Mayor B. Smith called the meeting to order at 1:30 p.m.

Councillors A. Bolstad and W. Kinsella were absent.

That the City Council Public Hearing Agenda for the November 15, 2000 meeting be adopted with the addition of replacement page 7 of L.1.u. (Bylaw 12364 - To amend the Land Use Bylaw from Direct Control Industrial Commercial Reserve [DC (ICR)] District (County of Parkland) to RF1 (Single Detached Residential) District, PU (Public Utility) District and DC5 (Site Specific Development Control) District; located west of 215 Street and south of 97 Avenue, Secord.).

Mayor B. Smith explained the public hearing process.

A.5. CALL FOR PERSONS TO SPEAK

D.H. Edey, City Clerk, stated if there were any persons present to speak to the passing of the following bylaws, they would now be heard:

L. BYLAWS

Mayor B. Smith asked whether there was any objection to Bylaws 12352 and 12353 being read together. No one objected.

L.1.a. Bylaw 12352 - To amend Bylaw 6075, as amended, being the Clareview Town Centre Neighbourhood Area Structure Plan; located south of 144 Avenue and west of 36 Street, Clareview Town Centre. Ø

PURPOSE

To reduce the size of the DC5 Townhouse site from 4.52 hectares to 1.27 hectares and redesignate the remainder of the subject property to allow for smaller lot single detached housing.

L.1.b. Bylaw 12353 – To amend the Land Use Bylaw from RF1(Single Detached Residential) District and DC5(Site Specific Development Control) District to RSL(Residential Small Lot) District, DC5(Site Specific Development Control) District and RPL(Planned Lot Residential) District; located south of 144 Avenue and west of 36 Street, Clareview Town Centre. Ø

PURPOSE

To allow for smaller lot single detached housing and reduce the size of the DC5 districted land. There will be no changes to the existing DC5 uses.

There were no persons present to speak to the passing of Bylaws 12352 and 12353.

L.1.c. Bylaw 12410 – To amend the Land Use Bylaw from CNC (Neighbourhood Convenience Commercial) District to DC5 (Site Specific Development Control) District, located at 79Street and 106 Avenue, Forest Heights. Ø

PURPOSE

To accommodate limited neighbourhood convenience commercial uses, and in addition, allow for development of a Minor Alcohol Sales use.

T. Nyquvest (to answer questions in favour), and L. Strynatka (in opposition) were present to speak to the passing of Bylaw 12410.

L.1.d. Bylaw 12437 – To amend the Land Use Bylaw from IM (Medium Industrial) District to IB (Industrial Business) District, located west of 75 Street and south of 68 Avenue, Davies Industrial West. Ø

PURPOSE

To allow for a range of commercial, business service and light industrial uses on the site.

J. Low, James Low and Associates Inc., was present to answer questions in favour of the passing of Bylaw 12437.

L.1.e. Bylaw 12154 - To amend the Land Use Bylaw from AGU (Urban Reserve) District to RF5 (Row Housing) District; located east of 50 Street and south of Jamha Road, Jackson Heights. Ø

PURPOSE

To allow for a range of relatively low to medium density multiple family housing developments.

H. Weinbeer, the applicant, was present to answer questions in favour of the passing of Bylaw 12154.

Councillor W. Kinsella left the meeting at 1:33 p.m. and returned a few minutes later.

L.1.f. Bylaw 12442 – To amend the text of Bylaw 5996, The Edmonton Land Use Bylaw, Section920 – Special Area Terwillegar Towne. Ø

PURPOSE

To update certain regulations of the Land Use Bylaw, Section 920 - Special Area Terwillegar Towne, to reflect current development practices in the Terwillegar Towne neighbourhood.

L. Gibson, Carma Developers, was present to answer questions in favour of the passing of Bylaw 12442.

L.1.g. Bylaw 12446 – To amend the Land Use Bylaw from PU (Public Utility) District to RA7 (Low Rise Apartment) District; located east of 109 Street and south of 25 Avenue, Ermineskin. Ø

PURPOSE

To allow for the development of a range of medium density residential uses.

B. Nauss was present to answer questions in favour of the passing of Bylaw 12436.

L.1.h. Bylaw 12432 – To amend the Land Use Bylaw from AG (Agricultural) District and A (Metropolitan Recreation) District to RR (Rural Residential) District; located north of 23 Avenue and east of 184 Street, Rural West. Ø

PURPOSE

To allow for the development of a single detached dwelling on the site.

There were no persons present to speak to the passing of Bylaw 12432.

Mayor B. Smith asked whether there was any objection to Bylaws 12433 and 12434 being read together. No one objected.

L.1.i. Bylaw 12433 - To amend Bylaw 11618, as amended, being the Oliver Area Redevelopment Plan, for an area located east of 119 Street and north of 102 Avenue, Oliver. Ø

PURPOSE

To amend Map 8 - Sub Area 2, Land Use Districts and Map 21 – Oliver Land Use Districts of the Oliver Area Redevelopment Plan to change the land use designation from from urban service to low rise apartment.

L.1.j. Bylaw 12434 – To amend the Land Use Bylaw from US (Urban Services) District to RA7 (Low Rise Apartment) District, located east of 119 Street and north of 102 Avenue, Oliver. Ø

PURPOSE

To allow for the development of a low rise apartment and related uses on the site. The applicant‘s intent is to renovate and occupy the former Synagogue building.

R. Babee was present to speak in favour of the passing of Bylaw 12434.

L.1.k. Bylaw 12436 – To amend the Land Use Bylaw from RF3 (Low Density Redevelopment) District to RF6 (Medium Density Multiple Family) District, located south of 119 Avenue and west of 48 Street, Beacon Heights. Ø

PURPOSE

To allow for medium density multiple family development on the site. It is the intention of the applicant to develop two additional one-bedroom suites in the basement of the existing multiple family dwelling.

B. Nauss was present to answer questions in favour of the passing of Bylaw 12436.

L.1.l. Bylaw 12440 – To amend the Land Use Bylaw from AP (Public Parks) District to CB2 (General Business) District; located at 113 Street and Kingsway, Prince Rupert. Ø

PURPOSE

To allow for a range of commercial, business service and light industrial uses on the site.

There were no persons present to speak to the passing of Bylaw 12440.

L.1.m. Bylaw 12451 - To amend the text of Bylaw 12386, being the Kinokamau Plains Area Structure Plan. Ø

PURPOSE

To add a new “Section 4.5.4, Freeman Woodland” to the Kinokamau Plains Area Structure Plan.

C. Bruinsma was present to speak in opposition to the passing of Bylaw 12451.

Mayor B. Smith asked whether there was any objection to Bylaws 12449 and 12402 being read together. No one objected.

L.1.n. Bylaw 12449 – To amend the text of Bylaw 5996, as amended, being the Edmonton Land Use Bylaw by removing the Residential Security Unit as a use class and by removing the Residential Security Unit use class from the IB, IM and IH districts. Ø

PURPOSE

To amend the text of the Land Use Bylaw by removing the Residential Security Unit as a use class and by removing the Residential Security Unit use class from the IB, IM and IH districts.

L.1.o. Bylaw 12402 - To amend the Land Use Bylaw from IC (IndustrialCommercial) District (CountyofParkland) to IM (Medium Industrial) District; located west of 170Street and south of 137Avenue; Mistatim Industrial. Ø

PURPOSE

To amend the Land Use Bylaw as it applies to this site IC (CountyofParkland) to IM. The IMDistrict will result in development which will be compatible with the existing and future development.

There were no persons present to speak to the passing of Bylaws 12449 and 12402.

L.1.a. Bylaw 12352 - To amend Bylaw 6075, as amended, being the Clareview Town Centre Neighbourhood Area Structure Plan; located south of 144 Avenue and west of 36 Street, Clareview Town Centre. Ø

L.1.b.
