Byron Dare, Senate President, called the meeting to order at 2:41.
Approval of Senate Minutes October 17, 2007: Condie moved, was seconded, and approved.
Jim Cross asked to remove word the word “heated” from Oct. 17 minutes and replace with “passionate” instead.
Report: Byron Dare, Senate President:
Senate will be meeting at the CUB Pub next week and for the December meeting. Noble 130 has been reserved for next winter.

Ron Estler discussed proposed changes in the Chemistry Department. He said these changes would make it easier to advise students. There is a slight change in the minor, and not too many subcurricular changes. Condie motioned to accept, was seconded, and approved.

Paul McGurr discussed GEOL 201, a new geology course that replaces GEOL 401, renaming it Earth Resources, and making it a 200-level course. This is not a change to the major. Cross motioned to accept, was seconded, and approved.

Pam Smith addressed proposed changes to the Math Dept. Senior Seminar which changes from one term to two; this gives students more time to pick a topic. Other departments have had success with this. It will add one credit to the major – one 3-hour course will be changed to two 2-hour courses. Condie moved to accept changes, was seconded, and approved.

Math Major Change to option within a minor
Chuck Riggs discussed proposed Anthropology changes. The first one is in collaboration with AIS; the second one is new and meant to enhance physical anthropology. The third is changing the title to make it broader. Students can repeat ANTH 430 for credit. Betty Dorr motioned to accept, was seconded, and approved.

Paul McGurr discussed the new requirement of Quantitative Reasoning, QR, to all options within the major. This adds an additional course in CSIS (data management) as well as options for students because they can take any QR course. At the last meeting the Senate passed the new Marketing proposal; now SOBA is changing the prefixes to match the new major. All marketing prefixes have changed from BA to MK. Chuck Riggs motioned to accept, was seconded, and approved.
Paul Peterson asked for clarification on the deletion of certain courses and on the change of prefixes because Sports Administration majors need certain SOBA courses. Paul McGurr replied that prefix changes will be noted by the Records office. Dare asked that there be a check on programs impacted by prefix changes during the process.

For the next set of SOBA changes in Accounting and Business Administration courses, Condie moved, it was seconded and approved.
Ryan Haaland asked whether BA 392 could be taken more than once. Paul McGurr: No. Betty Dorr asked if registering for the course involved the same process as Independent Study. McGurr: Yes.

Announcement: Byron Dare, Senate President:
Dare addressed the Institution’s response to the increase in insurance rates. The College Budget Committee discussed it online, and Alternative 1.5 (see handout), suggested by Tom Harrington, was adopted. The idea was to keep employee costs to a minimum without saddling FLC with too large a burden. There was no room for negotiation with the insurance people. Alternative #2 (wherein the institution would absorb all costs) was too much for the FLC budget to handle.
Steve Roderick mentioned that the new rate was based on two factors: 1) claims and costs and 2) that CHEIBA had excess funds and had “bought down the rate” in the past, which is not permanent. There is a chance that the insurance company will give employees another “health premium holiday” next year, maybe in March or April.
Gene Taylor would like to open conversation in the new year regarding the amount of “administrative invasion” into our classrooms, that is teaching hours versus the amount of time faculty spends doing administrative work. He believes the focus should be on teaching, “the calling card of this college,” and the reason many of us came here. He would like to see a recommendation to the Board of Trustees to reduce teaching hours and administrative demands on teachers. Ryan Haaland brought up the idea of a faculty lounge so faculty members don’t have to wait for formal meetings. Taylor asked if there is a faculty lounge in the master plan? Ron Estler mentioned that this experiment was tried in the past, but doesn’t know why it was stopped. Janine Fitzgerald mentioned that Dean Carol Smith is very aware of this problem. Fitzgerald also suggested that FLC bears partial responsibility for creating more administrative work for itself (EGC and TS) and that perhaps we should discuss ways to reduce the administrative burden as an institution. Paul Petersen said that Speak Your Mind sessions have been successful for this kind of thing. Minna Sellers brought up the cost involved in shifting administrative work onto other personnel. Taylor suggested that more money is only part of the answer; we need to raise the standard of living at FLC. Steve Roderick added that Legislature has to approve funding and that the amount we’re getting has been shrinking. Colorado citizens apparently no longer think that higher education is for the common good. The reality is that the State is paying less. Fitzgerald noted that the money issue is always going to be there and that as a college we need to consider how to reduce the bureaucratic burden.
