Call for Proposals under Water Technology Initiative (WTI-2016)

for

Research and Technology Stream

1. Preamble:

Water Technology Initiative is a demand oriented user centric initiative which includes development research in laboratories as well as application research in field. The scope of initiative covers the entire value chain of R&D right from water oriented fundamental and applied research, pre competitive technology development, technology based classification & assessment of technology options, pilot- demonstration of technology leads from laboratories and academic institutions to evolve a basket of technology options and mounting of technically, socially, environmentally and eventually affordable convergent solutions suited to socio-economic context.

  1. Objective of Call:

The objective of the call is to mobilise development and applications research proposals having strong solution science orientation. The need of scientific work, gap in existing knowledge and demand for deliverables emanating from the project should be firmly established in the proposal. The present Call would support thematic R&D on issues related to Water Availability, Water Quality and Water Recycling. The call would also support specific projects on Water Energy Nexus.

3. Scope of call: The call would include following components:

3.1 / Components-WR:(Research stream) / Water oriented fundamental & applied research to promote high quality, cutting edge breakthrough research innovation. This scientific investigation should aim to establish 'Proof of Concept' for technology development.
Eligible Participants:
Project Cost: / Faculties/ Scientists working in regular position in recognised
Academic Organisation/ Public funded R&D Institution/ Laboratories.
Upto Rs. 50 lakh
Project Duration: / 3 years maximum
3.2 / Component-WT: (Technology stream) /
  • Assessment of existing technology option and evolving promising alternatives.
  • Pre-competitive technology development. The endeavour should lead to a lab or pilot scale demonstration system in field during the tenure of the project.

Eligible Participants:
Project Cost: / Faculties/ Scientists working in regular position in recognised
Academic Organisation/ Public funded R&D Institution/ Laboratories, Participation of Industry/Start Upsis preferred. NGOs can participate as collaborator to lead organization.
Upto Rs. 150 lakh.
Project Duration: / 3 years maximum

4. Thematic Areas: The present call would support thematic R & D and Technology Development projects on following topics:

  • Research on novel concepts to make water available from sustainable sources in water scarce areassuch as pulling water from air, extracting moisture from plants.
  • Innovative treatment options for water contamination due to pesticide, other use-derived residues and emerging contaminants such as personal pharmaceutical care products (PPCP).
  • Novel rapid contaminant detection sensorsfield kits for testing portability of water for conformity to specifications,(e.g. online detection kits for bacterial contamination).
  • Decentralized Waste Water Treatment technologies for domestic/ community applications
  • Innovative Waste water treatment options with specific focus to industrial, agricultural and residential use, (e.g. Zero Liquid Discharge Technologies to treat waste water, recycling of sewage or waste water for toilets).
  • Broad spectrum new generation treatment technologies to overcome limitation of existing systems such as ion selective membranes, capacitative deionisation etc. for efficient and effective removal of biological, chemical and physical impurities in drinking water.
  • Fluoride, Arsenic Nitrate detection and mitigation options from drinking water.
  • Technologies for harvesting rain water and storm water including rejuvenation of traditional structure and design of innovative water augmentation structures.
  • Scientific challenges involved in river cleaning with possible application in Clean Ganga Mission.

The above list is illustrative and proposals having clearly established relevance to prevalent and emerging water challenges facing country would be entertained.

5. Call Dates

Call Opening Date:13th April, 2016

Call Closing Date:31stMay, 2016

6. Proposal Evaluation:

The proposal received will be screened by an Initial Screening Committee comprising of experts in the area based on criteria evolved for the purpose, meeting the objectives of call, in general and thrust of individual components viz Water Research (WR) & Water Technology, (WT) stream. The PIs/ groups / organisations of shortlisted proposals will be invited for presenting the proposal to Programme Advisory Committee (PAC)/ Task Force (TF) for making appropriate recommendation on suitability of the proposal for support.

DST would process the recommendations of PAC for suitable administrative approval and financial concurrence, wherever required.

7. Proposal Submission:

A proposal submitted by the same individuals or groups under the different streams/ components of the call is discouraged. An individual can submit only one proposal in any capacity (PI/Co PI/Collaborator) in only one stream (Research/Technology). PIs of ongoing projects can apply only if their ongoing project has completed one year tenure as on date of closing of call. Executive Summary of the project proposal clearly indicating the component/stream applied for Water Research (Component WR) / Water Technology (Component WT ) in .doc file and complete project proposal with all enclosures (1 marked original + 2 hard copies + 1 soft copy as .doc file) along with filled up Executive Summary in prescribed format should reach Dr. Neelima Alam, Scientist 'E', Technology Mission Division, Department of Science & Technology (DST), Technology Bhavan, New Mehrauli Road, New Delhi- 110016 by the closing date of the call. Soft copy is also to be emailed to . The proposal should be received in DST on or before31stMay 2016.
