Ministry of Rural Rehabilitation and Development invites all eligible bidders to participate in bidding process of Construction of Office Building for Regional Programs Office under the Asia Development Bank (ADB) Fund" and submit their sealed bids according to the terms and conditions of standard bidding document (SBD). A complete set of Bidding Documents English may be purchased by interested Bidder upon payment of a non refundable fee 1000 AFN in accordance with provisions of procurement law and rules of procedures from date of publication of notice from 4 April, 2017 to 6 May, 2017.

Receiving of Standard Bidding Documents (SBDs) and submission of Bids will take place up to

6 May, 2017 at 14:00 Hrs the last deadline for submission of bids. Late bids and electronic bids will not be accepted.

Bid security will be (bank guarantee) and qualification requirements include:

Qualifications requirements include:

1.  Minimum average annual construction turnover of AFN 42,000,000 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.

2.  Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds AFN 17,000,000 The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).

3.  Using Form PER-1 and PER-2 in Section 4 (Bidding Forms), the Bidder must demonstrate that it has personnel who meet the following requirements:

4.  Using Form EQU in Section 4 (Bidding Forms), the Bidder must demonstrate that it has the key equipment listed below:

5.  Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than the amount is AFN 9,000,000

8. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 1000 AFN. The method of payment will be cash. The Bidding Documents shall be collected by the bidders from the address below.

9. The bidders or their authorized representatives are invited to attend a pre-bid meeting which will take place on 17 April, 2017 at 10:00 Hrs, R.PROGRAM-MRRD, Main Office Kabul, Afghanistan, to clarify issues and to answer any matter that may be raised at that stage. Attendance in the Pre-bid meeting is not compulsory.

10. Bids must be delivered to the address below at or before 6 May, 2017 14:00 Hrs. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on 6 May 2017 at 14:00 Hrs, hours Kabul local time. In case the deadline date for bid submission/ opening is declared a holiday for the Employer, the bids may be submitted up to the specified time on the next working day.

11. All bids shall be accompanied by a Bid Security of 1,000,000 AFN issued by a bank acceptable to the employer (bank guarantee)
