Mayor B. Smith asked if there was any objection to Bylaws 12609 and 12819 being dealt with together. No one objected.

L.1.a.Bylaw 12609 - To Amend Bylaw 11870, As Amended, Being the Ellerslie Area Structure Plan.

PURPOSE

The amendment proposes a relocation of commercial, industrial and stormwater management uses with no effect on the Land Use Statistics for the area.

L.1.b.Bylaw 12819 - To Amend the Text of Bylaw 12800, As Amended, the Zoning Bylaw.

PURPOSE

To amend Appendix I to Section 930 Special Area Ellerslie Industrial Park. The proposed amendment will update the Zoning Bylaw to be consistent with the proposed commercial, industrial and stormwater management use amendments to the Ellerslie Area Structure Plan (ASP), as proposed under Bylaw 12609.

L.1.c.Bylaw 12810 - To Amend the Zoning Bylaw and Appendix I to Section 920 - Special Area Terwillegar Towne from AG (Agricultural) Zone to RPL* (Terwillegar Towne Planned Lot Residential) Zone; Located East of 156 Street and South of Terwillegar Vista, Terwillegar Towne.

PURPOSE

To facilitate street-oriented, low density residential development in the Terwillegar Towne neighbourhood.

L. Gibson, Carma Developers, was in attendance to answer questions in favour of the passing of Bylaw 12810.

L.1.d.Bylaw 12590 – To Close a Portion of 92 Street, Abutting Lots 11 and 12, Block5, Plan1345AJ, Located South of 90 Avenue and West of 92 Street, Bonnie Doon.

PURPOSE

To close the subject surplus roadway. Once closed, the road right-of-way will be consolidated with the abutting Lots 11 and 12, Block5, Plan 1345AJ.

There were no persons present to speak to the passing of Bylaw 12590.

L.1.e.Bylaw 12811 - To Amend the Zoning Bylaw from AGI (Industrial Reserve) Zone and AGU (Urban Reserve) Zone to CB2 (General Business) Zone; Located North of 137 Avenue and East of Manning Drive, Clareview Business Park.

PURPOSE

To allow for general business uses on the site.

There were no persons present to speak to the passing of Bylaw 12811.

L.1.f.Bylaw 12816 - To Amend the Zoning Bylaw from AGU (Urban Reserve) Zone and CSC (Shopping Centre) Zone to PU (Public Utility) Zone, AP (Public Parks) Zone and DC2 (Site Specific Development Control) Provision; Located North of 153 Avenue and East of Castle Downs Road, Beaumaris.

PURPOSE

To permit the development of a 4-storey residential condominium development and apply the appropriate zoning to the storm water management lake and the park adjacent to 153 Avenue.

There were no persons present to speak to the passing of Bylaw 12816.

L.1.g.Bylaw 12817 - To amend the Zoning Bylaw from CB2 (General Business) Zone to DC2 (Site Specific Development Control) Provision; Located South of 103 Avenue and East of 95Street, Boyle Street.

PURPOSE

To allow for the following uses on the site: Apartment Housing; Boarding and Lodging Housing; Child Care Services; Fascia On-premises Signs; Group Homes; Minor Home Occupations; Projecting On-premises Signs and Temporary Shelter Services.

P. Barker, Stantec Consultants; and B. Middleton, Intra Housing, were in attendance to speak in favour of the passing of Bylaw 12817.

L.1.i.Bylaw 12608 – To Adopt the Cameron Heights Neighbourhood Area Structure Plan. 

PURPOSE

To create a residential neighbourhood with approximately 45 ha of low-density residential development, and 11.68 ha of medium density residential development, which in total could accommodate up to 1,375 units and a population of 4,532. The proposed density is 79 persons per gross developable hectare. The NASP proposes to dedicate 30 ha of Environmental Reserve within the plan area, including the ravines that traverse the area, and a 7.5m upland set back adjacent to the river valley and ravine systems. The NASP proposes to provide a 6 ha school park site, as well as some smaller view point parks, and a linear park, which traverses east west through the neighbourhood. The NASP will include a 2 ha commercial shopping site and three storm water management facilities.

L.1.j.Bylaw 12812 - To Amend the Zoning Bylaw from AG(Agricultural) Zone and DC2 (Site Specific Development Control) Provision to DC2 (Site Specific Development Control) Provision and PU (Public Utility) Zone; Located East of Meridian Street and South of 167 Avenue, Rural North East South Sturgeon. 

PURPOSE

To allow for a range of single detached housing, limited group homes, group homes, minor home occupations, foster homes and child care services uses on the site.

L.1.k.Bylaw 12603 – To Amend Bylaw 11777, As Amended, Being the Edmonton Municipal Development Plan. 

PURPOSE

To amend Map 1 of the Edmonton Municipal Development Plan (MDP) by redesignating a portion of land to reflect the proposed redistricting of Bylaw 12812.

PURPOSE

To allow for a mixed use commercial/residential development and an accessory surface parking lot for Provincial and Municipal purposes.

L.1.m.Bylaw 12814 - To Amend Bylaw 10704, As Amended, Being the Boyle Street/McCauley Area Redevelopment Plan. 

PURPOSE

To allow for a mixed use commercial/residential development and an accessory surface parking lot for Provincial and Municipal purposes.

L.1.n.Bylaw 12815 - To Close 105 Avenue between 96 Street and 97 Street, a Portion of Lane Along the East Boundary of Lot 43, Block 15, Plan D, a Portion of Lane Along the North Boundaries of Lots 31 to 43, Block 15, Plan D and a Portion of 97 Street Along the West Boundary of Lot 1B, Block 11, Plan 892 0099, Located between 96 and 97 Streets and between 105A and 103A Avenues, Boyle Street. 

PURPOSE

To close the above noted roadways and lanes. Once closed, the area will be consolidated with adjacent lots.
