MINISTRY OF THE PUBLIC SERVICE, INFORMATION AND BROADCASTING
VACANCY NOTICE
Applications are invited from suitably qualified persons for appointment to the post of CIVIL ENGINEER III - Ministry of Infrastructure, Port Services and Transport.
RELATIONSHIPS AND RESPONSIBILITIES:
1. Works under the direction of and reports to the Deputy Chief Engineer.
2. Required to respond whenever necessary to the Chief Engineer, Ministry of Infrastructure Port Service and Transport on matters related to work in progress.
DUTIES AND TASKS:
- Carries out investigations/research into all public complaints as may be directed.
- Analyses results of investigations carried out by others with a view to drawing conclusions and making recommendations.
- Conducts research on environmental and civil engineering issues.
- Investigates and report contractors concerns as may be required.
Designs
- Carries out designs of civil engineering structures as may be required.
- Modifies designs done by self or others in function of site conditions of new developments.
- Reviews designs done by others as may be required by the Deputy Chief Engineer.
Project Feasibility Study & Design
- Prepares project proposals as may be required by GOSL and/or funding agencies.
- Prepares terms of Reference (TOR) as directed by MIPS&T.
Project Implementation
- Represents the interest of the Government as it relates to the construction contract and proper execution thereof.
- Examines and makes recommendations on all claims from the contractor for extension of time, compensation, work or expenses or other similar matters.
- Prepares and submits reports on project works, contractors’ performance, quality of works and the project’s financial status and forecasts. Inform on problems or potential problems that arise in connection with the works contract and make recommendations to MCWT&PU for possible solutions.
- Proposes and presents any changes in the Contract Documents that may be deemed necessary for the completion of works, including information on any effect the changes may have on the contract amount and the time of completion of the project, and prepares all special specifications and other details.
- Provides timely assistance and direction on all matters related to the interpretation of the Contract Documents, quality control testing and other matters related to contract compliance and progress of a project.
- Prepares and maintains inspection and engineering reports and records to adequately document the progress and performance of the works.
- Reviews as many as necessary, all laboratory and field-testing of materials and equipment products needed to assure that the quality standards specified in the contract documents are met.
- Inspects the safety aspects of the construction and temporary works to ensure that adequate measures have been taken to protect life and property.
- Reviews and approves contractors’ proposals for traffic management during the execution of the proposed works.
- Performs all other tasks not specifically mentioned above, but which are necessary and essential to successfully supervise and control all construction activities in accordance with the terms of the works contract.
- Assists in preparing the fiscal budget (New Initiatives) for the Technical Services Department.
- Keeps accurate statistics of all works carried out during the fiscal year.
- Assists in preparing annual and quarterly road maintenance programmes.
- Prepares daily time use logs.
24. Performs other such related duties as may be assigned from time to time by the Chief Engineer or Permanent Secretary.
CONDITIONS:

· This post is scheduled traveling. The officer is required to maintain a motor vehicle for the proper performance of his/her duties, and will receive a travelling allowance on accordance the Public Service approved rates.

3. Report quality as reflected by their clarity and accuracy;
4. Promptness in completing assignments, including time use logs;
5. Proven knowledge, understanding of, and the effective application of Civil Service rules and regulations;
6. Administrative problems handled and the effectiveness of solutions implemented to resolve them;
7. Compliance with Departmental Guidelines and Standard Operating Procedures.
SKILLS, KNOWLEDGE AND ABILITIES:
· A working knowledge of and ability to interpret Civil Service Rules and Regulations and Operating Procedures, Staff Order, Financial Regulations, Collective Agreements, etc.
· Familiarity with the standard operating procedures contained in the Department’s Operating Manual.
· Familiarity with the International Federation of Consulting Engineers (FIDIC) and ICE Conditions of Contract, CESMM.
· Decisiveness, sound judgment and demonstrated clarity in issuing directives.
· Ability to manage relationships including contractors towards dispute resolution.
· Willingness and skills to do a combination of communications, coordination, documentation and detailed technical work.
· Demonstrated ability to work analytically at both a detailed and strategic level.
· Excellent verbal and written communication skills. In particular, ability to analyse complex technical issues and succinctly convey conclusions, inferences, and applications in general terms understandable to diverse technical and public audiences.
· Hands-on experience in applying resource economics to changes in design conditions.
· Experience and proficiency with documentation techniques and systems.
· Research design experience.
· Strong knowledge of spreadsheet analysis tools and ability to review and troubleshoot.
· Ability to work independently with minimum supervision.
QUALIFICATIONS:
Master’s Degree in Civil Engineering with two (2) years post qualifying experience or experience in a post at Grade 14. Project Management and Research Design experience would be an asset.
Or
Bachelor’s Degree in Civil Engineering plus four (4) years post qualifying experience or experience in a post at Grade 12. Project Management and Research Design experience would be an asset.
SALARY
Salary is at the rate of EC $69,665.49 per annum (Grade 16 Step 1)
