Minutes/Action Points of the North Hampshire Local Children’s Partnership Meeting on 25th January 2011

1. The Chair & Vice Chair of this LCP were unanimously agreed for 2011 as:

Malcolm Christian – Chair (The HurstCommunity College)

Dion Ellis-Taylor – Vice Chair (Hometree Children’s Centre)

2. Funding – MC reported that the £2500 of LCP set up monies had been spent and that the spending list would be submitted to the LA in February. Monies had been transferred to The Clere for refreshments/food (£500) and The Hurst for outstanding May conference costs and LCP set up (£2000). These were agreed as acceptable. No advice re funding for 2011/12 had been received.

3. Key Data – an example of the key data sets available for the LCP was given. Colleagues were asked to indicate if they wished to receive the extensive data via email.

4. Aims/objectives of the LCP

Following a request from the previous meeting MC circulated the aims of the Hampshire Children’s Trust (linked to ECM outcomes). Colleagues were reminded of the 2 key aims of the 4 Basingstoke & Deane LCPs:

  • Improving attendance
  • Increasing parental engagement (especially of hard to reach groups)

A brief discussion was held about the width of initiatives the LCP could realistically take on.

5. Updates

i) Attendance – a second sub meeting had been held at The Hurst on January 13th. It had been agreed with partners and Julie Alden to further focus the attendance project – on the schools within a distinct spatial cluster – Bishopswood Infant, Bishopswood Junior, Burnham Copse Primary and The Hurst Community College.

ii) Parental Engagement (and see 6 below) – progress on initiatives within the Testbourne, Clere and Hurst “catchments” were briefly described.

6. Showcasing Good Practice

Ali Armstrong (acting Head, TadleyPrimary School) outlined progress being made with the ten day “Circus” Project to be held in Tadley during July. A venue – The Hurst – had been agreed. An active steering group had met three times and a draft programme agreed for further discussion on 17th February. Lyn Downes had been co-ordinating actions and Malcolm Christian seeking financial support. The project was proving to be a natural focus for drawing multi-agency, parental groups and schools together. Further specific details were to be given at the next LCP meeting.

7. LCP Action Plan

An Action Plan template being used by other LCPs was distributed.

An example of “pen portraits” from the Test Vally LCP was also distributed.

It was agreed that our LCP would use the above templates to structure our Action Plan. Colleagues were asked to work individually or in groups for 30 minutes to create their Action Plan during this meeting. Other colleagues who needed to consult were asked to submit their plan elements by 5th February.

Draft Action Plans will be shared with LCP colleagues by February 18th.

8. AOB

i) Shelia Compton from Connexions was concerned about the impact of service cuts on capacity.

ii) Agenda items for the next meeting – an invitation to Jayne Shelbourne-Barrow to give a presentation regarding teenage conception/pregnancy.
