L. BYLAWS

L.1.a. Bylaw 13639 – To amend The Zoning Bylaw from (AG) Agriculture Zone to (RA7) Low Rise Apartment Zone, (RF5) Row Housing Zone, (RSL) Residential Small Lot Zone, (RPL) Planned Lot Residential Zone, (RF4) Semi-detached Residential Zone, (PU) Public Utility Zone and (AP) Public Parks Zone; located between 142 and 156 Streets, south of Terwillegar Boulevard, South Terwillegar Ø

PURPOSE

To allow low and medium density housing, two stormwater management facilities, a public park and a walkway.

There were no persons present to speak to the passing of Bylaw 13639.

L.1.b. Bylaw 13657 – To amend The Zoning Bylaw from (AG) Agricultural Zone to (AP) Public Parks Zone, (CSC) Shopping Centre Zone, (PU) Public Utility Zone, (RA7)Low Rise Apartment Zone, (RF5)Row Housing Zone, (RF4)Semidetached Residential Zone and (RSL)Residential Small Lot Zone; located east of 142 Street and south of 23 Avenue, Terwillegar 4B Ø

PURPOSE

To facilitate the development of low and medium density residential housing, a commercial site, a pocket park and a stormwater management facility.

There were no persons present to speak to the passing of Bylaw 13657.

L.1.c. Bylaw 13660 – To amend the Zoning Bylaw from (AGU) Urban Reserve Zone and (PU) Public Utility Zone to (AGU) Urban Reserve Zone and (PU) Public Utility Zone; located on the southwest corner of 82 Street and 167 Avenue, Belle Rive Ø

PURPOSE

To facilitate the development of the reconfigured fire station site.

There were no persons present to speak to the passing of Bylaw 13660.

L.1.d. Bylaw 13667 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RSL) Residential Small Lot Zone; located at 1511 – 142 Street, Terwillegar 4B Ø

PURPOSE

To accommodate low-density residential development.

There were no persons present to speak to the passing of Bylaw 13667.

L.1.e. Bylaw 13673 – To close a portion of Blackburn Drive (Blackburn Drive West) on Plan 922 1155; located east of 111 Street and north of Blackburn Drive, Blackburn Ø

PURPOSE

To close a portion of Blackburn Drive. Once closed, the land will be consolidated with the adjacent parcel to the north.

B. Gaetz, Glenhaven Properties Inc., was in attendance to answer questions in favour of the passing of Bylaw 13673.

L.1.c. Bylaw 13660 – To amend the Zoning Bylaw from (AGU) Urban Reserve Zone and (PU) Public Utility Zone to (AGU) Urban Reserve Zone and (PU) Public Utility Zone; located on the southwest corner of 82 Street and 167 Avenue, Belle Rive Ø

Council received formal written notification from the Applicant withdrawing Bylaw 13439.

L. BYLAWS

L.1.g. Bylaw 13591 – To amend Bylaw 7205, as amended, being the Mistatim Area Structure Plan Ø

PURPOSE

To redesignate 4.90 ha of land from Industrial Business to Commercial on the northwest corner of 137Avenue and St. Albert Trail, to allow for a wider scope of commercial use opportunities and update the transportation concept for the area bounded by St. Albert Trail, 156 Street and 137Avenue.

L.1.h. Bylaw 13592 – To amend the Zoning Bylaw from (AGI) Industrial Reserve Zone to (IB) Industrial Business Zone and (CHY) Highway Corridor Zone; located at the northwest corner of 137 Avenue and St. Albert Trail, Mistatim Industrial Ø

PURPOSE

To allow highway commercial uses along the frontage of 137 Avenue and St. Albert Trail, and the development of the adjacent land with compatible industrial business uses.

B. Thoman; and R. Davis, Bunt and Associates, were in attendance to answer questions in favour of the passing of Bylaws 13591 and 13592.

L.1.i. Bylaw 13670 – To close portions of 79 Street and 115 Avenue; located north of 114 Avenue and east of 80 Street, Cromdale Ø

PURPOSE

To close portions of 79 Street and 115 Avenue. Once closed, it is the applicant’s intent to consolidate the closure area with the adjoining Northlands Park property.

A. Danyluk; and G. Luck (in opposition) were in attendance to speak in favour of the postponement of Bylaw 13670.

Acting Mayor B. Anderson asked if there was any objection to Bylaws 13671 and 13672 being read together. No one objected.

L.1.j. Bylaw 13671 – To close a portion of 72 Street, between 112 and 116 Avenues; portion of 73 Street, between Borden Park Road and 115 Avenue; 113, 114, and 115 Avenues, between 72 and 73 Streets; portion of 112 Avenue, between 72 and 73 Streets; a portion of 116 Avenue, between 72 Street and 73 Street; all internal lanes in Blocks 39, 40 and 41, Plan 2677 Q; located north of 112 Avenue, south of 116 Avenue, west of 72 Street and east of 73 Street, Virginia Park Ø

PURPOSE

Once closed, it is the owner’s intent to consolidate the closure areas with adjacent parcels.

L.1.k. Bylaw 13672 – To amend the Zoning Bylaw from (DC2) Site Specific Development Control Provision, (RF1) Single Detached Residential and CNC (Convenience Commercial) Zone to (DC2) Site Specific Development Control Provision; located north of 112 Avenue, south of 116 Avenue, west of 72 Street and east of 73 Street, Virginia Park Ø

PURPOSE

To allow the development of surface parking within an approved expansion area for Northlands Park.

There were no persons present to speak to the passing of Bylaws 13671 and 13672.

Acting Mayor B. Anderson asked if there was any objection to Bylaws 13661, 13662, 13663 and 13664 being read together. No one objected.

L.1.l. Bylaw 13661 – To amend Bylaw 8733, as amended, the Lewis Farms Area Structure Plan Ø

PURPOSE

To move the Community Centre boundary and associated land uses further north to the intersection of 215 Street (Winterburn Road) and Webber Greens Road
(95 Avenue).

L.1.m. Bylaw 13662 – To amend Bylaw 8733, as amended, the Lewis Farms Area Structure Plan, through an amendment to the Webber Greens Neighbourhood Structure Plan Ø

PURPOSE

To accommodate a move of the Community Centre boundary and its associated uses further north within Lewis Farms.

L.1.n. Bylaw 13663 – To amend Bylaw 8733, as amended, the Lewis Farms Area Structure Plan, through an amendment to the Suder Greens Neighbourhood Structure Plan Ø

PURPOSE

To amend the Suder Greens Neighbourhood Structure Plan (NSP), to move the Community Centre boundary and its associated uses further north within Lewis Farms.

L.1.o. Bylaw 13664 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (RPL) Planned Lot Residential Zone and (RF4) Semi-detached Residential Zone; located between Winterburn Road (215 Street) and 213 Street, north of 89 Avenue, Suder Greens Ø

PURPOSE

To accommodate single and semi-detached housing.

J. Davis, Melcor Developments Ltd.; B. Peters; and M. Boychuk (to answer questions in favour); and S. Kirk (in opposition) were in attendance to speak to the passing of Bylaws 13661, 13662, 13663 and 13664.
