1. Introduction
(1.1) Brief history objectives and rationale of the Mid-Day-Meal Programme :-
With a view to enhance enrollment, retention and attendance and simultaneously improve nutritional levels among children, the national programme of nutritional support to primary education (NP-NSPE) was launched as a centrally sponsored scheme on 15th August 1995 in the state (United Bihar). 3 k.g dry food grains per student per month was being distributed to the students of Primary stage (class I to V) of the Government schools.
As per the interim order passed by the Hon'ble Supreme Court in the Case No- W.P.(C) 196/2001, Union of Civil liberties versus Union Government, Mid-Day-Meal scheme was started in the State of Jharkhand in Nov. 2003 on a pilot basis in 3140 Government Primary schools in 19 districts .
The Government has issued resolution no 2029 dated 14.8.2003 giving broad guidelines their-in to facilitate the implementation of this scheme. Now the scheme is covering all the Government schools, Gram Shiksha Abhiyan Vidyalyas, Education Gurantee Scheme, Government Aided (including minority) schools. Recognized Madarsa, recognized Sanskrit Vidyalaya and A.I.E Centers. In the year 2007-08, from the month of October 2007 the scheme was extended to the student of class VI to VIII of above category of school.
The basic objectives of the Mid-Day-Meal scheme are to prevent children from malnutrition, achieve universalisation of Primary Education by increasing enrollment, retention and attendance of students and there-by reducing dropout rate and to improve the nutritional level of children.

Jharkhand is an agrarian society with skewed land to man relationship in the rural areas. This relationship adversely affects the education and economic growth in rural Jhakhnad . The general rural population is very poor. The socio economic factors and lack of awareness due to illiteracy have been the main factors responsible for low literacy in Jharkhand.

(2) Description and assessments of the programme implemented in the year current year (2008-09) with reference to:-
(2.1) Calorific/ Protein value of the Mid-Day-Meal provided:-

(2.2) Regularity and whole someness of Mid-Day-Meal served to children reasons for programme interruption if any .
Except for very few districts such as Pakur, Sahebganj, Godda, Garhwa, and Dhanbad and Deoghar M.D.M has been served by and large regularly. The major reason for the discontinuity or interruption is mainly due to non availability of food grains due to interrupted lifting of foodgrains from FCI godowns. Efforts are being made to ensure timely lifting of food grains from F.C.I godowns and further timely transportation to Block godowns and schools. However this chain is affected on many occasions due to one or other reasons. Though instructions have been given to all districts not to lift food-grains below Fair Average Quality (FAQ), however, this non-lifting is not an effective solution. There is no other alterative regarding availability of food-grains. A proposal has been received from Government of India for implementation of MDM through a society, which may be a solution for these drawbacks also.
(2.3) Number of Children Class, Category and gender wise who participated in the programme separately for primary and upper primary in EBBs.
(2.4) Food-grains management including adequacy of allocation, timelines of lifting, transportation and distribution and suitability of storage at different levels :-
On the basis of allotment of food-grains issued by the Govt. of India, Deputy Commissioner of the concerned district allots the food-gains block wise on the basis of enrolled students. DRDA has been working as a nodal agency for lifting and transportation of food-grains. State Food Corporation (S.F.C) lifts the monthly allocated food-grains from F.C.I godown and transports it to the Block godown . From Block godown food-grains are lifted by V.E.C/ Sarswati Vahini members.
(2.5) Central Assistance received and utilized towards (a) cooking cost (b) kitchen shed construction (c) procurement of kitchen devices (d) management, monitoring and evaluation (e) transport subsidy.
The state government releases the allotment provided under cooking cost (Central and State) to all Deputy Commissioners at the prescribed rate per working day. The DC draws the allotted amount quarterly from the concerned treasury on the basis of actual no of enrolled students in the schools. The drawn amount is transferred directly to the account of Saraswati Vahini by draft/cheque by the concerned Deputy Commissioner. This amount is being withdrawn under the joint signatures of chairman of the village education committee and the convener of Saraswati Vahini and member of V.E.C and Sarswati Vahini procure the cooking ingredients e.g Fuel, condiments, oils etc on monthly basis.

(2.7) System for release of funds provided under cooking cost, Central and States.
The State govt. releases the allotment provided under cooking costs (Central and State) to all Deputy Commissioners at the fixed rate per child per working day . The D.C draws the allotted amount quarterly from the concerned treasury on the basis of actual no. of enrolled students in the schools. The drawn amount is transferred directly to the account of Sarswati-Vahini by draft /cheque by concerned Deputy Commissioner.
(2.8) System for procuring cooking ingredients (fuel, Condiments, oil. etc. ) :-
The amount transferred by D.C to the account of Sarswati-Vahini is being withdrawn under the Joint signature of chairman of Village Education Committee and the Convener of Sarswati-Vahini. Members of V.E.C and Sarswati - Vahini procure the cooking ingredients e.g, Fuel, condiments, oil etc. on monthly basis.
(2.9) System for cooking, serving and supervising mid-day meals in the school.
The working of cooking meal and distribution of cooked meal has been assigned to a group of active parent mothers identified amongst the member of Sarswati -Vahini . Districts officers have been directed to make roster of one or more mothers to supervise the preparation of cooking and feeding everyday .
(2.10) Status of construction kitchen sheds from
(i) Funds released under the Mid-Day-Meal scheme and (ii) Funds from other development programme such as SGRY, BRGF. etc. :- Details is being given in AT 13.

(2.12) Capacity building and training conducted for different categories of persons involved in the Mid-Day-Meal programme:- one day orientation programme has been conducted by districts. A 2 day seminar was organized at state level on 17th and 18th February 2009 and in which all Education Officer from Block level to state level participated. A clear cut direction has been given to them to continue the MDM uninterrupted

(2.14) System to ensure transparency and openness in all aspect of programme implementation including interalia food grain management, ingredients procurement, cooking and serving, appointment of cooking staff, construction of kitchen sheds, procurement of cooking devices :-
Transparency and openness in all aspect of programme implementation is being maintained at the school level. The implementation of the scheme at the school level has been assigned to Sarswati-Vahini, a group of parent mothers functioning as a sub-committee of Village Education Committee (V.E.C). The work of cooking meal and distribution of cooked meal has been assigned to a group of active parent mothers identified amongst the member of Sarswati-Vahini.
The account is being operated under the Joint signature of the chairman of V.E.C and convener of Sarswati-Vahini. Monthly allotted food grains are received under the Joint signature of Headmaster and convener of the Sarswati-Vahini.
The cooking ingredients like condiments, fuel, oil etc. are procured by the chairman of V.E.C and convener of Sarswati-Vahini.
Daily consumption of food grain is maintained in a separate register .
District officers have been directed to make roster of one or more mother to supervise the preparation of cooking and feeding every day. The work of proper maintenance of the records, cash book, Stock-register and other related papers is being done by the Chairman and Secretary of V.E.C and convener of Sarswati-Vahini.
Cooks or cooking staff are not appointed. Cooks or cooking staff are selected amongst the members of parent mothers. Procurement of cooking devices - utensils are made by the Chairman of V.E.C and convener of Sarswati-Vahini.
(2.15) Measures taken to rectify
a. Inter district low and uneven utilization of food grains and Cooking Cost
b. Intra district mismatch in utilization of food grains and Cooking Cost
c. Delay in delivering in Cooking cost
A 2 day seminar was organized at state level on 17th and 18th February 2009 and in which all Education Officer from Block level to state level participated. A clear cut direction has been given to them to continue the MDM programme without deficiencies.
(2.16) Over all assessment of the manner in which implementation of the programme is contributing to the programme Objectives and are analysis of strength and weakness of the Programme implementation.
The scheme is very popular all over the state and particularly in the tribal belts. The students are developing better eating habits since the scheme has been totally decentralized, the community participation has increased. Mother’s involvement in supervision of cooked meal is helpful in the development of the community participation among villagers. The dropout rates have been reduced. Mid Day Meal is very helpful to overcome the problem of classroom hunger. Besides it is helping egalitarian values, as children from various social backgrounds learn to sit together and share a common meal. The general gap in school participation tends to narrow.
(2.17) Impact of Mid day Meal such as increase in enrollment, attendance retention, learning level etc. Reduction in drop out increase in nutritional status etc.
