INTRODUCTION

This financialaidhandbookis your student guide toinformationaboutthe financial aidprograms and policiesat the collegesofthe Peralta CommunityCollege District.Pleaseread itcarefullysoyoucan becomefamiliarwiththe processof applyingfor financialaid, knowwhat programs are available, and understandwhat youmustdo toremaineligible toreceive financialaidwhileyouarea student.

The primarypurposeof student financialaidistoensure allstudentshave anopportunity toobtaina collegeeducation, andthatno student willbe deniedthat opportunitybecauseoflackof funds.Most financialaidis awarded tostudents basedonhowmuch moneyis needed tomeet college costs. Therefore,the financialaidapplicationprocess issetuptouniformlymeasure howmuch financial assistanceeachindividual student needsforcollege based ontheindividualcircumstancesof the student andthestudent’s family.

While theapplicationprocessmaybe confusing, it’simportant toremember that manyof the rules associatedwith applyingfor andreceivingfinancialaidhavebeendevelopedto makesureyou, asa student, are treated fairlyandequitably,andtoalsoguaranteethatyoutakeyour shareof responsibility towardsuccessfullycompletingyour educational goal.

PURPOSEOFFINANCIALAID

Centraltothe purposeof financialaidis thebeliefthat studentsandtheir families, totheextent possible, havethe primaryresponsibility topayforthe student’s collegeeducation. Financialaidismade availabletoassiststudentswhen family resourcesare not sufficient tomeetcollege costs.

The purpose of financialaidat thecolleges inthePeralta CommunityCollegeDistrictistoassiststudents who havethe ability tobenefit fromthe post-secondaryeducationalopportunities. ThePCCDcolleges provideto thosewho havelimitedresources, byprovidingthe fundingtosupport the completionofthe student’seducationalgoal.

The purpose is alsotoprovide fair andequitabletreatmentofall students byapplyingFederal, State& District policiesinthe processof determiningstudenteligibilityconsistently.

STUDENTELIGIBILITYFORFINANCIALAID

Eligibilitytoreceive Federalfinancial aid:

•Be a U.S. Citizen , eligiblenoncitizen, or AB540;

•Be enrolled inaneligible programattheir home college andbe aregularstudentworking towarda degree,certificate ordegree/transfertoa four-year institution;

•Have avalidSocialSecurityNumber;

•Be registeredwith Selective Service ifrequiredtoregister;

•Not bein defaultona federalstudent loanorowe a repaymentonafederalstudent grantor PerkinsLoan;

•Have ahighschool diplomaor GED;

•Have a valid, eligible major declared with Admissions and Records

•Achievingsatisfactoryacademicprogress;

•Have aneedfor financialaidas demonstratedby completionof the Free Applicationfor

Federal Student Aid(FAFSA) or the California Dream Act application (AB540 students only).

HOWFINANCIALAIDELIGIBILITYISCALCULATED

Financialaidcomesin the formofgrants (giftaid),lowinterest loans(that mustbe repaid), work-study, andscholarships. The financialaidprograms are fundedandregulated throughFederal, State,andlocal agencies, andthroughthecolleges themselves.Mostof thefinancialaidavailable is basedonneed. The processused todeterminehowmuch financialaidis initiatedwhen astudentcompletesthe FreeApplicationfor Federal Student Aid(FAFSA) or California Dream Act.The informationsupplied ontheFAFSA or Dream Act is processedthrougha formulawhichproduces anExpectedFamilyContribution(EFC) basedonthe unique student and/or family informationprovided.The EFCis the amountofmoney the student andfamily are expected topay towardthe student’s annual collegecosts.The difference betweenthe collegecosts andthe ExpectedFamily Contributionis thestudent’sneed,or eligibility for financialaidas demonstrated below:

FEES: Studentsmayhaveadditional campus feesaddedtotheir budget dependingonthe amount assessedateach campus. Fees are approximately$32per year, in additiontoa $40.79EasyPass purchase fee charged toall studentsenrolled insixormore units per semester. An $18 healthfeeper semester is alsoassessed toallstudents.

Non-California residentstudentshaveenrollmentfees andtuitionassessed at$276per unit. Applicable feesare automatically addedtothestudent budgetat the homecollege.

CHILD CARE: Studentswhohavechildcareexpensesrelatingtotheirattendancemayreceive an additional budget allowance basedondocumentationof reasonableexpenses forthe number andages of theirchildren.

OTHER: If youhaveothercosts(suchasthedocumented purchaseof acomputeror expensesrelated to a disability or additional costs directly related to your program of study)that aredirectly relatedtoyourabilitytoattendcollege, youshouldcontact theFinancial AidAdministrator at your home campustodetermineif a budget adjustmentcanbe made toinclude thosecosts.

All financialaidapplicantsmustcomplete certain forms. Some formsmustbe completedeachyear. In addition, some students maybe requiredtocompleteandsubmit moreformsthanothers dependingon their individual circumstances. A packetofsupplemental applicationmaterialswith instructions is available inthe college FinancialAidOfficebeginningin Aprilprecedingeachawardyear.

FAFSAONTHE WEB

All applicantsforfinancialaidmustcompletethe Online FreeApplicationfor Federal Student Aidat A FAFSAontheWeb(FOTW)Worksheet isavailable fromanycollege FinancialAid Officeor highschoolcounselor.FOTWcollectsyour family’sfinancialinformation. When itis completed andtransmittedtothe federal processor,aformulatodetermine eligibility andanExpected Family Contribution(EFC)is calculated.Inorder toexpediteprocessingofyourfinancialaidaward, please submit all requireddocuments tothe homecollegeFinancialAidOffice.

CALIFORNIADREAMACTAPPLICATION

The California DreamActApplicationis used todeterminethe California statefinancialeligibilityof studentswhomeetthe qualificationsof AssemblyBill 540 (AB540),AB130andAB 131. The California Student AidCommission (CSAC)will process this application. Anyaidreceived canonlybe used at eligible Californiainstitutions. TheDreamAct Applicationis usedtoapplyfor state financialaidlike the Community CollegeBoardof Governor’s fee waivers andfor CalGrant awards.This is not anapplication for federal financialaid. Students whohave a SocialSecurityNumberthatwas issuedaftercompleting the Deferred Actionfor ChildhoodArrivals (DACA) processmustfile theDreamActapplication.

FINANCIAL AID ELIGIBLE MAJOR

In order to receive Financial Aid for courses you are taking, you must choose a major that is Financial Aid eligible. You must officially declare your major with the Admissions and Records department. For a complete listing of eligible financial aid majors, please visit

IRSDATARETRIEVAL

Students andparentsarestronglyurged tousethe IRS data retrieval toolprovided ontheFAFSA, allowingdirect data onfiled taxestobe transferred tothe financialaidapplication. Using the tool may reduce the amount of documentation a student and/or parent must provide to the Financial Aid Office.

SAR

After completing the FAFSA or Dream Act Application, the federal/stateprocessormaytakefromthreedays totwoweeks toprocess your application andtransmitdata tothe college.The StudentAidReport (SAR/ISIR) is your notificationthat the FAFSAhas been processed. You can log back onto your FAFSA or Dream Act Application and print out the SAR to review for accuracy.

TRANSCRIPTS

If youhaveattended college(s) prior toattendingthe Peralta Community Colleges,whetherornot financialaidwas received attheother college,andyouplantouse transfer creditstowarda degree/certificate fromthe PeraltaCommunity CollegeDistrict,youmust submitofficialtranscriptstothe AdmissionsandRecords department for evaluation.Allrecorded applicabledegree/certificatetransfercreditswillbe computed towardthe Satisfactory AcademicProgressmaximumtime frameof 90 units fora standard2-year program and also to determine correct grade level.Youmust informyour home college ifyouattended another college duringthe same academic year (i.e. Fall2016or Spring2017andSummer 2017).

ELIGIBLENONCITIZENVERIFICATION

Students whoare not U.S.citizens but are eligible noncitizensmaybe requiredtosupplybothsidesof their immigrationcard(I-551,I-151,or I-94)tothehomecollege FinancialAidOfficewith their initialapplication.

ABILITYTOBENEFIT

Only continuing studentswithcompletedcoursework prior toJuly2012 and who do not haveahighschool diploma,GED,or equivalent, maybe abletotake anassessmenttest tomakesuretheyareable to benefit fromthecollege’scurriculum. Verifyingtest scoresmust be submitted tothe FinancialAid Office. Ifthe FinancialAidOffice notes conflictinginformationconcerninga student’s highschool graduationstatus, thestudentmaybe requiredtosubmitverificationofhighschooldiploma/GEDor equivalent. AsofJuly1, 2012 new students without ahighschooldiplomaor GEDwillnot be eligibleto receive financialaid except a BOG Tuition Waiver.

OTHERFORMS

A certainnumberof studentsare requiredeach yeartoverify the informationtheysuppliedonthe FAFSA.Thosestudentswillbe requiredtosubmitadditional informationincludinga verification worksheet after theSAR/ISIR is received andreviewedbytheFinancialAidOffice.If a studentis selected for Verificationofincome,student andparent(whenApplicable)will berequiredtoproducean IRStax transcript. Copiesof personal taxforms willnotbe accepted. Itis stronglyadvisedthat studentsand parentsindicate, when filingthe FAFSA, permissiontoaccessIRS datamatch. Taxinformationwill be directlyimportedtotheFAFSA, andeliminate the needforverificationof aseparate IRStranscript. Students will be abletogototheir FAFSA dataandallowthis permissionafter initial applicationis submitted.

The Financial Aid Office will provide a checklist of documents on your Peralta Passport account. You may be required to submit for verification purposes. These documents may include:

  • Student/Parent IRS tax transcript (Not a copy of filed 1040) /Unemployment Benefits
  • Signed Social Security card
  • Valid Photo I.D.
  • Verification of Eligible Non-Citizen Status
  • Citizenship Documentation
  • Verification of Ward of Court (Foster Youth)
  • High School Diploma; Final High School Transcript or GED Certificate Academic Transcripts (When Applicable)

DEADLINES

Financialaidfunds are limitedfor the Federal SupplementalEducational OpportunityGrant(FSEOG)andthe Federal Work-Study (FWS) programs. To ensure that your applicationis consideredforSEOGandFWS, the FAFSA shouldbecompleted no laterthanApril1stprecedingthe awardyear forwhichyouare applyingfor financialaid. If funds remainafterawardingstudents who havemet thosedeadlines,the collegeswillcontinue tomake awardsona first-come,first-serve basis.

March2isthedeadlineforfiling a FAFSAandsubmitting theGPAVerificationForm totheCalifornia Student AidCommissionifyouare applying for a CalGrant (DreamAct studentsmay filefor March 2ndGPA).AsecondGPAVerificationperiodhas beenaddedbytheCalifornia Student AidCommission for CommunityCollegestudents,(excludingDream Actstudents)requiringGPAs besubmittedby September 2nd.Checkwithyour homecollegetoverifythat yourGPA hasbeenelectronicallysubmitted to the California Student Aid Commission forCalGrant Eligibility.

Applications for financialaidfunds that isnot limited,such as PellGrantsandDirect Loans,canbe filed at anytime throughthe springtermoftheawardyear.The absolute deadline for filinga FAFSA to receivePell Grant forthe 2017-2018award year isJune30, 2018.

The Boardof Governor’sEnrollment Fee Waiver (BOGFW)applicationsmustbesubmitted duringthe current academic year. Retroactivefeewaiverscannot be issued forprioryearfees. A requestfor a refundof fees alreadypaidwith personal resourcesanddocumentationsupportingBOGWFWeligibility mustbe filed at thehome collegeBursar’sOffice.

1.Fillout the FAFSA onlineat applicationatdream.csac.ca.gov.Itusuallytakes5-7 businessdaysforthe process toupload your FAFSA informationintoour computer system.

2.In5-7 businessday’sstudentsmust checktheirPeraltaPassportaccountstoseeif their tuition fees have beenwaived,otherwisetheymustcome tothe FinancialAidoffice.

3.LogontoyourPeraltaPassport account to viewany outstandingfinancialaiditemsonyourTo-

Dolist.Please carefullyreview the instructionsandbringin requireddocumentationtoyour financialaidhomecollege

4.Fillout the paperworkrequested,andsubmitittothehome campus financialaidoffice.

5.After submittingall requireddocuments,yourfile will be reviewed and processed by your financialaidhomecollege.

  1. BOGENROLLMENTFEEWAIVER

The stateof Californiaoffers a BoardofGovernor’sEnrollment FeeWaiver (BOGFW)for studentswho are residentsof the state of California.BOGW-A isavailable tostudentswhoare receiving TANF/CalWORKs,GeneralAssistanceor SSI.BOGW-Bcovers studentswhose income fallsbelowstate levelsas listedbelow.BOGW-C is awardedtostudents whoareeligible for financialaidorwho demonstrate financialneedbycompletingtheFAFSA.Please contactyour FinancialAidOfficeforfurther information.The BOGWWaiver pays allenrollment feesfor each termonceeligibilityhas been determined.The BOG Waiver doesnot cover fees for Student Campus Use, Health, AC Transit, Representation, fee basedcourses or any other non-tuition based fees.

Students whodonot applythrough the FAFSAmay still qualify fora BOGFW iftheymeetthe income andother eligibilityrequirements throughthe paper BOGFee Waiver application. The paper BOG Fee Waiverapplications are available intheFinancialAidOffice.

Beginning fall 2016, all students must meet income, academic, and residency requirements to be eligible for the BOG Fee Waiver.

BOG Academic Requirements

Students who have not met the college’s Academic Progress standards for two consecutive terms will no longer qualify for a BOG waiver the following term. Current or former Foster Youth age 24 and are exempt from this requirement.Students must meet the following standards to maintain eligibility for the BOG Fee Waiver:

Academic — Sustain a GPA of 2.0 or higher

If your cumulative GPA falls below 2.0 for two consecutive primary terms (fall/spring semesters, or fall/winter/spring quarters), you may lose your fee waiver eligibility.

Progress — Complete more than 50% of your coursework

If the cumulative number of units you complete is not more than 50% in two consecutive primary terms (fall/spring semesters, or fall/winter/spring quarters), you may lose your fee waiver eligibility.

Any combination of two consecutive terms of cumulative GPA below 2.0, and/or cumulative unit completion of not more than 50% may result in loss of fee waiver eligibility. Students who are disqualified for academic reasons will be notified via email within 30 days after the term has ended. Students who lose BOG academic eligibility will have the opportunity to petition for reinstatement.

LOSS OF BOGPETITION PROCEDURE

A student may petition the loss of Board of Governor’s Fee Waiver for a term due to failure of sustaining a GPA of 2.0 or higher and/or not completing more than 50% of their coursework.

The petition form can be picked up from your home campus financial aid office or students may download it from their college’s website. The student is responsible for providing sufficient information in the written statement to substantiate the existence of extenuating circumstances. Additionally, the student statement must address what steps he/she has and will take to prevent a similar circumstance in the future. The student must meet with an academic counselor to complete a full Student Education Plan (SEP) outlining the program of study and the courses required to complete the program of study.

A BOG petition committee will review the petition and make a decision on whether to approve or deny the BOGW petition. The student will be notified of the decision by email and/or formal letter. The petition process is final and cannot be appealed.

BOG Residency Requirements

Students applying for the BOG Fee Waiver must either be California Residents or meet AB540 status in order to meet eligibility requirements.

  1. FEDERAL PELLGRANT

Pell Grant is giftaidthatisawarded tostudentswith the highest need.Studentsare automatically consideredforPell Grant when theyfilethe FAFSAapplication. Studentswhoreceivean ExpectedFamily Contribution(EFC)of 5235or lessonthe Student AidReport(SAR)areeligible for a Pell award. Students mayreceive aPellGrantfor enrollmentin oneormore units, however, awards for studentsenrolled less thanfull-time(12 units) arepro-ratedbasedontheirenrollmentstatus. Beginningwiththe 2012-13 awardyear, durationof eligibilityis reduced tothe equivalentof12fulltime semestersforall newand continuingstudents. FAFSAapplicationdeadline:June30, 2018. Awardsrange from$519-$5920

SUMMER PELLGrants

Studentsmayreceivea fullsemesterPell Grant for summer2018.Full-Time enrollmentforsummeris12 units; Three-Quarter Time enrollment is 9-11.5 units; Half-Time is 6-8.5 units; Less-Than-Half-Time is less than 6 units.

  1. CALGRANTS

Cal Grantsare awardedtoCalifornia stateresidents. CalGrant A Entitlement andCompetitiveawards assists studentswith tuitionandfeesat UC,CSU andIndependent 4-yearcolleges. CommunityCollege students cannot utilizea Cal Grant A, butcanreserveit until transfer toa four-year college.

As of Fall2013 AB540 students (DreamAct Students)mayapplyreceive aCalGrant. GPAverification forDreamAct studentsmustbe submitted byMarch2nd. Cal Grant BEntitlementandCompetitive awards providea livingallowance andtuitionandfeeassistance toverylow-incomestudents. Students attendinga community college canreceiveonly thelivingallowance portionofCal Grant B.CalGrant C assistswith books,tools andequipmentforoccupational orvocational programs.

GraduatingHighSchoolseniorsmusthave GPAverificationdatasubmitted by their highschool.GPA data will besubmittedthrougha Peralta Collegeoncea student hascompleted 24 degree applicable credits. ReestablishedGPAs may besubmittedfor CommunityCollege competitive CalGrantB awards onceastudenthas completed16 degreeapplicablecredits.

There are two deadlines,March2ndforbothEntitlementandCompetitive grants,anda second deadline ofSeptember2nd, toapplyfor aCompetitiveCal Grant-Bat acommunity college. Allstudents mustcomplete a FAFSA prior toMarch2ndin order tobe considered foreligibilityforCal Grant awards.

Each of the four PeraltaCommunity Colleges transmitseligible GPA’selectronically tothe Student Aid CommissionbeforetheMarch2ndandSeptember2nddeadline. Inquire atyourhome highschool concerningthe paper GPAform.Most studentswill notneedtosubmit a paper form.

Studentsmustbeenrolledat least half-time(6units) inordertoreceive a CalGrant. Awards for less thanfull-time(12 units) are proratedbased onenrollmentstatus.

MaximumCal GrantAward: Cal Grant B= $1672 Cal Grant C = $1094

  1. FULL-TIME SUCCESS GRANT (FTSSG)

The Full-time Student Success Grant (FTSSG) is a grant that is given to eligible Cal Grant B and Cal Grant C students that are enrolled full-time (12 or more units). Students can receive $500 duringthe fall and $500 during the spring if eligible.

  1. FEDERAL SUPPLEMENTALEDUCATIONAL OPPORTUNITY GRANT(FSEOG)

SEOG is agrant awardmade bythe college tostudents withexceptional need.Due tolimitedfunds studentswho apply early andareeligible forPellGrant receive firstpriority considerationfor SEOG. Students mustbe enrolled fulltimeat the homecollege andmustcompletethe FAFSAtoapply.Final eligibilityis determined bytheEOPS Office.
