There were no comments or amendments but the minutes were not able to be confirmed as the meeting was not quorate because no Staff Side member was able to attend.

4.1.1 / HEALTH AND SAFETY
Draft CHP Health & Safety Work Plan 2012 – 2013
Section 1
Julie O’Neill has prepared the first draft of the CHP H&S Work Plan for 2012-13. She is still chasing up some of the Services in relation to Items 1.1 and 1.2 and is working with Dr Keith Morris in relation to the SAB procedure being developed for review of cases within the CHP.
Section 2
Update still awaited in respect of Item 2.1 and Item 2.2 is being raised at the Cameron Site Users Group. Julie O’Neill will contact Jimmy Ramsay regarding Item 2.4 to obtain details of the maintenance plan for PAT testing.
Julie O’Neill advised that she has been asked to look at the CARF standards for H&S and these may be added to the Work Plan. / JON

5.1 / EXTERNAL NOTICES AND ALERTS REPORT
Two reports on agenda as no meeting held in March. There are no issues and now down to 19 average number of days to return reports

6.1 / RIDDOR REPORT
Regular 6 monthly report. No specific issues – relevant Services involved – Mental Health, Older People and Rehab. Changes to RIDDOR reporting also highlighted.
The CHP H&S Group noted the Report.

7.1 / COMMUNITY DRIVERS DANGEROUS GOODS – UPDATED GUIDANCE
Updated guidance has been received and issued to all Services. The CHP H&S Group noted the circulation of the new guidance.
Procedures for Community Drivers to come to the next meeting.
Moira Dunsire raised concerns that the fire extinguisher exemption certificate is out of date but Julie O’Neill advised that Ian Scott is monitoring the situation.

8.1 / HAIRT REPORT
This report has been to NHS Fife Board who have instructed that it be circulated to all Fife Services.
This will now be a standing agenda item at each meeting and Margaret Selbie will pick this up. / MSe

9.1 / FIRST AID CEL (2008) 43
This outlined minimum standards for Health Boards and work in this CHP started in 2009. It has now come to the H&S Group to ensure all correct systems now in place.
Julia Johnston advised first aid training is available and will issue details of dates. Marian Sapcote will discuss CHP requirements with Heather Fernie and Julie O’Neill will issue an updated table of Services. / JJ

10.1 / HAI POINT OF PREVALENCE REPORT (NATIONAL & CAMERON REPORTS)
This report has been issued by the Infection Control Committee and has come to the CHP H&S Group for noting.

11.1 / SKIN HEALTH SURVEILLANCE
This was brought to the CHP H&S group to highlight the decrease in staff referrals and Anne Callaghan referred to issues in the Ward with the products that staff have to use.
Fiona MacKenzie saw 2 issues:
  • Who has problems?
  • Is there a process in place to manage them?
Dr Anderson queried if a scoping exercise was needed but Mary Porter said that it should be left to the Lead Nurses to manage. Dr Anderson requested that an update be brought to the H&S Group in a few month’s time. / AC/JG

12.1 / OHSAS INTELLIGENCE REPORTS
Two reports on the agenda as there was no meeting in March. The changes to RIDDOR reporting from 06/04/12 changing from 3 days to 7 days were highlighted. Changes over 3 days still need to be recorded but not reported on RIDDOR.

13.1 / INFECTION CONTROL UPDATE
This is the regular update and the main points were highlighted:
  • Health Protection Scotland have issued an Infection Prevention and Control Manual
  • There are issues with Norovirus throughout the country – not just in Fife.
  • There is currently no C-Diff in K&L CHP.
  • There is an increased incidence of whooping cough being reported across Scotland.
  • HEI Brief extends to community hospitals from October 2012
