MIDDLEBOROUGH GAS & ELECTRIC DEPARTMENT POSITION DESCRIPTION

POSITION TITLE: Electric Compliance Engineer

DIVISION: Electric Division

SALARY RANGE: $60,000 - $75,000 depending on education/experience, plus benefits

EFFECTIVE DATE: July 7, 2014

DUTIES:

Under the direction of the Electric Division Engineer, the Electric Compliance Engineer will coordinate environmental and reliability compliance and reporting programs, including maintenance of North American and regional electric reliability standards. He/she will participate with an internal team and industry consultants to plan for growth of the MGED electric distribution system, expand energy conservation programs, and to develop and maintain digital records of the electric distribution system and facilities.

Specific duties and responsibilities include:

A. Compliance:

1. Maintain and expand compliance programs for Electric and Gas Divisions.

2. Coordinate NERC (North American Electric Reliability Corporation) and NPCC (Northeast Power Coordinating Council) analyses, standards and filings.

3. Set up information retention and reporting for State and Federal greenhouse gas monitoring; prepare annual and periodic filings.

4. Participate in industry seminars and work groups on compliance issues; track anticipated changes and represent MGED municipal interests in standards development.

5. Coordinate hazardous waste reporting, handling and disposal, ensuring compliance with federal, state and local regulations.

B. Planning and Design:

1. Work with senior staff to design electric distribution system facilities in compliance with applicable local, state and federal codes to assure safety, adequacy and reliability.

2. Lay out new overhead and underground facilities.

3. Meet with Town Officials, project developers, builders and new customers to assess electrical needs.

4. Obtain permits and easements required for new facilities.

5. Prepare drawings of new facilities. Complete intercompany notices and memoranda for exchange with other utilities.

C. Operations:

1. Assist in scheduling line crews to ensure timely and orderly completion of projects.

2. Work with Electric Division Engineer, Electric Division Manager and Assistant Manager of Operations, to supervise station operators when necessary. Assist in operation and maintenance of the substation.

3. Assist line crews and station operators during switching operations and outage restoration, working with the Electric Division Engineer, General Foreman and Electric Division Manager.

4. Update electrical circuit maps and records, and support digital record development and maintenance.

5. Perform other work related to electric engineering as needed.

D. Financial and Procurement:

1. Assist Electric Division Manager to prepare operating and capital additions budget.

2. Work with the Electric Division Engineer to prepare bid specifications and documents as needed. Review bid results and recommend bid awards.

BASIC KNOWLEDGE:

Qualified candidates will have, at a minimum, a B.S. in Electrical Engineering. A working knowledge of the National Electrical Code preferred. Familiarity with electric distribution systems, regional/national electric industry and experience with auto-CAD a plus.

EXPERIENCE:

One to two years of related engineering work experience preferred; recent engineering program graduates may cite comparable course and/or internship experience.
