Bina Bonale Pineapple Project Business Plan and modelling

Terms of Reference

BACKGROUND

The Ministry of Commerce, Industries, labour and Immigration together with partnership from Ministry of Agriculture and Livestock, Bonale Land Trust Board, pineapple farmers of West Kwaio, Ministry of Development Planning and Aid Coordination and the Malaita Provincial Government are setting up a Community Cooperative Partnership to establish a Pineapple Factory/ Mill in Bonale, West Kwaio.

A pre-feasibility report made by Ministry of Commerce, Industries, labour and Immigration together with partnership from Ministry of Agriculture and Livestock, and Development Planning and Aid Coordination have highlighted the viability of the project. In July 2017, the cabinet have endorsed the findings and have asked for the implementation of the proposed project.

Therefore, the Project Steering Committee has been established to oversee and guide various technical ministries, stakeholders and contractors on effectively and efficiently implementing the various tasks/ milestones highlighted on advised timeframe and follows government financial, procurement and management procedures. Most of all of ensuring that development outreaches to the rural people and that the natural resources of all Solomon Islands are used to its fullest maximum for income and livelihood purposes and promote investment for all Solomon Islanders.

Thereby, one of the key areas that needs to be implemented for this project, are the implementation of the various technical studies. Thereby one of the key technical study to be carried out is the Business Plan for the Bonale Pineapple and the West Kwaio pineapple farmer associates.

MAIN RESPONSIBILITIES

  • Develop new concept / service for businesses that want to contribute meaningful to sustainable development; especially for the proposed pineapple factory at Bonale.
  • In collaboration with identified reps from MAL and MCILI, the consultant will define the management structure that needs to be adopted by the pineapple factory and the farmers’ association.
  • Provide business planning assistance to the Technical committee for the Pineapple Project on specific businesses, financial planningtechnical planningalliance building and investor seekingtechnology and supplier information and connections, business plan preparation and linkages to the financial institution.
  • Indicate linkages with international suppliers and funding sources.
  • Collaborate with identified task groups and the reps from MAL/ MCILI to work on regulatory framework development and broader regional promotion activities.
  • Develop and provide guidance and assistance with customized financial models for micro financing for pineapple farmer associations and loan schemes for the startup of the pineapple business that will be acceptable to financing institutions and investors.
  • Illustrate business opportunities to stimulate other income/ livelihood interest and inputs for the other local business groups, associations, provincial government of Malaita and other stakeholders.
  • In collaboration with identified reps from MAL and MCILI, the consultant will be required to provide an analysis of the present scenario and develop a detailed business, costing and marketing plan that is expected to provide overall direction to the farmer distribution and supply and overall establishment of the pineapple factory operations making it sustainable, efficient and growth oriented in the long run.

OUTPUTS/DELIVERABLES

The consultant or consultancy firm should ensure that the business plan should be time bound and show clear achievable targets within defined timelines. The Business Plan to have the following sections at the minimum:

  1. Executive summary
  2. Analysis of the services offered
  3. Analysis of the organizational status, skill sets, running cost (broken to each services) and gaps thereof
  4. Analysis of the market and potential customers
  5. Comparative advantage
  6. Business Model and description of operation/s for each services
  7. Costing for each services
  8. Marketing strategy
  9. Modified organizational management structure & new skill sets
  10. Projection of business returns over 5 years
  11. Financial/funding needs till break-even status

CORE SKILLS

  • Analyzing skill sets and organizational structures required of different groups of functionaries in a multi-dimensional set-up preferably in large business operation, SME and Community Cooperative business modeling.
  • Good analytical skills;
  • Excellent knowledge of Microsoft Office (Outlook, Word, Excel, PowerPoint), Internet application and research;
  • Excellent written and oral communication and presentation skills;
  • Mobility (ability to travel to the Malaita Province, about 40 % of working time);

QUALIFICATION

  • Bachelor inCommerce and Marketing, Business and Marketing or other relevant fieldscoupled with 5 years of experience in the related field.
  • Experience inanalyzing skill sets and organizational structures required of different groups of functionaries in a multi-dimensional set-up preferably in large business operation, SME and Community Cooperative business settings.
  • Experience with setting up and developing new business concepts/ services either as an entrepreneur, within a larger organization or as independent adviser;

BUDGET

Estimated rate of $SBD2, 500 – $SBD3, 000 per day

SUPERVISION

  • The Consultant will report directly to Directorof Industrial development Division, Mr. Jacob Gala, the technical management team of the Bonale Pineapple Project and the Permanent Secretary of Ministry of Commerce, Industries, Labour and Immigration.
  • In Malaita, the consultant will be supervised by Mr. Dona Maneotoa, the Chief Industrial Officer, Malaita Office,Ministry of Commerce, Industries, Labour and Immigration.
  • All of the consultants findings and reporting will be forwarded to the Technical Working Group of the Bonale Pineapple Factory Project and seek their clearance.
