1. SKDC Beverly Agass, Chief Executive

A letter has been received from Beverly Agass, the new Chief Executive of SKDC. She has asked officers to organise two parish forum meetings, one in the north and one in the south of the district. The idea behind the forums would be to share in more detail the planning policy and development processes and to provide an opportunity to highlight the issues that act as a barrier to working together. The sessions will be informal and following input a revised approach would be put forward at the Parish Council conference on 24th November. A representative is required to attend the meeting at the Bourne Corn Exchange on Thursday 29th October 2009, at 7pm.

2. SKDC – British Telecom Public Payphones – option to adopt. (copy sent to members)

BT has asked SKDC to contact BTC to establish whether it would like to adopt the telephone kiosk in our local area; under the parameters of 2006 OFCOM guidance SKDC can lodge an objection which prevents BT from making any changes to telephone kiosks in the South Kesteven area without express permission. The kiosk in question is in Dyke, and SKDC are requesting the parish’s preferred option of either:-

  1. adopting the kiosk (the box would remain but the telephony equipment would be removed
  2. requesting that SKDC lodges an objection meaning that BT would be unable to remove the equipment without express permission
  3. doing nothing meaning the kiosk would be unprotected and be subject to future BT initiatives

In the ensuing discussion it was felt that the people of Dyke should be asked what they would like to do, bearing in mind that the issue of public liability insurance must be adequately and appropriately explained to any resident wishing to have “hands-on” input. It was

1170PTO DISCUSS SKDC SITE ALLOCATION DPD (consultation period from 15/10/09 to 04/12/09)

Following perusal of a CD containing this consultation document the suggested sites in Bourne were discussed. It was noted that large industrial areas must be allocated and protected to allow for the potential future use by major business concerns.

After discussion of the suggested sites, whenit was noted that the agreed/approved Core Strategy allocates enough housing in Bourne to meet needs until 2026 (except for small individual sites) when improved infrastructure will be in place, the following comments were made:

1171PTO DISCUSS ANY BUSINESS WHICH THE CHAIRMAN MAY LEGALLY BRING TO THE COMMITTEE’S ATTENTION

The Town Clerk made the Committee aware of the following

  • Meeting with Sgt Crisp – Wednesday 21st October 2009 re problems in Bourne with LGVs. Sgt Crisp recognises the problems and agreed that lowering the volume of heavy traffic would be of benefit to all. Police support would be available on the basis that every now and then time could be set aside to specifically concentrate on LGVs if weight restrictions were imposed on West Street. She will carry out research on accidents etc and set up a meeting with LCC Highways for discussions (Town Clerk to be included in the meeting). Sgt Crisp will attend a meeting of Highways & Planning Committee BTC in either December 2009 or January 2010
  • Re Browning Court – Mr Brumfield (LCC) has contacted the owners of 2 Hereward Street who have agreed in principle to the sale of part of their garden to give a footway width similar to that on Hereward Street itself. This process may take some time due to the complex nature of the change of ownership. Regarding a one-way system, BTC’s request will be added to the database for investigation in the future when resources become available
  • Bourne Eau Bank Crest Works 2009 – This work (Before Xmas 2009) will be to carry out minor improvement works to the bank crest (location plans available), namely to reduce the bank crest height to an agreed level of 4.35mAOD. The works will also increase the crest width to 4m wide and remove crest rutting to make better plant access for maintenance works and provide a safer working area
  • Dance & Supper, Robert Manning College Hall on Saturday 21st November 2009 at 8pm to midnight; tickets £10 each from Cllr Mrs H Powell. Proceeds to help fund local Heritage TV programmes
  • Cllr Mrs J Smith informed the meeting of a Coffee morning, Meadow Close on Saturday 7th November 2009 by the Women’s Division of the British Legion in aid of the Poppy Appeal
  • Members were reminded of the Remembrance Day Service Sunday 8th November 2009
