Deputy Mayor K. Leibovici called the meeting to order at 2:27 p.m.

Mayor S. Mandel; and Councillors T. Caterina, E. Gibbons, R. Hayter and D. Thiele were absent.

D. H. Edey, City Clerk, answered Council's questions.

Moved K. Krushell – B. Henderson:

That Council recess for five minutes.

A.2.Adoption of Agenda

Moved B. Henderson – D. Iveson:

  1. That the March 19, 2008, Special City Council meeting revised agenda be adopted.
  2. That Bylaw 12300, Procedures and Committees Bylaw, including but not limited to sections 54(1) and 124, be suspended for the March 19, 2008, Special City Council meeting.

Councillor R. Hayter entered the meeting.

K. Siu, Corporate Business Planning Department; and R. Rosychuk, Corporate Services Department, made presentations and answered Council's questions. J. Tustian, General Manager, Corporate Services Department, and Acting General Manager, Corporate Business Planning Department; and A. B. Maurer, City Manager, answered Council's questions.

G. Anholt, consultant, facilitated Council discussions.

Council recessed at 4:07 p.m.

Council reconvened at 4:23 p.m.

Councillor E. Gibbons was absent.

R. Boutilier, General Manager, Transportation Department;
R. Rosychuk, Corporate Services Department; L. Cochrane, General Manager, Community Services Department; R. G. Klassen, General Manager, Planning and Development Department; and W. D. Burn, General Manager, Asset Management and Public Works Department, made presentations and answered Council's questions. A. B. Maurer, City Manager, answered Council's questions.

Moved J. Batty – L. Sloan:

That Administration consolidate the discussion from the March 19, 2008, Special City Council meeting and provide a progress report to the April 16, 2008, City Council meeting, at 1:30 p.m. / CBP
