METHODOLOGICAL ASPECTS OF ASSESSING THE QUALITY OF HIGHER PROFESSIONAL EDUCATION

The discussion goes around methodological problems in assessment of education quality. Most popular approacher to assessment of education quality (didactical, process and classific approaches) are analyzed. The grounds are given for using system-synergic approach in assessment of education quality and for relevance of evaluation of goals and values, and also for the account of interaction between the subjects in education process, according to chosen criteria of education quality.

FABRICATION OF MONITORING SYSTEM IN HIGHER PROFESSIONAL EDUCATION

The paper reviews the monitoring results of the Russian higher education system and discusses the up-to-date state in high school. The reasons for the modification of the state accreditation indicators in HEIs are analyzed. A model list of HEI performance indicators for the purpose of quality monitoring in higher professional education is suggested. The proposed indicators take into consideration the priorities of the state educational policy and directions of HE development for the next 10 years as defined by Leuven communiqué (2009) within the framework of the Bologna process.

In the article some problems of organization and development of postgraduate education arising in the conditions of qualitative changes of societydevelopment are discussed. Working out the ways of developing postgraduate education is considered as a productive direction of researches in education. Features of modern society influencing on the changes in the education system are presented. Possible results of a new quality of education are discussed. A conclusion about the importance of using in postgraduate education new educational technologies which are based on humanitarian bases and on a model of professional development is made.

COMPONENT MECHANISM OF DESIGNING OF HIGH SCHOOL EDUCATIONAL ENVIRONMENT

In the article, a definition of high school educational environment has been given and its pedagogical potential has been shown. Full description of the matter of educational environment has been presented: its particularities, internal structure, connections with the surrounding ambience, stages of its development have been decsribed. The component mechanism of designing of educational environment has been described in detail, the contents of which was in four components being in the highlight of the subject of environmental designing, the components integrated structural, functional and procedural elements of the simulated phenomenon: subject-object; functional-purposeful; technological; diagnostic-effective components.

THE DEVELOPMENT OF THE DECISION MAKING SUPPORT SYSTEMS FOR THE QUALITY MANAGEMENT OF THE WORK OF THE INSTITUTES’ HIGH EDUCATION

The problem of the decision-making for quality management of the work of the institutes’ high education is considered in a context of the basic stages: preparing the information to the decision and choosing a variant of the decision. At the first stage it is necessary to correctly estimate a system condition, and at the second stage – to take adequate measures. Existing system preparing the information to the decision both in the majority of the institutes’ high education and in the educational system as a whole is analyzed. The lacks of existing systems are allocated, and the decisions for their updating are offered. For the system of preparing the information to the decision it is offered to use a self-estimation with invitation of independent experts. Information system "Monitoring" which was developed in MSISA is described. The basic subtasks are solved at the stage of choosing a variant of the decision: choosing of the level of management and generating of the variant of the decision are allocated. For the decision of the first subtask it is offered to use control charts, and for the second – expert system "Analytics" have been developed in MSISA. Using the systems "Monitoring" and "Analytics" will allow realizing a cybernetic feedback in a management system of the institute’s high education.

PSYCHOSOCIAL ADAPTATION OF CHILDREN WITH DEVELOPMENTAL PROBLEMS IN CONDITIONS OF SPECIALIZED INSTITUTIONS

In the process of medical-social and psychological-pedagogical rehabilitation in specialized preschool institutions of the city of Arkhangelsk, a study has been implemented in order to detect mental, psychophysiological and social-psychological features of children with deviations in mental and speech development. The study results have shown general mechanisms of psychosocial adaptation of children with speech and mental arrested development. It has been detected that children with speech problems had a higher adaptation potential based on reliably higher psychophysiological indices.Special developing environment contributes to improvement of psychosocial adaptation of children with deviations. Most effective is polyprofessional specialized aid including medical, pedagogical, psychological, psychotherapeutic and social aid.

SEXUAL IDENTITY CHARACTERISTICS OF ADOLESCENTS BROUGHT UP

The article analyzes the peculiarities of development of structural components of sexual identity of adolescents who are being raised in a family and in a family type residential. The author gives the results of the experiment that let us conclude that sexual identity is formed in the process of interaction with the individual's socio-cultural environment and it is the society that determines the form and content of the sexual identity formation.
