Report of Officers:

  1. PRESIDENTS REPORT
  2. Day at the Capital was successful
  3. Requested participation in PHAB survey; they would like to know if you were going to pursuit or if not going to pursuit and the details of why.
  1. SECRETARY TREASURER
  2. Nothing significant to report. No variances noted.
  3. Meghan participating MDCH projects in order to generate additional revenue
  1. EXECUTIVE DIRECTOR
  2. BCBSM endowment fund $1.7 billion for public health initiatives or new projects, nothing that currently exist. Creating mission statement, and organization format. Kids, elderly and health equity are the priority areas. Discussions are beginning on how to distribute the funding.
  3. May revenue sharing estimating meeting set for May 16, 2014.
  4. HICA tax partially stalled
  5. Gas tax still in discussion.
  6. Additional road funding still in discussion as to how to generate revenue.
  7. Total Coli form Update
  8. Part of ELPHS per DEQ, HD’s are being told there must be an effort to pay for the program from
  9. House Bill 5513 regarding trailer park reform; point to the LHD’s for enforcement. Discusses the Health Department have the powers and duties to shut down unsafe parks.
  10. Senate bill 730 Food Allergy bill. MALPH has been asked to take a position of neutrality. The vision is to have food allergy training done at the time of Serve Safe training. Discussions between the Restaurant Assoc, AG Department and MDCH. If training is needed and what type of enforcement will be required.
  11. Senate bill 851-Discusses concession stand sales of food. There has been conversation in InghamCounty to enjoin food prepared at home and sold as fund raisers. MALPH would like to keep these as separate issues and other booster organizations fear the co-mingling of issues.
  12. House bill 5200-Bed Bug legislation discussed in relationship to all infestations. Meghan testified against the legislation because the authority already exists in the Powers and Duties of a LPH officer. Conversations will continue. MELHA will continue to pursuit discussion of the lanquage.

  3. 913 reduce insured tax fee to .75% from 1+% & 983 reinstate 6% use tax on the Health Plans.

  2. Konrad Edwards reported on the Windows 7 transition. The official rollout for MDCH is being pushed back to August. However, there will be a rolling rollout for Windows 7 with different divisions updating at different times. In regards to MIWIC, Internet Explorer 9 will work now and Explorer 10 should be able to work by August. There appears to be some issue with the State’s Single Sign-On with Windows 7. Eventually the Single Sign-On will be going away but not sure what will be taking its place.
  3. Health Care Expansion enrollment issues regarding PlanFirst! unenrollment difficulties for women who want to enroll in a Healthy Michigan Plan

  5. Healthy Michigan Plan enrollment numbers continue to increase. The information is updated weekly on MDCH website.
  1. Discussed PHAB accreditation
  1. In the past 2.5 years there has been a turnover of 20 new health officers. There is a plan to create a new type of orientation similar to the NAACHO Survive and Thrive program. Also a law review training sections. There was a request provide this training for Finance Officers.
  1. MERS respiratory case discussed. Six Michigan residents exposed on plane from Chicago. MDCH is working to track down the residents.

MELHA

Noncommunity Type II drinking water program is a mandated service.

The new FDA Revised Total Coliform Rule that will “kick-in” May 2016 is expected to possibly increase staff time by more than 3hours per supply (DEQ workgroup estimate).

Local Environmental Health Administrators largely don’t

have staff to respond at this increased rate given current requirements. Mark Miller responded that from what he could determine the program ismandated. DEQ Administration has echoed hisdetermination. Revision of the funding formula was suggested by the board. Meghan to have a meeting on 5/12/14 with DEQ officials to further discuss.
