz take the Tahoe home with a $20 per week payroll deduction, seconded by Alderman Tyler Patterson with all four in favor.

Alderman Kevin Abrahamson made the motion to accept August 24, 2015 meeting minutes as written, seconded by Alderman Tyler Patterson with all four in favor.

Alderman Nancy Seymour Truesdell made the motion to accept August 27, 2015 meeting minutes as written, seconded by Alderman Travis Sutton with all four in favor.

Alderman Tyler Patterson made the motion to accept September 2, 2015 meeting minutes as written, seconded by Alderman Kevin Abrahamson with all four in favor.

Alderman Kevin Abrahamson made the motion to accept September 15, 2015 meeting minutes as written, seconded by Alderman Tyler Patterson with all four in favor.

Alderman Nancy Seymour Truesdell made the motion to accept September 28, 2015 meeting minutes as written, seconded by Alderman Tyler Patterson with all four in favor.

Alderman Nancy Seymour Truesdell made the motion to accept the August financial package, seconded by Alderman Travis Sutton with all four in favor.

Mayor Kelly announced that there will not be a premium increase on the city health insurance.

Discussion on the parking at Smith and Ogden-

Alderman Kevin Abrahamson made the motion to have Attorney Merritt Beck draw up an no parking ordinance first two corner spaces in front of Foy Trent Dog Shows, the first space at the corner of Central Bank, one at the corner of Brink Auto and another at the corner of JMT Construction, seconded by Alderman Travis Sutton with all four in favor.
