Memo BEAP Tranche 4 - Fuel & Gas Condition Checklist

The purpose of this checklist is to outline the requirements for AECOM condition assessment of reticulated Defence Fuel Installation (DFI) assets, as part of the Base Engineering and Assessment (BEAP) project.

It is important to note that a DFI does not include[1]:

-Fuel facilities which are part of another fixed infrastructure where the fuel assets are not independently managed as a stand-alone system, and/or are classified as consuming assets (e.g. storage tank for a back-up power generator, provided it is recognised and managed as part of the parent power generation asset);

-Mobile fuel assets such as tankers (e.g. RAAF refuelling tanker, bulk liquid fuel, tanker truck fuel or tank pump assembly);

-Field-deployable fuel assets (e.g. bulk bladders, petroleum oils and lubricant points/kerbside refuelling points or forward arming and refuelling points); and

-Navy re-supply vessels (e.g. auxiliary oilers or auxiliary oiler replenishment).

Abbreviations / Definitions

DFI (A):

Defence Fuel Instillation for Aviation applications, generally used to store Aviation Turbine Fuel (NATO Code: F-34 AVTUR).

DFI (N):

Defence Fuel Installation for Maritime applications, generally used to store increased flashpoint Aviation Turbine Fuel (NATO Code: F-44 AVCAT), Navel Distillate (NATO Code: F-76) and other Fuel Oils.

DFI (G):

Defence Fuel Installation for Automotive applications, generally used to store commercial petroleum products such as unleaded, super unleaded and diesel liquid fuels.

DFI (P):

Defence Fuel Installation for Power Generation applications, generally used to store diesel for Central Energy Power Stations.

UST:

Underground Storage Tank.

AST:

Aboveground Storage Tank.

SFL:

Safe Fill Level of tank.

LPG:

Liquefied Petroleum Gas.

LEG:

Local Emergency Generator, also known as a back-up power generator.

BFIMI:

Bulk Fuel Installation Maintenance Instruction, as per the Defence Estate Quality Management System.

Valve Pits and Hydrant Pits / Components within pits cannot be used to to seizure / missing parts. Pressure Regulation Stations
Corrosion / Station is no longer in use and has no decommissioning report/s. Also applicable if stations are leaking. / Corrosion severe with components installed exposed to elements. No sign of maintenance records either written or service tags. / Show signs of surface corrosion and/or fading of painted components. Service tags no longer readable. Area surrounding stations not well maintained. / Well maintained with no visible signs of corrosion and adequately protected from elements. / Pressure regulation stations recently built and commissioned within the period of ≤5 years prior
