L.BYLAWS

L.1.a.Bylaw 12015 – To amend the Land Use Bylaw from DC (RDA) (Edmonton Redistricted Development Area) District (County of Parkland) to IB (Industrial Business) District and PU (Public Utility) District; located east of 199 Street and south of 100 Avenue, Lewis Farms.

PURPOSE

To allow for a range of industrial business uses and development of public utilities, facilities and installations.

There were no persons present to speak to the passing of Bylaw 12015.

Councillor R. Rosenberger entered the meeting at 1:32 p.m.

L.1.b.Bylaw 12025 – To amend the Land Use Bylaw from RSL (Residential Small Lot) District, RPL (Planned Lot Residential) District, PU (Public Utility) District and AP (Public Parks) District to RSL (Residential Small Lot) District, RPL (Planned Lot Residential) District, PU (Public Utility) District and AP (Public Parks) District; located east of 142 Street and north of Cumberland Road, Cumberland.

PURPOSE

To accommodate refinements to a subdivision design for portions of the Cumberland Neighbourhood.

C. Chopko Beck, IBI Group, was in attendance to answer questions in favour of the passing of Bylaw 12025.

L.1.c.Bylaw 12029 – To amend the Land Use Bylaw from AGI (Industrial Reserve) District to IB (Industrial Business) District; located north of 72 Avenue and east of 50 Street, Weir Industrial.

PURPOSE

To allow for business industrial uses on the site.

There were no persons present to speak to the passing of Bylaw 12029.

Deputy Mayor T. Cavanagh asked if there was any objection to Bylaws 12021, 12022, 12023 and 12024 being dealt with together. No one objected.

L.1.d.Bylaw 12021 – To amend Bylaw 11705, being the Heritage Valley Neighbourhood Area Structure Plan.

PURPOSE

To amend the Heritage Valley Neighbourhood Area Structure Plan. To incorporate a commercial shopping centre site into the northwest corner of the neighbourhood and reconfigure the school/park site and stormwater management facilities as well as renaming the plan area to the Blackmud Creek Neighbourhood Area Structure Plan. Several medium density residential sites are also revised or deleted.

L.1.e.Bylaw 12022 – To amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona) to CSC (Shopping Centre) District, RA7 (Low Rise Apartment) District, RF5 (Row Housing) District, RF4 (Semi-Detached Residential) District, RF1 Single Detached Residential) District, RSL (Residential Small Lot) District and PU (Public Utility) District, located south of Ellerslie Road at 107 Street, Heritage Valley.

PURPOSE

To allow for a community shopping centre, low and medium density residential development and stormwater management facilities.

L.1.f.Bylaw 12023 – To amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona) to RF1 (Single Detached Residential) District, RF5 (Row Housing) District and AP (Public Parks) District, located south of Ellerslie Road at 107 Street, Heritage Valley.

PURPOSE

To allow for single family residential development, row housing development and a public park site, respectively.

L.1.g.Bylaw 12024 – To amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona) to RSL (Residential Small Lot) District; located south of Ellerslie Road and east of 111 Street, Heritage Valley.

PURPOSE

To allow for single family residential development.

There were no persons present to speak to the passing of Bylaws 12021, 12022, 12023 and 12024.

Deputy Mayor T. Cavanagh asked if there was any objection to Bylaws 12000 and 12001 being dealt with together. No one objected.

L.1.h.Bylaw 12000 – To amend Bylaw 7464, as amended, being the Palisades Area Structure Plan, for an area located south of the Transportation Utility Corridor to 153 Avenue, and extending west of 127 Street to 142 Street.

PURPOSE

To amend The Palisades Area Structure Plan. To adopt a revised development concept for the lands north of 153 Avenue and include the following changes:

The retention of 167 Avenue through the Plan area and the deletion of 163 Avenue;

The repositioning of neighbourhood boundaries to logically accommodate the retention of 167 Avenue thereby reducing the number of proposed neighbourhoods north of 153 Avenue from four to three;

The reconfiguration of the collector road pattern, the location of school/park sites, and the arrangement of stormwater management facilities;

The deletion of business industrial uses, religious assembly sites and one neighbourhood level commercial site; and

The acknowledgement of a naturally occurring permanent wetland north of 167 Avenue at approximately 135 Street.

L.1.i.Bylaw 12001 – To amend Bylaw 7464, as amended, being The Palisades Area Structure Plan (ASP) to adopt the Carlton Neighbourhood Structure Plan (NSP) and incorporate the Carlton NSP within The Palisades ASP, for an area located south of 167 Avenue to 153 Avenue, and extending east of 142 Street to approximately 135 Street.

PURPOSE

To incorporate a new Neighbourhood Structure Plan (NSP) for the lands south of 167 Avenue to 153 Avenue, and extending east from 142 Street to approximately 135 Street.

M. Pankiw, IBI Group; and B. Thoman, were in attendance to answer questions in favour of the passing of Bylaws 12000 and 12001.

PURPOSE

To allow for a range of low intensity commercial, office and service uses on the sites.

J. Koopmans, D. Kinnaird and E. Garneau were in attendance to speak in favour of the passing of Bylaw 12016.

Deputy Mayor T. Cavanagh asked if there was any objection to Bylaws 11921, 11922 and Item E.1.a. being dealt with together. No one objected.

L.1.k.Bylaw 11921 – To close a portion of 125 Street in Plan 842 2077, located between 140 and 142 Avenues, Baranow.

PURPOSE

To close 125 Street between 140 and 142 Avenues in order to consolidate the roadway with lands on either side of the right-of-way. To create a development site which would accommodate an existing Salvation Army Cathedral immediately east of 125 Street and an associated proposed senior citizen assisted living and long term care residential facility.

L.1.l.Bylaw 11922 – To amend the Land Use Bylaw from IB (Industrial Business) District to DC5 (Site Specific Development Control) District and PU (Public Utility) District; located between 140 and 142 Avenues west of 123 Street, Baranow.

PURPOSE

To create a development site which would accommodate an existing Salvation Army Cathedral immediately east of 125 Street, an associated proposed senior citizen assisted living and long term care residential facility, and an existing landscaped buffer.
