L.1.a.Bylaw 13054 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF1) Single Detached Residential Zone, (RF4) Semi-detached Residential Zone, (RSL) Residential Small Lot Zone, and (PU) Public Utility Zone, located south of 23 Avenue and west of 142 Street, Terwillegar Towne.

PURPOSE

To allow for the development of single detached housing, semi-detached housing and a public utility area.

C. Chopko Beck, IBI Group, was in attendance to answer questions in favour of the passing of Bylaw 13054.

L.1.b.Bylaw 13061 – To amend the Zoning Bylaw and Appendix I to Section 930 – Special Area Ellerslie Industrial from (AGI) Industrial Reserve Zone and (EIB) Ellerslie Industrial Business Zone to (EIB) Ellerslie Industrial Business Zone, (EIM) Ellerslie Medium Industrial Zone and (PU) Public Utility Zone, located west of Parsons Road and south of Ellerslie Road (9 Avenue SW), Ellerslie.

PURPOSE

To facilitate the development of industrial business uses, medium industrial uses, and a storm water management facility.

L. Gibson, Carma Developers; and J. Wacko, Stantec Consulting (to answer questions) (in favour); G. Linstrom; and G. Freisen (in opposition) were in attendance to speak to the passing of Bylaw 13061.

L.1.c.Bylaw 13083 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone, (CNC) Neighbourhood Convenience Commercial Zone, (PU) Public Utility Zone and (AGU) Urban Reserve Zone, located west of Manning Drive and south of 167 Avenue, Brintnell.

PURPOSE

To allow for the first phase of residential development in the Brintnell neighbourhood, and the development of a small commercial site. The PU zoning will accommodate the Trans-Alta Utility right-of-way and a portion of a proposed stormwater pond.

B. Croucher, Qualico, was in attendance to answer questions in favour of the passing of Bylaw 13083.

L.1.d.Bylaw 13084 - To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone, located north of 167 Avenue and east of 115 Street, Canossa.

PURPOSE

To accommodate single detached dwelling uses in the southern portion of the Canossa neighbourhood.

B. Croucher, Qualico, was in attendance to answer questions in favour of the passing of Bylaw 13084.

L.1.e.Bylaw 13085 - To amend the Zoning Bylaw from (CB1) Low Intensity Business Zone to (RA8) Medium Rise Apartment Zone, located north of 106 Avenue and east of 113 Street, Queen Mary Park.

PURPOSE

To accommodate the development of a medium rise apartment building on the subject site in the southern portion of the Queen Mary Park neighbourhood.

G. Kienlen was in attendance to speak in favour of the passing of Bylaw 13085.

L.1.f.Bylaw 13086 – To amend the Zoning Bylaw from (RF1) Single Detached Residential Zone to (RF3) Low Density Development Zone; located west of 98 Street and south of 67 Avenue, Hazeldean.

PURPOSE

To accommodate a four-dwelling row house.

C. Wyatt; and T. Mounsef (in favour); and A. Anderson (in opposition) were in attendance to speak to the passing of Bylaw 13086.

L.1.g.Bylaw 13088 – To amend the Zoning Bylaw from (AG) Agricultural Zone, (RPL) Planned Lot Residential Zone and (AP) Urban Parks Zone to (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone, (RF4) Semi-detached Residential Zone, (RF5) Row Housing Zone, (A) Metropolitan Zone, (PU) Public Utility Zone and (AGU) Urban Reserve Zone, located east of 34 Street and north of 23 Avenue, Silver Berry.

PURPOSE

To allow for residential development from single detached family housing to semi-detached housing and row housing. The A Zone will be applied to a portion of Mill Creek. The PU Zone will provide proper zoning for a pipeline and a powerline corridor. The AGU Zone will apply appropriate interim zoning to a school/park site.

D. Morris, Dundee Development Corporation, was in attendance to answer questions in favour of the passing of Bylaw 13088.

L.1.h.Bylaw 13090 – To amend the Zoning Bylaw from (CNC) Neighbourhood Convenience Commercial Zone to (RF3) Low Density Development Zone; located at 10306 – 82 Street, Forest Heights. 

PURPOSE

To amend the Zoning Bylaw as it applies to this site from CNC to RF3. The RF3 Zone provides primarily for Single Detached and Semi-detached Housing while allowing small-scale conversion and infill redevelopment to housing forms containing up to four Dwellings per building. The applicant intends to apply for a Discretionary Use Permit for a four-unit row housing development.

L.1.i.Bylaw 13087 – To amend the Zoning Bylaw from (IM) Medium Industrial Zone to (IB) Industrial Business Zone, located west of Winterburn Road and south of Yellowhead Trail, Winterburn Industrial. 

PURPOSE

To allow for limited industrial and compatible commercial development.

K. Busby, Transamerica Developments Ltd., was in attendance to answer questions in favour of the passing of Bylaw 13087.

L.1.j.Bylaw 13093 - To close portions of road right-of-way located at 113 Avenue and 83 Street, Parkdale. 

PURPOSE

To close portions of road right-of-way located at 113Avenue and 83Street. The closure area has already been consolidated with the adjacent property to the north (Lot31, Block113, Plan0020805) as part of the proposed development of a 5 storey apartment building.

P. Crawford, Park Place Communities, was in attendance to answer questions in favour of the passing of Bylaw 13093.

L.1.k.Bylaw 13094 – To amend the Zoning Bylaw from (RSL) Residential Small Lot Zone to (RPL) Planned Lot Residential Zone, located south of Ellerslie Road and east of 127 Street, Rutherford. 

PURPOSE

To allow for single detached housing.

There were no persons present to speak to the passing of Bylaw 13093.

L.1FIRST, SECOND AND THIRD READING BYLAWS

Mayor B. Smith asked if there was any objection to Bylaws 13058 and 13059 being read together. No one objected.

L.1.l.Bylaw 13058 – To amend Bylaw 5739, as amended, being the Edmonton North Area Structure Plan. 

PURPOSE

To realign the District Commercial site along the east side of 82 Street and reflect changes that have been made within the Klarvatten Neighbourhood Structure Plan since 1997 but never incorporated into the ASP.

L.1.m.Bylaw 13059 - To amend Bylaw 5739, as amended, being the Edmonton North Area Structure Plan, through an amendment to the Schonsee Neighbourhood Structure Plan. 

PURPOSE

To expand the district commercial designation in the southwest portion of the Neighbourhood to the north by adding a 2.0 ha parcel of commercial land north of the collector road along 82 Street, relocate the Medium Density Residential site to the east of the new commercial site and increase the area of the Medium Density Residential site from 1.4 ha to approximately 2.0 ha.

J. Andrew, Scheffer Andrew, was in attendance to answer questions in favour of the passing of Bylaws 13058 and 13059.

Mayor B. Smith asked if there was any objection to Bylaws 13091 and 13092 being read together. No one objected.

L.1.n.Bylaw 13091 - To amend Bylaw 8936, as amended, being the Pilot Sound Area Structure Plan, through an amendment to the Matt Berry Neighbourhood Structure Plan. 

PURPOSE

  1. To eliminate a row housing site and a medium density multiple housing site located west of 64 Street, and expand a row housing site located east of 64 Street.
  2. To change the interpretation of the local road pattern illustrated in the Plan.

L.1.o.Bylaw 13092 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RF1) Single Detached Residential Zone and (RF5) Row Housing Zone, located east of 66 Street and south of the TransAlta Utility right-of-way, Matt Berry. 

PURPOSE

To allow for single detached and row housing residential development.

PURPOSE

To allow for Automotive and Minor Recreation Vehicle Sales/Rentals, Convenience Vehicle Rentals, Gas Bars and Minor Service Stations.

L.1FIRST READING BYLAWS

Mayor B. Smith asked if there was any objection to Bylaws 13081 and 13082 being read together. No one objected.

L.1.q.Bylaw 13081 – To amend Bylaw 11777, as amended, being the Edmonton Municipal Development Plan. 

PURPOSE

To amend Map1 (Land Development Concept) of the Edmonton Municipal Development Plan by redesignating a quarter section of land from ‘Agricultural Area’ to ‘Suburban Area’. The intent of the application is to recognize the existence of the Evergreen Mobile Home Park and allow for future expansion of this development on the north side of the Horsehills Creek ravine.

L.1.r.Bylaw 13082 – To amend the Zoning Bylaw from (AG) Agricultural Zone to(RMH) Mobile Home Zone, (CNC) Neighbourhood Convenience Commercial Zone, (PU) Public Utility Zone, (A) Metropolitan Recreation Zone and (AJ) Alternative Jurisdiction Zone, located north of 167 Avenue NW and west of Meridian Street, Evergreen. 

PURPOSE

To apply the applicable zoning to the existing Evergreen Mobile Home Park and establish the appropriate zoning to allow for the future expansion of the Mobile Home Park north of the Horsehills Creek ravine.
