This Statement of Purpose has been written to meet the requirements of Regulation 12 and Schedule 3 of the Care Quality Commission (Registration) Regulations 2009. It contains the following information relating to Mersey Care NHS Trust:

1. The aims and objectives of the establishment/agency

Mersey Care NHS Trust is a specialist provider of mental health, learning disability, brain injury rehabilitation and substance misuse services for adults aged 18 and over.

We serve a local population that includes residents of Liverpool, Sefton and the Kirkby area of Knowsley. We also provide low and medium secure services to the population of Merseyside and Cheshire and are one of only three providers nationally of high secure services with a catchment area that includes the North West of England, Wales and the West Midlands.

Our vision is ‘to be recognised as the leading organisation in the provision of adult mental health, addiction and learning disability care. Quality, recovery and wellbeing will be at the heart of everything that we do’.

We are an NHS Trust but currently seeking Foundation Trust status and consider this to be an integral part of the Trust’s on-going evolution and development. We welcome the challenges and opportunities FT status will bring and the opportunity to further strengthen the engagement and involvement of our service users and key stakeholders. We have a clear strategy for improving mental health, reflected in our strategic aims:

The Trust is registered with Care Quality Commission to provide the following regulated activities:

Treatment of disease, disorder and injury

Assessment or medical treatment for persons detained under the 1983 Mental Health Act

Diagnostic and screening procedures

Accommodation for people who require nursing or personal care

Transport services, triage and medical advice provided remotely

Personal Care

Accommodation for persons who require treatment for substance misuse

Trust services are provided from 91 buildings located on 33 sites. Inpatient care is provided on 13 sites and the rest are allocated to community based services or administration bases at the trust headquarters.

We have a total bed complement of 672 beds:

Ashworth Hospital - 228 beds: The following service user groups are able to receive care and treatment at Ashworth Hospital:

People with mental health needs

Younger adults (18+)

People detained under the Mental Health Act

Ashworth Hospital is part of Mersey Care NHS Trust and is one of only three hospitals in the country providing services for patients who require treatment and care in conditions of high security.

Ashworth's vision is to be a centre of excellence for high secure care - protecting the public by providing a safe, secure and therapeutic environment for patients and staff.

Patients are admitted to Ashworth Hospital in a range of ways but all come because they present a grave danger to others.

The majority, but not all, of Ashworth Hospital patients either come from prison, or through the court system or from a secure unit. Not all patients who are referred to Ashworth Hospital are admitted. Each person being considered for admission is assessed for suitability by a panel of senior clinicians.

Of those who are admitted there is a period of assessment in one of the admission wards. Assessment can take just a few weeks or many months depending on the complexity of the patient’s condition.

Some patients only stay at the hospital for a short period. Others stay for many years. Patients remain in the high secure service until they are safe and well enough to move to a medium secure or other unit.

The catchment area for Ashworth Hospital patients either come from the North West, West Midlands or Wales. Whenever possible patients in need of high secure care are cared for and treated in whichever of the three high secure hospitals is nearest to their home to make it easier for relatives and friends to visit.

The range of problems experienced by patients at Ashworth Hospital includes all sorts of mental disorders including personality disorder. Many patients have several different mental disorders including personality disorder all of which require treatment.

The physical healthcare of patients is very important and the hospital takes this very seriously. There is a health centre within the hospital which looks after primary care needs of patients and specialist consultants from general hospitals visit as and when required.

Boothroyd Ward – 20 beds: The following service user groups are able to receive care and treatment at Boothroyd Ward :

Boothroyd ward is a unit for older people who need 24 hour in-patient care and treatment for mental illness and /or dementia care. The unit provides high quality care for people who cannot be managed in the community. The aim wherever possible, is to enable those patients to return to their homes.

Broadoak Unit – 66 beds:The following service user groups are able to receive care

Broadoak unit is an inpatient unit providing 24 hour assessment and/or treatment for people experiencing mental health difficulties. The unit aims to deliver care that respects individuals, values diversity, preserves dignity and promotes recovery and inclusion. In addition to the wards, there is an Occupational Therapy Department for the unitand a Trust-wideECT (electro convulsive therapy) Service which is accredited with an award of "excellence" by the Electro Convulsive Therapy Accreditation Service. The in-patient wards are staffed by qualified Nurses and Nursing Assistants. Other professionals who make up the multi-disciplinary team include: Consultant Psychiatrists, Occupational Therapists, Social Workers and Community Psychiatric Nurses.

Hesketh Centre – 24 beds: The following service user groups are able to receive care and treatment at the Hesketh Centre:

People detained under the Mental Health Act

The Hesketh Centre provides 24 hour acute inpatient unit care which includes the assessment and treatment of service users who are suffering from a severe mental illness between the ages of 16 and 65. The in-patient wards are staffed by qualified Nurses and Nursing Assistants. Other professionals who make up the multi-disciplinary team include: Consultant Psychiatrists, Occupational Therapists, Social Workers and Community Psychiatric Nurses. Clozaril and Lithium clinics are provided aimed at the population of Southport and Formby.

Detained patients can be admitted directly to the Park unit (20 beds), however the Rowbotham unit (4 beds) admits patients on a voluntary basis, patients can also be detained if necessary following admission - the aim would always be to move patients detained on the Rowbotham Unit to an appropriate bed for continuation of assessment, care and/or treatment.

There is also provision for mental health service users to access Citizens' Advice Bureau advice on a sessional basis.
The Family Support Worker also operates a drop-in clinic every Friday to offer support to people who care for people with severe mental illness.

The Hesketh Centre is also the base for the Acute Care team.

Heys Court – 16 beds:The following service user groups are able to receive care and treatment at Heys Court:

People detained under the Mental Health Act

Heys court is a 24 hour continuing care unit for the elderly staffed by a multidisciplinary team with specialist skills n care of the elderly and dementia care.

Kevin White Unit – 17 beds: The following service user groups are able to receive care and treatment at the Kevin White Unit

People who misuse drug and alcohol

People with mental health needs

Younger adults

People detained under the Mental Health Act

The unit provides 24 hour assessment and/or treatment for people in need of treatment and care for substance misuse and for those who as part of their addiction also experience mental health difficulties. The unit provides care and treatmentfor people suffering from alcohol or drug dependency and offer a range of care pathways and individually tailored therapeutic programmes within both residential and community settings. These are delivered by a consultant-led multi-disciplinary staff group.

Rufford Road – 4 beds

Rufford Road is a four bedded bungalow located in the Crossens area of Southport. It provides twenty-four hour support to four male service users each of who is diagnosed as having a severe learning disability. In addition, to their general diagnosis of severe learning disability, each of the service users has additional support needs in respect of their communication needs, physical disability and/or sensory impairment. The service users support needs are met by a dedicated team of Support Workers who are managed by a local Team Manager. Clinical support needs are met by a dedicated Community Nurse with multi-disciplinary support provided as and when appropriate.

Morley Road – 4 beds

Morley Road is a four bedded house located in residential area close to the heart of Southport. It provides twenty-four hour support to four service users (one male, three female) each of who is diagnosed as having a severe learning disability. In addition, each of the service users has additional support needs in respect of communication. Furthermore, the service users are more mature than in other CRS services and as such have significant health needs which are met by the dedicated team of Support Workers led by a local Team Manager. Clinical support needs are met by a dedicated Community Nurse with multi-disciplinary support provided as and when appropriate.

Mossley Hill Hospital – 67 bedsThe following service user groups are able to receive care and treatment at Mossley Hill Hospital:

People with mental health needs

Older people

People with dementia

People detained under the Mental Health Act

People with a learning disability plus one or more of the following:

- Mental Disorder

- Autism

- Challenging Behaviour

- Detention under the Mental Health Act

- Multiple physical disabilities

- Sensory impairment

Services provided at Mossley Hill are as follows:

Acute Inpatient Care (Oak 20 beds & Acorn 15 beds) – a service for older adults with acute mental health needs including dementia; assessment, treatment and rehabilitation are provided over 24 hours in a hospital setting. There are 2 wards one which caters for the needs of those with a functional mental illness and the other for patients with dementia. Interventions are provided by a range of professionals who are knowledgeable and skilled in the management of older people and dementia care.

Star Unit – 9 beds- 24 hour inpatient service for people with a learning disability.

Brain Injury Rehabilitation – 8 beds: specialising in assessment and rehabilitation for service users who have an acquired brain injury. The aim of the inter-disciplinary team is to maximise the service user's rehabilitation potential and quality of life. The unit consists of an eight-bedded inpatient service and also an outpatient service. (bed numbers increasing to 12 in 2015)

Olive Mount Hospital – no inpatient beds – outpatient and admin only

Wavertree Bungalow– 5 beds + 1 emergency/assessment bed

Offers 24 hour specialist health respite for service users with complex health needs and a learning disability. It provides high quality care to adults with profound multiple disabilities and associated health needs. Service users accessing the service require specialist health respite care on an intermittent basis only.

Rathbone Hospital – 65 beds: The following service user groups are able to receive care and treatment at Rathbone Hospital:

People with learning disabilities or autistic spectrum disorder

Multiple physical disabilities

Sensory impairment

Rathbone hospital provides a range of services on one location. It houses a 16 bedded Low Secure Services an 8-bedded brain injury rehabilitation unit and an 8 bedded psychiatric intensive care unit

Psychiatric Intensive Care Unit – 8 beds: (patients from this unit will move to Clock View)

This service provides 24 hour intensive and specialist care and treatment for service users whose risks and behaviours cannot be managed on an open acute ward. The service provides short term intensive support in order that service users may return to the less restrictive environment of an open acute ward. The unit is complaint with DSSA (dignity and single sex accommodation) standards.

Low Secure Unit - 32 beds: provides 24 hour rehabilitation for male inpatients with severe and enduring mental health. The unit helps service users to prepare to return to life in the community. This involves treatment and therapy, support for independent living, and finding a place to live.

The Rathbone RehabilitationUnit – 25 beds: is a 24 hour purpose built modern Rehabilitation Unit 27 beds offering a range of assessments, therapies and activities, which promote social reintegration and support the path to recovery.

Scott Clinic – 66 bedsThe following service user groups are able to receive care and treatment at Scott Clinic:

People detained under the Mental Health Act

Scott clinic is a 24 hour medium secure unit for Cheshire and Merseyside residents providing specialised forensic assessment, treatment, rehabilitation and after-care to mentally disordered offenders or others displaying similar behaviours. The aim of the service is to provide a high standard of individual patient care in a therapeutic environment under varying degrees of security according to the patient’s progress. The aim of the treatment, rehabilitation and re-socialisation is to prepare the patient either for transfer to an open ward or for life in the community.
