Milk Income Loss Contract Glossary

1.  Introduction

The glossary is used to define terminology specific to the Milk Income Loss Contract project, explaining terms that may be unfamiliar to the reader of the use-case descriptions or other project documents. This document can be used as an informal data dictionary, capturing data definitions so that use-case descriptions and other project documents can focus on what the system must do with the information.

4.  Definitions

4.1  Actors

4.1.1  MILC Viewer

The MILC Viewer actor has the ability to view MILC information within the MILC System. The MILC Viewer consists of Producers that are associated with a Dairy Operation and FSA employees and contractors.

4.1.2  MILC Data Steward

The MILC Data Steward actor has the ability to maintain MILC information within the MILC system. The MILC Data Steward consists of FSA County employees and contractors.

4.1.3  MILC Administrator

The MILC Administrator actor has the ability to maintain system information with the MILC system. The MILC Administer consists of a small set of key FSA employees and contractors.

4.2  Business Terms

4.2.1  eAuthentication

The USDA solution for authentication and coarse-grained authorization.

4.2.2  Class I Milk

Fluid milk, including milk components, classified as Class I milk under a Federal Milk Marketing Order.

4.2.3  Commodity Credit Corporation

A solely owned government corporation within the United States Department of Agriculture.

4.2.4  Common Computing Environment

The System will be built on a common Information Technology (IT) investment strategy, common telecommunications capability, common office automation tools, common administrative applications, and a common IT support organization.

4.2.5  Contract Application

Form CCC-580, the Milk Income Loss Contract.

4.2.6  Contract Application Period

The date established by the Deputy Administrator for producers to apply for program benefits.

4.2.7  County Committee

The FSA county committee.

4.2.8  County Office

The local FSA office.

4.2.9  Dairy Operation

Any person or group of persons who as a single unit as determined by CCC, produce and market milk commercially produced from cows and whose production facilities are located in the United States.

4.2.10  Eligible Production

Milk that was produced by cows in the United States and marketed commercially anytime during the period of December 1, 2001, through September 30, 2005, up to a maximum of 2,400,000 pounds per dairy operation per FY.

4.2.11  Extensible Authorization System

The FSA solution for fine-grained authorization.

4.2.12  Farm

Made up of tracts that have the same owner and the same operator.

4.2.13  Farm Service Agency

The Department’s principal organization for promoting the security and stability of America’s food supply. FSA serves the public by providing all farmers and ranchers with access and the opportunity to participate in farm commodity, credit, conservation, environmental, and emergency assistance programs.

4.2.14  Federal Milk Marketing Order

An order issued under section 8c of the Agricultural Adjustment Act (7 U.S.C. 608c), reenacted with amendments by the Agricultural Marketing Agreement Act of 1937.

4.2.15  Fiscal Year

The year, beginning October 1 and ending the following September 30. For example, the 2003 FY begins October 1, 2002, and ends on September 30, 2003. The 2002 FY, which includes the transition period, began on December 1, 2001, and ends on September 30, 2002.

4.2.16  Hundredweight

A unit of measure.

4.2.17  Marketed Commercially

Sold to the market to which the dairy operation normally delivers whole milk and receives a monetary amount.

4.2.18  Master Reference Table

A FSA standard system that provides a common set of data used across multiple agencies. For these project data will be provided for states, counties, offices and there serviced locations.

4.2.19  Milk Handler

The marketing agency to or through which the producer commercially markets whole milk.

4.2.20  Milk Income Loss Contract

Program documents including applicable contract appendix, entered into between CCC and the participant. Such contract shall set forth the terms and conditions for participation in the MILC program and receipt of MILC payments.

4.2.21  Milk Marketing

A marketing of milk for which there is a verifiable sales or delivery record of milk marketed for commercial use.

4.2.22  National Payment Service

A FSA standard system used to issue program payments.

4.2.23  Participating State

Each of the 50 States in the United States of America, including the District of Columbia, and the Commonwealth of Puerto Rico.

4.2.24  Payment Pounds

The pounds of milk production for which an operation is eligible to be paid.

4.2.25  Producer

Any individual, group of individuals, partnership, corporation, estate, trust association, cooperative, or other business enterprise or other legal entity who is, or whose members are, a citizen of, or legal resident alien or aliens in the United States, and who directly or indirectly, as determined by the Secretary, shares in the risk of producing milk, and makes contributions (including land, labor, management, equipment, or capital) to the dairy farming operation of the individual or entity that are at least commensurate with the share of the individual or entity of the proceeds of this operation.

4.2.26  Secretary

The Secretary of the United States Department of Agriculture or any other officer or employee of the Department who has been delegated the authority to act in the Secretary’s stead with respect to the program established in this part.

4.2.27  Service Center

The local FSA Office.

4.2.28  Service Center Information Management System

A FSA standard system that provides producer information.

4.2.29  Single Unit

The land, cattle, or equipment under separate and distinct control used to commercially market milk produced from dairy cows that may or may not be located in a single facility or multiple facilities.

4.2.30  Tract

A unit of contiguous land that is under 1 ownership and operated as a farm or part of a farm.

4.2.31  Transition Period

The period from December 1, 2001, until the time the dairy operation enters into MILC with CCC.

4.2.32  United States

The 50 States of the United States of America, the District of Columbia, and the Commonwealth of Puerto Rico.

4.2.33  Verifiable Production Records

Means evidence that is used to substantiate the amount of production reported and that can be verified by CCC through an independent source.

4.3  Technical Terms

4.3.1  Use Case

A description of the Systems ability to handle real world scenarios.
